PART 5
SPECIFIC
TASKS
5.0 Specific Tasks:
Sub-items will be detailed in each task order to perform a variety of road maintenance activities, including, but not limited to:
1. Routine Road Grading
2. Compaction
3. Snow Plowing
4. Pavement Sweeping
5. Shoulder Maintenance
6. Bridge Maintenance
7. Slide Removal
8. Maintain/Restore Ditch Lines, Catch Basins, and Outlet Channels
9. Clean Culverts
10. Hazard Removal from Roadway
11. Roadside Brushing
12. Subgrade Sampling
5.1 Routine Road Grading: Grading operations shall be conducted to accomplish the renovation of the roadbed, shoulders, and ditch-line to its original design template. Work may include blading off debris (limbs, leaves, bank ravel, etc.), ripping ruts and potholes to their full depths, and reshaping the original crown, in-slope, or out-slope templates over the full width of roadbed, turnouts, and shoulders to promote water runoff and decrease sediment delivery. Elevated shoulders which inhibit drainage shall be bladed down to the elevation of the adjacent roadbed and sloped to encourage surface drainage, with accumulated material side-cast except within 100 feet of culvert outlets and streams, or areas of instable side-slopes. Side-cast material shall not be accumulated, rather spread over a broad area to minimize impacts. Minor maintenance, not to exceed a single pass, of ditch-lines shall be performed to remove limbs, ravel, and other minor obstructions, in order to contain and improve water flow. Larger accumulations that require more work shall be accomplished under Maintain/Restore Ditch Lines, Catch Basins, and Outlet Channels and charged per cubic yard. Suitable aggregate material which had previously been displaced outside of the limits of the running surface, both by traffic and/or past maintenance activities, shall be reclaimed onto the traveled way, when possible, without contaminating the surface.
5.2 Compaction: Roadway shall be compacted to the full road surface width after grading operations when designated on the Task Order. Minimum compaction of roadway shall be one (1) hour of continuous rolling for each six (6) stations, or fraction thereof as measured along the centerline.
5.3 Snow Plowing: Contractor shall plow accumulated snow completely from paved surfaces to ensure painted traffic markings on the pavement are readily identifiable to vehicle operators. Contractor shall plow snow almost completely, leaving 2 to 4 inches of snow on the surface, when plowing aggregate surfaces to ensure that aggregate is not lost off the roadbed. All damage by the Contractor to Government property due to performance of snow and ice removal operations shall be repaired or replaced by the Contractor at no additional cost to the Government. The Contractor shall not blow or push snow into other roads or intersections. The
Contractor shall start removal within 24-48 hours of notification from the COR.
BLM Northwest Oregon District Page 10 of 70
5.4 Pavement Sweeping: Sweeping of dirt and debris shall be accomplished over the entire width of the paved road. Sweeping shall expose any existing pavement striping of the center stripe or fog lines. Swept debris shall be deposited beyond the outer edges of the road shoulders, avoiding creation of windrows, blocking of ditch lines, and blocking of culverts or catch basins.
5.5 Shoulder Maintenance: The Contractor shall maintain unpaved shoulders adjacent to paved road traveled way. Blade and shape existing shoulder material the entire width to drain away from the traveled way. Compact the shoulder adjacent to the paved surface edge providing a smooth transition between pavement and shoulder. Road grader wheels may be used for this compaction. Cleaning the paved surface during or after shoulder work is incidental to shoulder maintenance.
5.6 Bridge Maintenance: Bridge decks and curbs shall be cleared of dirt and debris in a manner that minimizes sediment from entering into the water channel being spanned. Accumulated material shall be swept from the deck and disposed of a minimum 100-feet from any stream channel. Drainage holes shall be fully opened. To minimize sediment entering the stream channel below, cleaning shall not be accomplished with water or compressed air. Clear vegetation from bridge rails and transition railing that is over 6 inches in height or hanging within 10 feet of the bridge rails and transition railings and the bridge. Cut vegetation and berry vines and remove trees and large vegetation that is within 5 ft of bridge. Maintain aggregate approaches a minimum of 40’ out from each abutment, removing potholes and shaping surfaces to provide a smooth transition onto the bridge and drainage away from abutment.
