About this file

This is a Subcontractor Summary Worksheet instruction document issued by the City of St. Petersburg, Florida, for use with bid submissions on municipal projects. The worksheet requires prime contractors to disclose all intended subcontractors and their assigned work scopes prior to contract award. The document specifies that subcontractors may constitute up to 80 percent of contract work for shelter-related projects. Prime contractors must provide complete legal names, business addresses, contact information for project supervisors, trade classifications, and subcontract amounts for each subcontractor. Only first and second tier subcontractors are permitted unless otherwise specified in contract documents. The worksheet must be completed and submitted with the bid package.

Subcontractors listed on the worksheet cannot be changed or substituted after the prime contractor is awarded and the pre-construction meeting is held, except under seven specified circumstances including failure to execute a contract, lack of proper licensing, bankruptcy, ineligibility, performance failures, unsatisfactory work quality, or substantial project delays. Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with another SBE subcontractor if substitution becomes necessary. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management office. The worksheet includes fields for tracking additions and deletions with corresponding reason codes and city approver signatures and dates.
