About this file

This file is an Amendment (0005) to a solicitation containing official government responses to contractor questions regarding groundwater monitoring services for Grand Teton National Park.

Question 1 addressed the specific water quality parameters required for spring sampling, with the government clarifying that all water quality data to be collected are those listed in Attachment 2 - Well Parameters, rather than a standard field parameter suite. Question 2 concerned the triggering conditions for Sub-items 10c and 10d in the Price Schedule ("Additional Well sampling when already mobilized" and "Additional Well Sampling when not already mobilized"). The government explained that Sub-item 10c allows pricing adjustments when wells are added to or removed from the annual 63-well routine monitoring program due to new well drilling or decommissioning at wastewater facilities, with pricing covering sampling and analysis consistent with Task 1. Sub-item 10d, rarely utilized, addresses situations requiring contractor remobilization for resampling due to circumstances beyond the contractor's control (such as sample shipping delays affecting hold time compliance), and pricing should include both the cost of sampling and analysis for one well plus mobilization expenses. The government emphasized that Task 2 work related to the seven Colter Bay Landfill wells is expected to remain constant at that quantity.

AMENDMENT 0005

GROUNDWATER MONITORING FOR GRAND TETON NATIONAL PARK

QUESTION 1: The scope description in the Statement of Work states: “Collect water quality information for spring sampling during the month of May to characterize water quality at the locations potentially impacted by sewage disposal as indicated in Table 1 of Attachment 1.”

Please confirm whether the water quality data to be collected includes the following standard field parameters: temperature, dissolved oxygen, pH, ORP (oxidation-reduction potential), conductivity, and turbidity. I did not see these parameters listed in the annual report attachment or in Table 1 of Attachment 1, so I wanted to verify the exact suite of analytes included in this sampling effort.

RESPONSE 1: The water quality data to be collected are those provided in Attachment 2 - Well Parameters.

QUESTION 2: In the Price Schedule table, Sub-items 10c and 10d are described as:

· “Additional Well sampling when already mobilized.”

· “Additional Well Sampling when not already mobilized.”

Could you please clarify the specific results, conditions, or situations that would trigger the need for these additional well samples beyond the routine 63 annual wells and the 7 Colter Bay wells? For example, are these intended for contingency sampling due to exceedances, QA/QC issues, or other triggers?

RESPONSE 2:

A. “Additional Well sampling when already mobilized.”

i. This is our way of adding or removing wells to the annual wells (Task 1). This has been used in the past when we have drilled new or decommissioned old monitoring wells for new or existing wastewater facilities. The price for Task 3 "when already mobilized" allows us to price out the additional or reduced number of wells. It includes the sampling and analysis covered under Task 1.

B. “Additional Well Sampling when not already mobilized.”

i. This is rarely used but has been used if the contractor has to come back to the park to resample a well for one reason or another that was not the fault of the contractor, for example if the contractor did everything correct but there was an issue with the shipping and it did not arrive in time to meet the hold time limit. This should be the cost of sampling and analysis for one well plus the mobilization cost.

Both of these are related to Task 1 - Annual Groundwater Monitoring. The work under Task 2 - Colter Bay Landfill - is always expected to stay at 7 wells.