5.7 Slide Removal: Remove slide material to the slope angle to restore the original cut slope. At the same time, restore blocked ditches, catch basins, culvert inlets, running surface, shoulders, and turnouts. The waste material shall not be placed within 100 feet of any live stream, at cross-drain locations, on slopes exceeding
60%, or upon slopes exhibiting signs of instability, as determined by the COR. Side-cast material shall not be accumulated, rather spread over a broad area to minimize impacts. When excavation amounts warrant it, the excavated material shall be hauled to an approved waste site. Waste sites shall be shaped to drain and stabilized as directed by the COR.
5.7A Slide Removal <200 CY: Removal of slides with an estimated quantity of less than 200 CY
5.7B Slide Removal >200 CY: Removal of slides with an estimated quantity of greater than 200 CY
5.8 Maintain/Restore Ditch Lines, Catch Basins, and Outlet Channels: Minor maintenance of ditches and free flow from the road surface to the ditch shall be established with grading operations. Larger accumulations of debris in the drainage structures including leaf litter, limbs, tree tops, boulders, small slides or slough, and other debris shall be removed to promote water flow to the appropriate drainage structure under this line item.
Ditch depth shall be a minimum 1-foot deep upon completion. All accumulated debris at culvert inlet and outlet shall be removed. Culvert catch basins shall be restored to a depth matching the bottom of the associated culvert, and to a minimum width equaling the diameter of the culvert. Outlet channels shall be open to a minimum width equaling the diameter of the culvert and shall be sloped away from the outlet a minimum of 3% gradient. Debris removal shall be conducted in a manner that does not undercut existing cutbanks, as raveling or slides may unintentionally be induced. The waste material shall not be placed within 100 feet of culvert outlets and streams, or areas of instable side-slopes.
5.9 Clean Culverts: Cross-drains shall be cleared of debris when directed in the TO. Work shall be accomplished during the dry season, and sediment traps or other BMP’s shall be utilized to prevent erosion at the outlet. Stream crossing culverts shall be cleared as described and during the time directed in the TO.
5.10 Hazard Removal from Road: Hazards shall be removed, in their entirety, and scattered beyond the limits of the road prism unless otherwise stated in the TO or advised by the COR.
5.10A Boulder, Stump, Etc. ≤ 5CY: Stumps, root-wads, boulders and other obstacles which have fallen in the roadway, and too large to remove during grading operations but are less than or equal to 5CY, shall be cleared in their entirety and scattered beyond the limits of the road prism.
BLM Northwest Oregon District Page 11 of 70
5.10B Boulder, Stump, Etc. > 5CY: Stumps, root-wads, boulders and other obstacles which have fallen in the roadway and larger than 5CY, shall be cleared in their entirety and scattered beyond the limits of the road prism.
5.10C Blowdown ≤ 24” Diameter: Fallen trees, treetops, and other woody debris which has fallen in the roadway and is too large to remove during grading operations and less than or equal to 24” diameter, shall be cleared in their entirety and scattered beyond the limits of the road prism, piled on site for woodcutters, or limbed and bucked to specified lengths and decked for future sale. Disposal sites shall be adjacent to the tree's original location if reasonable and safe.
5.10D Blowdown >”24 Diameter: Fallen trees, treetops, and other woody debris which has fallen in the roadway, and is greater than 24” diameter, shall be cleared in their entirety and scattered beyond the limits of the road prism, piled on site for woodcutters, or limbed and bucked to specified lengths and decked for future sale. Disposal sites shall be adjacent to the tree's original location if reasonable and safe.
5.10E Standing Hazard Tree ≤ 36” DBH: Leaning, root sprung, and other hazard trees less than or equal to 36”
DBH shall be cut and cleared and disposed of. Disposal methods shall be specified and may include; scattering debris beyond the limits of the road prism, piled on site for woodcutters, or limbed and bucked to specified lengths and decked for future sale. Disposal sites shall be adjacent to the tree's original location if reasonable and safe.
