45 Your response to question 11 states to provide pricing in Attachment J.1 where the

J.1 Attachment 1 Please refer to the revised attachment J.1 dated July 19, 2022.

population is listed as zero (0). The population will drive pricing and offerors will have to assume a population in order to provide a price. For instance, one offeror might price for a population of 1,000, another might consider a population of 20,000, and generate vastly different prices. Will the government provide a population count for evaluations to ensure that all offerors are bidding on the same set of assumptions?

46 In Section J, Attachment 1 (Pricing Worksheet), there are instances in which the populations for the 6 Month Extension period differ from Ordering Period 4 populations for the same requirement. Per FAR 52.217-8, Option to Extend Services allows for an Extension of Services within the limits and rates specified at the contract. As the populations provided for the 6-Month Extension differ from the populations provided

J.1 Attachment 1 Please refer to the revised attachment J.1 dated July 19, 2022.

for Order Period 4, the populations in the 6-month extension are outside the limits and rates established under Order Period 4. The change in population results in efforts of different magnitude (and in 2 cases, different requirements) and cost consequences are associated with scaling/descaling the Scope of Services provided, and therefore are in contrast with FAR 52.217-8. Can the Government align Order Period 4 and 6 Month Extension populations as equal to one another for all requirements so that Offerors may provide services within limits and rates of the anticipated contract?
