About this file

This is a Request for Quotation (RFQ) for commercial construction services to repair electrical systems at NOAA's Western Regional Center in Seattle, Washington.

The solicitation seeks firm-fixed-price quotations for electrical repair work across six line items (CLINs), with CLIN 0006 designated as optional. The work includes panel repairs in Room 109, demolition and remediation of unsafe electrical equipment in the northeast, southeast, and southwest stairwells and hangar entries, repairs to center wind tunnel electrical systems, and installation of a generator manual transfer switch for a critical freezer (optional). All work must comply with the National Electric Code, International Building Code, and applicable Washington State standards. The contractor must provide all labor, equipment, and materials unless otherwise specified. Quotations are due by 12:00 PM Mountain Daylight Time on August 12, 2026, with work to be completed within six months from notice to proceed. The project location is 7600 Sand Point Way NE, Seattle, Washington 98115. A mandatory site visit is scheduled for Friday, July 24, 2026, from 9:00 AM to 11:00 AM Pacific Daylight Time. Evaluation criteria emphasize technical approach and capability (including asbestos-containing materials certification), relevant experience with electrical repairs, and past performance references from the past two years, with price considered but non-price factors weighted more heavily. The Government anticipates award to a responsible offeror whose offer provides the best value. Prevailing wage requirements apply per the Davis-Bacon Act, with applicable wage rates specified for Washington State King County construction work. Payment terms are Net 30, and the contract is not a small business set-aside.

Individuals not on the access list will be turned away at the gate. Delays in work will not be allowed due to late or and incomplete listings of individuals to be on site.

b. The Contractor’s vehicles, its subcontractor’s vehicles, employees of the Contractor or subcontractors entering the NOAA WRC shall use the main gate located at 7600 Sand Point Way NE. The gate is open daily from 5:00 AM to 7:00 PM. The Contractor shall make arrangements with the COR for access on and off the site after these hours. d. For Low Risk non-IT service contracts, the scope of the SAC will include checks of the Security/Suitability Investigation Index, other agency files, Defense Clearance Investigation Index, FBI Fingerprint, and the FBI Information Management Division.

e. In addition, for those individuals who are not U.S. citizens (lawful permanent residents) the COR must request a Customs and Immigration Service (CIS) check on the SAC, Form OF- 86C, by checking Block #7, Item 1. In Block 13, the COR should enter the employee’s Alien Registration Receipt Card number to aid in verification.

f. Copies of the appropriate forms can be obtained from the COR or the Office of Security. Upon receipt of the required forms, the COR will forward the forms to the servicing Security Officer. The Security Officer will process the forms and advise the COR whether work can commence prior to the completion of the suitability determination based on the type of work and risk to the facility (i.e., adequate controls and restrictions are in place). The COR will notify the Contractor of an approved contract start date as well as favorable or unfavorable finding of the suitability determinations.
