SECTION J, ATTACHMENT 3 – LABOR CATEGORY DESCRIPTIONS
FEE FOR SERVICE JOB DESCRIPTIONS
All Labor categories defined below are considered critical positions and the government shall review candidates and make recommendations to Contractor prior to hire.
SENIOR WORKLIFE PROGRAM ANALYST
Responsible for the management of a variety of projects for corporate and/or strategic business unit (SBU). Provides support through the planning and execution of these projects.
Support may include establishing deadlines, assigning resources/responsibilities and monitoring and summarizing progress of projects. Prepares reports for upper management regarding status of project.
Supports Federal Occupational Health’s Work Life Program; Responsible for program design and development of Worklife (WL) service components of staff care including promotion and activities and outreach; Collaborate with other agency specific components; Local travel required; Program oversight and director of Jr. WL Coordinator.
MINIMUM REQUIREMENTS
1. Education: BA required; MA preferred
2. Experience: Five (5) to ten (10) plus years of project management or job-related experience in a medium to large-scale corporation required
3. Job Specific: PMP certification preferred
4. May be required to obtain Secret security Clearance
ESSENTIAL FUNCTIONS
Meets with key staff care stakeholders to identify the program roles, goals, objectives, key performance indicators and success measures as they relate to WL.
Develops a detailed WL project plan to serve as a critical communication tool for key stakeholder buy in, report progress and set expectations.
Create and execute WL project work plans. Identifies WL resources needed and assigns individual responsibilities.
Manages overall WL program operations. Monitor and evaluate WL deliverables to Staff Care.
Prepares for WL project reviews and monitors service quality issues.
Minimizes our exposure and risk on project, appropriately raising awareness to FOH on at risk items.
Ensures WL project documents are complete, current, and stored appropriately.
Communicates proactively customer agency, and FOH regarding WL project scope.
Provides WL status reporting to stakeholders on a regular basis.
Apprises FOH and agency of issues requiring resolution in order to maintain progress on a timely basis.
Prepares WL reports and/or dashboards.
Delivers engaging, informative, well-organized presentations.
Resolves and/or escalates WL issues in a timely fashion.
Understands how to communicate difficult/sensitive information tactfully.
Conducts lessons learned to continually improve processes.
Contributes to, implements, and maintains WL best practices and project management policies and guidelines.
Prepares WL Business Case and Return on Investment (ROI) to show impact to the customer.
ADDITIONAL ITEMS
Knowledge of project management practices and methodologies. PMBOK and/or PMO methodology experience a plus. Knowledge of process improvement methodologies, such as Lean or Six Sigma, a plus. Ability to develop and maintain multiple project plans. Facilitation and interpersonal skills with the ability to work effectively with cross- functional teams. Basic knowledge and previous experience of developing, designing and monitoring global WL programs preferred. Basic knowledge of health care management. Ability to develop and maintain multiple project plans. Proven ability to plan, organize, schedule, direct, control, and monitor project activities.
JUNIOR WORKLIFE PROGRAM ANALYST
Responsible for planning and coordination of multiple Worklife activities, including the promotion of seminars, promotional events, and awareness programs. Provides general office support to the agency. Local travel required. Coordinates and/or ensures that supplies, equipment, files are maintained in properly secured storage; other duties as assigned.
1. Education: BA/BS
2. Experience: One (1) to three (3) years of experience working with Worklife Program
3. Computer Skills: Extensive working knowledge of Microsoft applications, including
Outlook, Excel, Word, PowerPoint, Project, Visio. Knowledge of information systems.
4. May be required to obtain a Secret security clearance.
Represent the Worklife Program by delivering program orientation and conducting outreach to support other Worklife events.
Supports Worklife activities, which may include scheduling, reserving rooms, program promotion and promotional events.
Maintain current knowledge of Worklife topics.
Strong attention to detail skills.
Well-developed interpersonal skills.
Excellent oral and written communication skills.
Strong organization and time management skills.
Demonstrated knowledge of developing and maintaining multiple tasks simultaneously.

SENIOR EAP CONSULTANT
Provides direct support to organizations and their employees through the delivery of assessment, consultation, education and triage services. Uses knowledge of federal regulations to assist organizations in their appropriate handling of employee concerns and problems.
Consults with employees and organizations on variety of workplace and work-based issues.
Provides clinical expertise in order to restore employees with diminished performance to healthy functioning.
1. Education: MA/MS/MBA
2. Experience: 6 years post graduate clinical experience; Minimum of 2 years EAP
Consultant experience with high performance ratings.
3. Licenses, Certifications: Current state licensure or certification in behavioral health discipline.
4. Computer Skills: Ability to use computer system to record clinical information transmits letters, correspond by email, and track data spreadsheet/database format.
5. May be required to Obtain Secret security Clearance
Provides employee consultation related to specific personal problems and concerns.
Provides crisis assessment and intervention as needed.
Completes clinical and administrative documentation and required forms in a clear and concise manner.
Manages caseload and other tasks to meet both qualitative and quantitative performance expectations.
Provides behavioral health assessments, accurate clinical diagnoses, and referral to appropriate level of care.
Provides expert consultation to employees and/or supervisors on a variety of workplace and work-based issues.
Provides information and referral to community resources as appropriate.
Provides clinical consultation/staffing in absence of EAP Manager.
Participates in activities as requested that help improve SBU and/or client performance, excellence and culture.
Support team members and participate in team activities to help build a high-performance team.
Demonstrate flexibility in areas such as job duties and schedule to aid in better serving its members and help Magellan achieve its business and operational goals.

