About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) submitted by the Department of Veterans Affairs, VISN 10, Chillicothe VA Medical Center. The justification supports a single-source award for Ascom Telligence Nurse Call System components and installation services required for Project 538-23-102 Renovate B26 Mental Health. The acquisition is valued over the micro-purchase threshold but not exceeding the SAT, with Acquisition Plan Action ID 36C250-26-AP-0078 and Acquisition ID 36C250-25-AP-1244.
The justification establishes that Ascom Telligence is the only system suitable for this project based on multiple technical and operational factors: the existing facility infrastructure already utilizes Ascom Telligence systems; using competing systems would void the manufacturer's comprehensive warranty coverage; installation must be performed by certified Ascom Telligence contractors to maintain warranty protection; using alternative systems would negatively impact patient and staff safety by creating notification delays and potential confusion across multiple nurse call platforms; and procuring a different system would necessitate expensive replacement of the existing infrastructure, additional installation costs, and separate maintenance contracts. The justification notes that while the equipment brand is single-source, multiple certified Ascom Telligence vendors are available to provide the required work without territorial restrictions. Contracting Officer Jenessa Regan certified the justification as accurate and complete in accordance with FAR 13.106-1(b), effective December 30, 2025.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C250-26-AP-0078
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chillicothe VA
Medical Center. Project 538-23-102 Renovate B26 Mental Health. This project is to renovate B26 Mental Health. This J&A addresses the Nurse Call System required.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
A portion of purchase for the Construction project 538-23-102 Renovate B26 Mental Health specifies brand-name items. Per RFO FAR 6.103-1 Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements , the brand name items are required to maintain consistency with equipment currently installed at the facility. Chillicothe VAMC requires any component added to the
Nurse Call System be Ascom Telligence as noted in the project drawings and Specification 27 52 23 Nurse Call and Code Blue Systems.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
A. The existing VAMC Chillicothe Nurse Call System is a Ascom Telligence System.
B. Consistency with Ascom Telligence System equipment is imperative for continued communications with the current Ascom Telligence System/Mass Notification System.
C. Alteration of the current Ascom Telligence System equipment by an uncertified Ascom Telligence System installer will void the manufacturer’s comprehensive warranty program. Installation of components other than Ascom Telligence System voids the warranty for the Ascom Telligence Nurse Call System. In order for this warranty program to remain in effect, the contractor installing the
Ascom Telligence System equipment must be certified by the manufacturer.
This does not limit the ability for multiple vendors to provide the work, Ascom
Telligence System does not limit availability on a territorial basis. There are numerous Ascom Telligence System certified vendors who provide work described.
D. Ascom Telligence System is the only system that may be used. Using a system other than Ascom Telligence negatively impacts patient/staff safety. A multiple nurse call system produces increased patient care notification times and raises the risk of confusion for staff and patients.

E. Moving away from the current, Ascom Telligence System adds cost to the project. If a different system is procured, the existing Ascom Telligence System would need to be replaced with a new system. The new system would need to be installed and the existing system would require replacement. On top of extra installation and replacement costs, there would be additional cost incurred to add another maintenance service contract for maintaining the newly, installed system.
F. Finally, if another system was connected to the existing Ascom Telligence
System or a non-Ascom Telligence System certified contractor attempted to connect another system to it, the existing warranty on the system could be voided, potentially costing more money down the road.
4. Description of market research conducted and results or statement why it was not conducted:
The Ascom Telligence System equipment has been approved for the VA system and installed across campus and the network needs to maintain standardization in order to work efficiently and maintain the existing warranty. Also the Ascom Telligence
System equipment can be purchased from numerous certified vendors.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
