About this file
This is a Statement of Work for Groundwater Monitoring and Reporting services at Grand Teton National Park (GRTE) and John D. Rockefeller Memorial Parkway (JODR) for 2026. The Wyoming Department of Environmental Quality requires annual groundwater sampling of monitor wells to assess chemical and physical parameters surrounding wastewater treatment facilities in compliance with permit requirements.
The contractor must perform two primary tasks: (1) Annual Groundwater Monitoring consisting of spring sampling (May, preferably, or June) from 26 wells in GRTE and fall sampling (September) from 37 wells across GRTE and JODR, with results submitted within 20 calendar days of completed sampling; and (2) Biennial Colter Bay Landfill Groundwater Monitoring (every other year, starting in the base year) involving fall sampling from 7 wells with analysis for volatile organic compounds, metals, and water chemistry parameters, requiring a comprehensive technical report with statistical analysis and risk screening. The contractor must comply with Wyoming Water Quality Rules and Regulations, purge wells according to specified minimum volumes, utilize either submerged pumps or manual bailers depending on well conditions, and submit data to the WYDEQ GEMS database semi-annually (or via the Water Quality Division Document Uploads Form if the database is offline). The contract is lump sum with all travel and project expenses non-reimbursable, though an RV site may be available. Additional deliverables include health and safety plans, quality assurance/control documentation, GEMS database submissions, and spreadsheet data. The period of performance runs May 1 through November 30 annually. The contractor must provide proposed methodology, quality control/assurance plans, past experience with similar work, and unit costs for additional wells with their quote. Energy Laboratories is the preferred laboratory, though approved alternatives are acceptable.

I. Background
The Wyoming Department of Environmental Quality (WY DEQ) requires annual groundwater sampling of monitor wells in Grand Teton National Park (GRTE) and the John D. Rockefeller Memorial Parkway (JODR). This includes a Spring sample with analysis and a Fall sample and analysis. The purpose of the monitoring is to assess selected chemical and physical parameters of the groundwater surrounding wastewater treatment facilities in accordance with permit requirements.
II. Scope
The contractor shall perform groundwater monitoring in GRTE and JODR for the purpose of meeting the WY DEQ requirements. Sampling is required in the Spring and the Fall depending on the specific requirements for each well.
The contractor shall assure that all testing parameters are tested and recorded for each well according to the standards specified.
Contractor shall complete the State of Wyoming Class V (5E4) Package Plant Treatment (Ground Monitoring) Department of Environmental Quality Reporting Form for Class Injection Wells (otherwise known as GEMS (Graduated Environmental Management System) Reports). If the GEM Database is offline (as it has been since 2021), submit documents to WY DEQ using the WDEQ Water Quality Division Document Uploads Form.
The contractor shall provide their proposed methodology, quality control/assurance plan, and past experience with similar work with their quote. Also provide unit costs for sampling and/or analysis for additional wells.
This is a lump sum contract. As such, the contractor’s travel expenses and all other expenses associated with this project will not be reimbursed. An RV site may be made available for the contractor.
III. Objectives
The objective of this work is to assure that Section I requirements of all WYDEQ permits for GRTE and JODR wastewater systems are met. Permits are available on WYDEQ website and from the Contracting Officer at Grand Teton NP headquarters in Moose, WY.
IV. Tasks Items
1. Annual Groundwater Monitoring
a. Collect water quality information for spring sampling during the month of May to characterize water quality at the locations potentially impacted by sewage disposal as indicated in Table 1 of Attachment 1. During the month of May there are 26 wells from which water quality information is to be collected in Grand Teton National Park (GRTE).
The contractor shall collect water quality information from each well according to the standards for collection and testing of samples indicated in Attachment 2. May is the preferred month for this sampling event, but June can be utilized if needed.
b. Collect water quality information for fall sampling during the month of September to characterize water quality at the locations potentially impacted by sewage disposal as indicated in Table 1 of Attachment 1 below. During the month of September, there are 37 wells from which water quality information is to be collected in Grand Teton National Park (GRTE) and John D. Rockefeller Memorial Parkway (JODR). The contractor shall collect water quality information from each well according to the standards for collection and testing of samples indicated in Attachment 2.

4. Sampling and testing of a well associated with Task 1 – Annual Groundwater Monitoring that is not currently in the contract when not already mobilized to GRTE.
a. The cost line for this Task Item in the price schedule is for comparison only and will be used as the basis for an amendment if/when more wells are added to the contract.
V. Notes
1. Contractor shall notify the Contracting Officer’s Representative within 5 workdays of receipt of lab results of any sample that lab analysis indicates exceedance of permit.
2. The contractor should be prepared to add additional sampling and/or analysis to the scope of work and to delete same throughout the length of the contract.
3. Provide a quality assurance/quality control component to ensure accurate data is being collected.
Contractor shall utilize a trip blank of distilled water for quality control as required by lab selected by contractor. All required analyses shall be conducted in compliance with Wyoming Water Quality Rules and Regulations, Chapter 8, Section 7.
4. Contractor shall minimize the spread of noxious weeds and assure that all vehicles are clean and free of mud or dirt prior to entry into the Park.
5. All tasks shall be completed in a safe and effective manner. Prior to start of work, all contractor personnel are required to be briefed on and follow GRTE safety policies as well as how to do business in the Park. These policies include carrying bear spray on their person at all times to all sites and proper storage or disposal of food, food items, and trash. The contractor will be given a wildlife briefing by park staff before work can begin.
6. The sampling method prepared by the contractor shall be designed and performed to prevent contamination of groundwater and assure protection of monitor wells.
a. Task 1 – Annual Groundwater Sampling:
Removal of a minimum of three (3) casing volumes of water from the well should be completed prior to collecting a groundwater sample.
Minimum Purge Volume = 3 * ((Total Well Depth in feet – Depth to Water in feet) * Well Capacity)
Where Well Capacity (gallons per foot) is based on well diameter:
2 inch well = 0.163 6 inch well = 1.47 4 inch well = 0.653 8 inch well = 2.61
b. Task 2 – Colter Bay Landfill Groundwater Monitoring: See Low-Flow (Minimal Drawdown) Ground-Water Sampling Procedures | US EPA
7. Sampling methodology: A submerged pump is used for sampling most of the time, but a manual bailer is needed in the following cases: where there was less than 18-inches of water in wells, where wells are only accessible by walking in equipment, or where the water level was greater than 100 feet below surface. Contractor shall be prepared for necessitating both methods. The minimum well casing size is 2”.
8. Water levels fluctuate based on the year and time of year. See attached reports for what to expect for potential water levels.
9. Energy Laboratories is the park’s preferred laboratory, but an approved equal can be used.
10. The most recent reports for Task 1 – Annual Groundwater Monitoring and Task 2 – Colter Bay Landfill Groundwater Monitoring are included as Attachments 6 and 7, respectively.
11. All wells are accessible by vehicle or by short walk from vehicle. See Attachment 4.
VI.Delivery
1. The contractor shall provide a schedule for the work to be completed within 10 days of award.
2. The contractor shall provide the following deliverables to GRTE upon completion of testing.
