About this file

This is a Questions and Answers document (Amendment 0002) for the Groundwater Monitoring for Grand Teton National Park solicitation (140P1426Q0031). The document addresses 13 questions submitted by potential offerors regarding sampling procedures, waste disposal, reporting requirements, and contract terms.

Key clarifications include: formaldehyde analysis is required only for three Gros Ventre wells; purge water from annual monitoring may be scattered on-site while Colter Bay Landfill purge water must be disposed at the Colter Bay Sewage System (43.901422, -110.627404); no dedicated bailers are currently installed; one annual report is required per year with spring sampling results provided when available; all liquid Investigative Derived Waste (IDW) and disposable equipment from bi-annual sampling may be scattered on-site; a Health and Safety Plan and proposed methodology/Sampling and Analysis Plan are required; standard EPA RCRA techniques per the WY DEQ guidelines are acceptable for all sites except Colter Bay Landfill which requires low-flow sampling; this is a small business set-aside under NAICS Code 541620 (Environmental Consulting Services) with a $19M size standard; ongoing projects may be submitted if at least 50% complete; prior experience and technical capability information should be submitted as outlined in the solicitation; and laboratory analysis is the contractor's responsibility and must be included in unit pricing. The referenced groundwater monitoring reports in the attachments are representative of the format and detail expected for future reporting under this contract.

AMENDMENT 0002

GROUNDWATER MONITORING FOR GRAND TETON NATIONAL PARK

QUESTION 1: Please confirm that formaldehyde analysis is needed only for the three Gros Ventre wells listed in Table 3 (“GV - all”).

RESPONSE 1: Correct, the formaldehyde analysis is needed only for the Gros Ventre wells.

QUESTION 2: Are we able to dispose of purge water into onsite the septic system or does it need to be removed to an offsite facility?

RESPONSE 2: Purge water for annual groundwater monitoring may be scattered on the environment, as facility background data does not suggest that the water is hazardous. Purge water for the Colter Bay Landfill Groundwater Monitoring can be disposed of at the Colter Bay Sewage System, located at 43.901422°, -110.627404°. The COR will facilitate access to the site.

QUESTION 3: Do any wells currently have dedicated bailers installed?

RESPONSE 3: No, wells currently have dedicated bailers installed.

QUESTION 4: Confirm that one report per year is required for annual sampling that is inclusive of both the spring and fall events for that year.

RESPONSE 4: One report per year is required for annual sampling, but sampling results for the spring sampling event should be provided when available. This can be in the form of an excel document, like that found on Page 10 of Attachment 6 (Annual Groundwater Monitoring Report 2025).

QUESTION 5: Attachment 7 (Colter Bay Landfill Groundwater Monitoring Report 2024) – Section 3.7 discusses the disposition of IDW at Colter Bay Landfill. It is stated that IDW was disposed of in accordance with the standards of the park wastewater administrator, and that disposable sampling equipment and personal protective equipment were disposed of as municipal solid waste. However, there is nothing discussed in Attachment 7 regarding an external waste disposal facility/TSDF. Can we infer from this that all liquid IDW generated and disposable sampling equipment used at Colter Bay Landfill can be disposed of at approved Park POTW or other approved Park waste facilities? If the waste is to be transported offsite, is a list of approved waste disposal facilities available?

RESPONSE 5: The IDW for the Colter Bay Landfill Groundwater Monitoring was disposed of at the Colter Bay Sewage System, located at 43.901422°, -110.627404°. The disposition of the IDW in the future can also be done at this location. The COR will facilitate access to the site.

QUESTION 6: Attachment 8 (Statement of Work) and Attachment 6 (Annual Groundwater Monitoring Report 2025) – IDW and municipal solid waste disposition is not discussed for the bi-annual well sampling in either the Statement of Work or the Annual Groundwater Monitoring Report. What is the intended disposition of these waste streams? Can we infer from the provided documentation that all liquid IDW generated and disposable sampling equipment used for the bi-annual well sampling can be disposed of at approved Park POTW or other approved Park waste facilities? If the waste is to be transported offsite, is a list of approved waste disposal facilities available?

RESPONSE 6: The IDW for the bi-annual well sampling may be scattered on the environment. Facility background data does not suggest that the water is hazardous.

QUESTION 7: Attachment 8 (Statement of Work) – A work plan is not requested for the bi-annual sampling (Annual Groundwater Monitoring), but a Health and Safety Plan (HASP) is requested. Will the HASP need to contain a work plan, or will the methods section of the Annual Groundwater Monitoring Report be sufficient to document the monitoring activities?

RESPONSE 7: From the SOW: "The contractor shall provide their proposed methodology, quality control/assurance plan, and past experience with similar work with their bid proposal." Proposed methodology includes a work plan or Sampling and Analysis Plan.

QUESTION 8: The SOW only mentions low flow sampling for the Colter Bay Landfill Groundwater Monitoring. Are standard sampling techniques acceptable for all other sites?

RESPONSE 8: From the SOW: "The contractor shall perform groundwater monitoring in GRTE and JODR for the purpose of meeting the WY DEQ requirements." WY DEQ Chapter 27: Underground Injection Control Program Class I and V Wells, Section 15: Environmental Monitoring Program, (i) states "Sample collection of groundwater ... shall be accomplished by the methods and procedures described in the U.S. Environmental Protection Agency manual RCRA Groundwater Monitoring Technical Enforcement Guidance Document, September 1986, unless alternate methods and procedures are approved by the administrator." If these are the standard sampling techniques, then yes, these are acceptable for all other sites.

QUESTION 9: Is this a small business set-aside? If so, what NAICS code is it offered under?

RESPONSE 9: Per Amendment 0001, this is a small business set-aside. The NAICS Code (page 4 of 25 of the solicitation) is 541620 – Environmental Consulting Service and the Small Business Size Standard is $19M.

QUESTION 10: On page 5 of the solicitation, it is stated that “Recent experience is defined as currently ongoing or completed within the past five years of the solicitation close date.” However, the solicitation also states that offerors should provide a “detailed narrative documenting experience, qualifications and capability for three (3) relevant projects similar in nature to the proposed contract that the Offeror has completed within the past five (5) years.” Please confirm if offerors can submit ongoing projects as part of their quotes.

RESPONSE 10: Ongoing projects can be used as long as they are at least 50% complete.

QUESTION 11: Past projects are mentioned in both Section II and Section III (page 5 of the solicitation).

Please confirm if all prior experience information should be included under Section II (Prior Experience) and not under Section III (Technical Capability).

RESPONSE 11: Please submit the required details regarding Technical Capability and Past Experience as outlined in the solicitation. This information is essential for evaluation purposes.

QUESTION 12: Can you confirm whether laboratory analysis referenced in the price schedule is expected to be included in the contractor’s unit pricing, or if the government typically coordinates laboratory services directly (e.g., through Energy Laboratories)?

RESPONSE 12: Laboratory analysis is included in the contractor's unit pricing and the responsibility of the contractor.

QUESTION 13: Are the groundwater monitoring reports included in the attachments representative of the format and level of detail expected for future reporting under this contract?

RESPONSE 13: Yes.
