About this file
This is Amendment 003 to solicitation 140L4325Q0001 for Northwest Oregon Roadside Maintenance IDIQ, issued by BLM Oregon-Washington on January 13, 2025. The amendment releases a second set of vendor questions and answers addressing wage determinations, task order processes, and contractor obligations.
Key clarifications include: wage determinations will be incorporated into the IDIQ contract covering all relevant counties, with contractors responsible for applying appropriate rates based on project location; the solicitation may result in either single or multiple-award IDIQ contracts with fair opportunity for task orders if multiple awards are made; and contractors will be obligated to perform task orders under FAR 52.216-19 limitations due to road maintenance urgency. The amendment notes that IDIQ rates are maximum ceiling rates that cannot be exceeded when proposing on task orders, though contractors may propose lower rates. The amendment does not change the original quotation due date.

Attachment 1: Vendor Questions and Answers 2
1. How the wage determinations work for this project? Also how to figure out travel, scheduling and wage rates for a project that has no set location and such large districts.
a. Respective Wage Determinations will be incorporated on the IDIQ contract and will cover any counties associated with the working area. Once a Task Order is awarded, it will contain maps to show where the project location is, it is the contractor's responsibility to understand which wage determination to utilize. Wage determinations set forth the prevailing wages and fringe benefits that prime contractors and subcontractors must pay service employees working on covered contracts in specified geographic areas (SAM.gov).
The rates in the IDIQ are maximum ceiling rates that cannot be exceeded when proposing on task orders. IDIQ holders may propose lower rates on task orders.
When Contractors are completing the price schedule, they should calculate in the risks of performing under a firm fixed price contract, but the maximum ceiling rates must be fair and reasonable in order to be eligible for IDIQ award.
Section L.2.2, page 68 of the original solicitation, lists instructions for the price section of the quote. This includes what needs to be included in the price that is proposed on the quote.
2. When a task order is ordered, is that task order bid on by multiple awardees?
a. Our current solicitation may produce either a single-award or multiple-award IDIQ, dependent on the responses. If it is multiple-award, fair opportunity will be given to all IDIQ holders.
3. Can Task Orders be declined if needed? For instance, if we were one of the contractors awarded this IDIQ contract and a task order comes out, and we currently are busy with other work, can we decline or just not submit pricing for that task order?
a. Given the urgency of road maintenance requirements, the contractor will be obligated to perform any order subject to FAR Clause 52.216-19 (Order Limitations).
