About this file
This is Amendment 002 to solicitation 140L4325Q0001 for Northwest Oregon Roadside Maintenance IDIQ services issued by the BLM Oregon-Washington office in Portland. The amendment makes three key changes: 1) Corrects the unit of measure for Items x012A and x012B Subgrade Sampling to be measured by feet rather than miles, 2) Updates FAR Clause 52.216-19 Order Limitations to establish a minimum order value of $10,000 and maximum order value of $1,000,000, and 3) Provides answers to vendor questions.
The Q&A section addresses 12 questions covering topics like subgrade sampling specifications, mobilization costs, flagging requirements, culvert cleaning methods, snow plowing, and brush clearing distances. Key clarifications include that work will primarily be on remote, low-volume timber access roads, typical task orders will include multiple maintenance tasks in a given area, and contractors are not obligated to accept orders below $10,000. The amendment does not change the quotation due date and requires vendors to use the updated Schedule of Items Excel document for quote submission. The period of performance is April 1, 2025 to March 31, 2030.

SECTION I – CONTRACT CLAUSES
52.216-19 – ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $10,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor --
(1) Any order for a single item in excess of $1,000,000.00;
(2) Any order for a combination of items in excess of $1,000,000.00; or

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal

Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 5 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

Attachment 2: Vendor Questions and Answers
1. Items 5.12-5.12B [subgrade sampling], do you have an ASTM #? Or any testing specifications? The description does not give enough information for the geo for us to know what equipment or work will be needed.
a. Subgrade sampling is intended to provide a low cost method of ascertaining what materials are present beneath the road grade. Testing specifications are not required by the contractor. The contractor shall provide the means to auger or core holes to depths up to fifty feet (50’) and refill each with the required backfill material. The COR shall direct the operation, collect the samples, record and interpret the data. Data collected may include aspects of the drilling equipment to document the energy exerted at various depths. There is no requirement for any specific piece of equipment other than what is described in Section C, Statement of Work, Sub Section 5.12, A, and B, page 12 of the solicitation..
2. The only way to cover ourselves is to include a "Mobe" on every unit. We don't know if we'll be called out to go 3.5 hrs out in the country for 1 'LNMI' or 1 down tree or 10 of them. The cost of getting the labor and equipment there is way more that it costs to do any 1 unit of any bid item. Therefore your unit cost is going to be astronomical if more than 1 unit is required. There really needs to be a mobe bid item (per each mobe or per mile etc).
a. A typical Task Order will include multiple tasks to be performed within a particular Field Office. The intent is to mobilize equipment to the area and perform a predetermined number of certain tasks over a reasonable period of time. The tasks most likely will include items of annual maintenance such as Routine Road Grading, Compaction, Shoulder Maintenance, Cleaning Bridge Decks, Maintaining Ditchlines, etc., Clean Culverts, Roadside Brushing, and possibly removing slides and hazards.
b. The contractor is not obligated to accept Task Orders that are below $10,000 under clause 52.216-19 Order Limitations, to protect them from expending more effort than the cited contract price provides. Updated in Amendment 0002, see previous pages.
c. See section L.2.2 Format and Content of Price Section, section L.2.2.1 Evaluation Factor 3, Price.
3. The Schedule of Items lists the description of the different types of work that is to be performed, how do we account for mobilization expenses.
a. See question 2, above.
4. My concern is the [mobilization] cost could effect the unit pricing far more than the actual work. We have seen mob broken out separately or excluded from these types of unit price contracts. Please let me know if this is something you may consider on this solicitation or have any other direction how to handle the costs of moving equipment to the jobsite.
a. See question 2, above.

5. There's no way of knowing for sure if you'll need flagging so to be safe, I'd have to assume anything on the shoulder using any sort of equipment larger than a skid steer, as well as any tree removal will need flaggers.
a. The majority of work to be performed under a Task Order from this contract will be located in remote areas on very low volume timber access roads. Typical work zones have been posted with signage alone. Additional communications are used via a posted CB radio channel on active haul routes for industry traffic. The use of flaggers has not been an active requirement.
6. Is there a required distance that culverts must be placed off the road, and what is the elevation difference downhill?
a. Culvert Installation is not a requirement of this contract.
7. Are there specific marked sites along the roads that we will be working on? If so, is this information included in the complete bid package?
a. All sites will be identified in future Task Order(s) that will be placed in accordance with the parent IDIQ contract.
8. Do you have any details regarding snow plowing and sweeping requirements? Since the work is on ODOT roads, we want to clarify our potential snow plowing capabilities and associated liabilities.
a. These are all BLM roads. See PART 5 SPECIFIC TASKS, 5.3 Snow Plowing (Page 9 of the solicitation)
9. The culvert detail provided does not indicate any material inside the culvert. Can we assume that a vac truck is not within our scope of work?
a. See PART 5, SPECIFIC TASKS, 5.9 Clean Culverts (page 10 of the solicitation).
Cross-drains and Stream Crossing culverts shall be cleared of debris as described in 5.9. The Contractor shall determine the methods necessary to perform all work unless otherwise dictated.
10. Can you please clarify the requirements for the line item concerning subgrade samples?
a. See Question 1, above.
11. How far off the road or shoulders are we expected to clear brush?
a. See ROADSIDE BRUSHING DETAIL SHEET in the Specifications (Attachment 2, Specifications for Work) and section 5.11. 5.11A, B, C, and D, pages 11 and 12 of the solicitation.
12. On Subgrade Sampling: 1012A, is this cost for each foot that is drilled and 1012B, unit of measure is Mile. What quantity are you looking for, hole per mile or was this a typo and should be cost per foot?
a. The unit measure for x012B should be cost per foot and has been updated in the Schedule of Items.