5.10F Standing Hazard Tree >36” DBH: Leaning, root sprung, and other hazard trees greater than 36” DBH shall be cut and cleared and disposed of. Disposal methods shall be specified and may include; scattering debris beyond the limits of the road prism, piled on site for woodcutters, or limbed and bucked to specified lengths and decked for future sale. Disposal sites shall be adjacent to the tree's original location if reasonable and safe.
5.11 Roadside Brushing: This work consists of the cutting and removal of vegetation from the road prism, cut and fill slopes, overhanging limbs, and the inside of curves in accordance with these specifications. This work shall conform to the lines, grades and dimensions, and typical cross sections as shown on the Roadside
Brushing Detail, at the designated locations shown on the plans. A minimum 14-foot clearing height, as measured from the roadbed, is required over the full width of the brushed area. Tree limbs shall be cut, not broken off, to within 2 inches of the trunk. The work shall be completed in a manner that avoids damaging the tree trunk. Vegetation cut less than 6 inches in diameter when measured 6 inches above the ground shall be cut to a maximum height of 4 inches above the ground surface or above obstructions such as rocks or stumps on cut and fill slopes. Slash shall be removed from the roadbed, shoulders, ditches, culvert inlets and outlets and their associated channels. Accumulations of slash shall be removed from cut-slopes and fill-slopes when the pieces aren’t laying flush against the ground. The generated slash shall be scattered on the downhill side of the road and outside of the clearing limits in a manner that avoids concentrations, will not result in damage to standing trees, and will not restrict water flow in ditches, at inlets and outlets of culverts, or within stream channels.
5.11A Mowing: Mechanical mowing includes cutting roadside vegetation consisting predominantly of grasses, ferns, and other small-stemmed plants. Short stretches (consisting of less than 10% of the total cut area) of small diameter brush may be included as mechanical mowing. Generally, vegetation can remain in place after cutting. Mowing operations will not require limbing of trees and will not require cutting of the clearing height above the roadbed.
5.11B Light: Light brush includes a mix of smaller, easily cut shrubs, grasses, forbs, and saplings which require little, if any, cleanup. Little limbing of roadside trees will be necessary. Limbs that do require removal will generally be small diameter.
5.11C Medium: Medium brush includes thicker and heavier vegetation, which is encroaching upon, and narrowing the traveled way. Cleanup is required to clear the running surface, ditches, and culvert ends. Light to medium amounts of tree limbing will be required.

5.11D Heavy: Heavy brush includes thick vegetation which has encroached upon the travelled way of the road. Young trees up to 6-inches in diameter may need to be removed from the shoulders, ditches, culvert inlets and outlets and cut/fill slopes. Significant amounts of tree limbing will be required. Cleanup of slash and cut trees will be required.
5.12 Subgrade Sampling: This work consists of drilling or coring to ascertain the subsurface soil conditions within the road prism. Under the supervision of the COR, drilling or coring equipment shall be used to penetrate the surface and resistance shall be gauged through monitoring hydraulic or pneumatic pressure of the drill. The COR will record the results and the contractor shall provide pressure readings at predetermined incremental depths. Samples will be collected by the COR in conjunction with the recording of the pressure readings. The contractors’ equipment shall be able to reach depths up to 50’ using a 2-1/2” to 6” in diameter bit. The contractor will be responsible for backfilling and compacting drill or core holes. If water table is reached, then bentonite clay is required for backfill. For this task, BLM is responsible for retrieving pertinent information concerning utility easements.
5.12A Subgrade Sampling ≤ 10’: This task includes drilling or coring of depths less than or equal to 10 feet.
Contractor shall have adequate supply of ¼ minus crushed aggregate plus two 80-pound bags of granular bentonite clay for backfill.

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (JULY 2010)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The
Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System
(CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/. The CPARS
User Manual, registration for On Line Training for Contractor Representatives, and a practice application may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/. Contractor
Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating ''No comment" in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:
https://www.cpars.gov/ https://www.cpars.gov/
BLM Northwest Oregon District Page 20 of 70
(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, preaward surveys, responsibility determinations, production readiness reviews, or other similar purposes.
(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the
Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30- day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for
Government use supporting source selection actions after it has been finalized.
