The scope of work requires contractors to provide a complete 6'6"x14'8' Gunnison single vault toilet building installation, including freight, removal and disposal of the existing vault toilet, and mobilization/demobilization services. Pricing shall be submitted on a firm fixed-price basis, FOB Destination, with separate line items for the new building installation, freight, removal and disposal, mobilization/demobilization, and other costs. Award will be made on an all-or-none basis to the responsible offeror providing best value based on technical approach (approach to work and experience with three to ten relevant projects in the past three years), detailed work schedule with critical path analysis, past performance review via SAM.GOV and CPARS.GOV, and price. Technical and past performance factors combined are significantly less important than cost. Performance and payment bonds equal to 100 percent of contract price are required within 10 days of award.
