About this file

This is a Questions and Answers document for Solicitation 140L1726Q0018, a Request for Quote issued by the Department of the Interior Bureau of Land Management New Mexico Region for vault toilet removal and installation at a federal campground on BLM-administered public land. The document addresses thirteen contractor inquiries regarding project execution, site conditions, and regulatory requirements. Key clarifications include that the superintendent role may be combined with other responsibilities provided an onsite decision-maker is designated; existing concrete surrounding the old vault toilet must be removed; the campground remains open to the public during construction without closures; no existing utilities are known at either location, though contractors must comply with 811 utility locating requirements; cellular and GPS service is available; safety fencing is required only if excavations remain exposed overnight; and no construction permits are required for federal property projects unless oversized load transport is involved. The new vault toilet floor elevation must be set 6 inches or more above natural finished grade to ensure positive drainage, and a pre-construction meeting will be held prior to contractor mobilization. Contractors were granted a minimum of four business days to respond to the RFI. This is a small business set-aside acquisition with no design-build requirements and falls on non-tribal federal land, with Acoma Pueblo identified as the closest adjacent tribal interest.

Question
Answers
1
Can the superintendent be triple hat or does this need to be separate hats?
This is Contractor determined, as long as there is a designated employee onsite with decision making authority.
2
Will the concrete surrounding the old vault toilet stay in place or be removed?
Existing concrete must be removed with the removal of the existing vault toilet.
3
Are there any specific working hours, restrictions for access or gates to deal with?
The site is open to the public 24/7, so typical business hours would be the hours of contract work, no gates or access limitations.
4
Will these two toilet vault areas, new & old be open to the public during the construction?
Yes this is a campground open to the public. This work should not require closure of the campground.
5
Are there any existing utilities, power, water at either location?
No known existing buried utilities but it is the contractors responsibility by law to call for 811 locating service.
6
Is it know if there is any cellular or gps service in this area? -
Yes
7
Will any fencing be required?
Safety fencing only if an excavation is left exposed to public/wildlife over night.
8
Will road closures for delivery or removal be required?
Possible within the campground loop, but typically contractors can do the site prep and installation without any closures or traffic control. However, that is for the contractor to determine.
9
Is this design-build?
No design-build needed.
10
Will permits be required?
No construction permits required since this is a Federal property project, unless the contractor's transport company requires oversized loads, etc.
11
Will sediment or soil erosion drawings be required?
Elevation of the vault toilet in the new location must allow for positive drainage and a parking pad and sidewalk that BLM will add later. Floor elevation 6”+ above natural finished grade.
12
Can we have a minimum of 4 business days after receipt of RFI responses?
yes
13
Can you identify if any tribe affiliation this project land falls on or under?
None, this is on USDI-BLM administered public land within an existing campground. Acoma Pueblo is the closest adjacent tribal interest.