Clinical training must include instruction on chemical dependency, mental health and brief therapy. Must have understanding of workplace issues, how businesses function and a fundamental understanding of employee/employer relationships.
Must be capable of acquiring an understanding of EEO rules, ADA in the workplace, FMLA, and Drug Free Workplace Requirements. Must be able to provide accurate client assessment including level of risk, substance abuse and dependency, job performance issues and refer to appropriate level of care.
Competent in crisis intervention.
Demonstrates knowledge and expertise in solution-focused, brief therapy in outpatient setting. Strong customer service skills required.
Must be able to sensitively, compassionately respond to callers.
Excellent listening skills vital.
Interacts effectively at all levels both within the company and with external customers.

LICENSED CLINICAL SOCIAL WORKER (LCSW)
Under general supervision, and in collaboration with other members of the staff care team, authorizes and reviews utilization of mental health and substance abuse services provided in inpatient and intermediate care settings. Collects and analyzes utilization data. Assists with discharge planning and ambulatory follow up activity. Provides member assistance with mental health and substance abuse issues and participates in special quality improvement projects.
1. Education: Masters’ Level
2. Field of Study: LCSW in behavioral health related field; state licensure in DC and VA
3. Experience: Ten (10) plus years of experience
4. Industry: EAP and Managed Care
5. May be required to obtain Secret security Clearance
Monitors inpatient and intermediate level of care services related to mental health and substance abuse treatment to ensure medical necessity and effectiveness.
Provides telephone triage, crisis intervention and emergency authorizations as assigned.
In conjunction with providers and facilities, develops discharge plans and oversee their implementation.
Performs concurrent reviews for inpatient care and other levels of care as allowed by scope of practice and experience.
Provides information to members and providers regarding mental health and substance abuse benefits, community treatment resources, mental health managed care programs, and company policies and procedures, and criteria.
Interacts with Medical Directors to discuss Clinical/authorization questions and concerns regarding specific cases.
Participates in quality improvement activities, including data collection, tracking, and analysis.
Works with community agencies as appropriate.
Participates in network development including identification and recruitment of quality providers as needed.
Advocates for the patient to ensure treatment needs are met. Interacts with providers in a professional, respectful manner that facilitates the treatment process.
Provides comprehensive assessment skills and communicate clinical recommendations as appropriate.
Works autonomously with minimal oversight. Able to work collaboratively with others but can easily take initiative and able to be self-directed.
COMMUNICATIONS SPECIALIST
This position is responsible for ensuring consistent, clear, timely and accurate outreach to specific audiences through a variety of communication channels, including direct mailings, email, newsletters, and via the Web. This position provides consultation to business units on communications strategies and tactics, while maintaining systems and processes in support of these activities.
1. Education: BA/BS Public relations, communications or marketing.
2. Experience: Three (3) to five (5) years of experience in public relations or marketing communications. An equivalent combination of experience and education is acceptable.
Health care experience is helpful
3. Computer Skills: Word, PowerPoint, Excel, Access
Strong organizational and problem-solving skills and is accustomed to working in a fast-paced, deadline-driven environment.
Strong interpersonal skills and excellent attention to detail are essential.
Good writing, editing, analytical and proofreading skills are a must, as is the ability to track down information from appropriate source
PYSCHOLOGIST
Provides psychological assessment and evaluations to patients within discipline Scope of Practice, and performs functions in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges. May be expected to respond to and/or coordinate response to medical emergencies. This position will also interpret psychological tests and conduct interviews to assess the psychological and social suitability of federal employees to deploy or be assigned to targeted assignments. After conducting an assessment, will provide short term counseling and make appropriate referrals to long-term counseling, treatment, and community resources.
1. Education: PhD in Psychology from a graduate program accredited by the American Psychological Association.
2. Holds a full, current and unrestricted license at the Doctoral level for the independent practice of Psychology issued by the state in which the duty station is located.
3. Experience: Minimum two (2) years of experience working in an independent practice in Clinical, Counseling, or Health Psychology as a licensed psychologist and five (5) plus years of experience outside of post-graduate clinical experience.
Provides appropriate referrals to outside treatment facilities for those cases of extremely severe mental disturbance.
Provides referral, identification, and evaluation for those identified as having a significant mental illness.
Provides on-site counseling, behavioral analysis and substance abuse education, as required.
Possesses a high level of skill in assessing, recognizing, and treating problems of adjustment, and maladaptive behavior or other conditions which interfere with successful treatment, referring such patients to the appropriate mental health facility for intensive mental health care.
Determines the need for and provides direct mental health services to patients with identified mental health and substance abuse problems utilizing psycho educational and treatment modalities as appropriate in the treatment of mental disorders.
Assists the Clinical Director, Staff Physician or Clinical Services Manager in providing orientation and guidance to medical staff on Detoxification of Chemically Dependent individuals and actions to take if a person is suspected of being chemically dependent on drugs or alcohol upon intake or during custody.
Reports status to a physician or psychiatrist if the expected outcome of drug therapy is not being achieved.
Utilizes the multi-disciplinary approach in the treatment planning process for detainees identified with mental health problems.
Provides consultation to medical and contract staff regarding issues that include, but are not limited to risk assessment for violence, housing recommendations for handling difficult, demanding, and mentally ill persons.
Serves as a mental health and substance abuse consultant to other health professionals at the facility.
Provides education and training to medical staff in the area of mental health to include, but not limited to, suicide prevention, hunger strike, abuse and neglect and victims of torture.
Facilitates contacts between the patient and his/her social support systems.
Establishes and maintains liaison with other health services professionals and mental health organizations.
Performs record keeping functions in accordance with program policies and position.
Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.
Completes and passes all discipline specific competencies testing, initially and annually.
Completes all initial, annual and ad hoc training as required and assigned.
Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities.
Adheres to, and maintains awareness of policies, procedures, directives, operational memoranda and accreditation standards as prescribed.
Attends and participates in general and medical staff meetings.
Other duties as assigned.
