About this file
This is a sample template letter for notifying past performance references in response to a Federal Bureau of Prisons (BOP) Request for Proposals for Residential Reentry Center services. The letter serves as authorization for identified client references to participate in the federal procurement evaluation process and to respond to inquiries regarding the contractor's past performance.
The letter explains that the BOP emphasizes past performance as a significant source selection factor under the Federal Acquisition Streamlining Act (Public Law 103-355) Section 1091, and therefore requires that clients of responding entities be identified and involved in the evaluation process. The letter authorizes references to provide honest and candid information about the contractor's performance while noting that Federal Acquisition Regulation Subparts 15.306(e)(4) and 15.506(e)(4) prohibit the release of reference providers' names to protect their confidentiality. The template includes blank fields for the RFP identification number, procurement location, identified points of contact from the reference organization, and contact information for questions, allowing contractors to customize the letter for their specific solicitation response.
