About this file
This is a Questions and Answers document (Amendment 0003) for solicitation 140P1426Q0031 regarding groundwater monitoring services at Grand Teton National Park and the John D. Rockefeller Memorial Parkway, issued by the Department of the Interior National Park Service Intermountain Region on March 6, 2026.
The document addresses four key clarifications regarding proposal submission and pricing. Regarding the Price Schedule sub-items requesting costs for additional sampling (10c, 10d, 20c, 20d, 30c, 30d, 40c, 40d), contractors must include both sample collection and analysis costs rolled into per-sample pricing, with the additional sampling applying to wells under annual groundwater sampling related to wastewater facilities while the biennial Colter Bay Landfill sampling remains at seven wells per cycle. For Key Personnel requirements, contractors must demonstrate relevant groundwater monitoring experience without government-prescribed minimum qualifications; at minimum, the individual performing sampling and the project manager/engineer overseeing the work should have groundwater monitoring experience, documented through one to two paragraphs per key individual rather than full resumes, along with a brief company description of similar past work. All costs including Health and Safety Plans, monthly project management, and other non-sampling costs must be incorporated into per-sample pricing rather than accounted for separately. Prior Experience documentation is limited to 10 pages maximum and does not count toward the 10-page limit on Technical Capability.

AMENDMENT 0003
GROUNDWATER MONITORING FOR GRAND TETON NATIONAL PARK
QUESTION 1: Price Schedule Sub Items 10c, 10d, 20c, 20d, 30c, 30d, 40c, 40d request a cost for additional sampling. Is this just for additional sample collection, or should it also include the cost for additional sample analyses? If the latter, which sample analyses should we assume, since the additional mobilizations are not specific as to whether they are for Colter Bay Landfill or the other sites, and the sample analysis suite is different depending on the location?
RESPONSE 1: The cost for additional sampling should also include the analysis. This will be for additional wells under the annual groundwater sampling related to the wastewater facilities. The biennial sampling at the Colter Bay Landfill will stay at seven (7) wells sampled per sampling cycle.
QUESTION 2: Section III. B. of the Award Selection Process (Page 5) discusses Key Personnel requirements. However, it does not list the actual Key Personnel positions required for this procurement. Can you please provide Key Personnel positions and qualifications/requirements and clarify if resumes for these positions must be included in the proposal and if so, what the page limitations are.
RESPONSE 2: The Government is not prescribing specific positions or minimum qualification requirements; however, the contractor shall demonstrate that personnel assigned to this project have relevant groundwater monitoring experience. At a minimum, the individual performing groundwater sampling and the project manager and/or engineer responsible for overseeing the work should have prior experience with groundwater monitoring activities. Contractors shall briefly describe the nature of this experience.
The contractor shall include the relevant experience of key personnel—defined as those individuals who will be performing the work under this contract. This information will be used to evaluate the contractor’s experience relative to that of other offerors.
Full resumes are not required. At a minimum, contractors shall provide one to two paragraphs summarizing the relevant experience of each key individual.
Contractors shall also include a brief description of the company’s past experience performing similar groundwater monitoring work.
QUESTION 3: Under the Price Schedule, should the costs for a Health and Safety Plan (HASP), monthly project management and other associated non-sampling costs be rolled into the per-sample costs or accounted for separately?
RESPONSE 3: All costs shall be rolled into per-sample pricing.
QUESTION 4: Section II of the Award Selection Process (Page 5) discusses Prior Experience requirements. Please clarify if there is a page limit on this section (or for each of the 3 projects individually), and if this counts toward the 10-page limit on Technical Capability.
RESPONSE 4: Yes, Prior Experience shall be limited to 10 pages.
