About this file

This is a solicitation document for the removal and installation of vault toilet facilities at Rocky Point Field Office (RPFO) of the National Capital Area (NCA). The Government seeks a responsible offeror to provide a 6'6"x14'8' Gunnison Single Vault Toilet Building with installation, removal and disposal of the existing vault toilet, freight, and mobilization/demobilization services. Pricing must be provided FOB Destination and exclude applicable taxes, with separate line items for the toilet building installation, freight, removal and disposal, mobilization/demobilization, and other costs. Award will be made to the responsible offeror providing best value based on price and other factors, with technical and past performance evaluation rated as significantly less important than cost or price.

The solicitation is set aside for small business concerns and requires submission in two volumes: Volume 1 contains pricing information, and Volume 2 contains technical and non-pricing evaluation factors including the contractor's approach to accomplishing the work (maximum 5 pages), experience with at least three but no more than ten similar projects completed in the past three years with specified project information, and a detailed work breakdown schedule with critical path analysis. Past performance will be evaluated using SAM.GOV and CPARS.GOV data, with contractors required to address any past terminations for default regarding cause, corrective action, and remediation efforts. The contract includes Davis-Bacon wage requirements, payment bond or letter of credit at 100 percent of contract price within 10 days of award, electronic invoicing through the Invoice Processing Platform (IPP), and various federal labor and compliance clauses. Four attachments are included: a vault toilet location map, Statement of Work specifications, price schedule, and Davis-Bacon Act wage modification.
