About this file

This is a Request for Quotation (RFQ) for annual groundwater sampling services in Grand Teton National Park (GRTE) and the John D. Rockefeller Memorial Parkway (JODR).

The National Park Service seeks a single-award, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract covering five one-year ordering periods from May 4, 2026 through May 3, 2031. The requirement includes spring and fall groundwater sampling and analysis of monitor wells, with four sub-line items per ordering period: annual sampling (63 wells), Colter Bay Landfill sampling (7 wells, varying by period), additional well sampling when already mobilized (1 well), and additional well sampling with mobilization (1 well). Quotations must be submitted by March 12, 2026 at 1:00 PM Mountain Daylight Time to Stacy Vallie at Stacy_Vallie@nps.gov. This is a full and open competition; not a small business set-aside. The North American Industry Classification System code is 541620 (Environmental Consulting Service) with a $19 million small business size standard. Award will be made to the offeror providing the best value based on price, technical capability, and prior experience. Offerors must provide detailed narratives documenting three relevant projects completed within the past five years, a technical approach addressing Statement of Work requirements including sampling procedures and quality control measures, and information on key personnel qualifications and proposed schedules. All interested parties must be registered in the System for Award Management (SAM) prior to quotation submission. Payment requests must be submitted electronically through the Invoice Processing Platform (IPP). The contractor must maintain liability insurance of $100,000 per person, $500,000 per occurrence, and $100,000 property damage, and is prohibited from using All Terrain Vehicles on National Park Service lands.
