About this file
This is a Questions and Answers document for Solicitation 15BRRC26R00000010, addressing inquiries regarding Residential Reentry Center (RRC) and Home Confinement (HC) services for male and female offenders in Wisconsin Counties (Rock, Dane, Green, Jefferson), with a Home Confinement radius of 200 miles from the RRC.
The document clarifies four key procurement matters: (1) Proof of a "license to do business" is not a requirement of the Bureau of Prisons (BOP) unless mandated by local or state ordinance; licensure documentation should be submitted with zoning documentation if applicable; (2) No solicitation section explicitly requires licensure; (3) Documentation demonstrating proper zoning and right to operate an RRC is required, but licensure is not necessarily mandated; and (4) Two different proposals from two separate entities using different site locations are permissible, as the BOP has previously accepted multiple proposals from different entities, including parent companies and their subsidiaries.

Q&A – Solicitation 15BRRC26R00000010 – RRC services and HC services for male and female offenders located within one of the following Wisconsin Counties: Rock, Dane, Green, Jefferson. Home Confinement radius is within 200 miles of the RRC
Could you please confirm whether we must provide proof of license to do business at the time of proposal submission, or if we are permitted to provide this documentation after submission, but prior to award?
I am not aware of any requirement for a “license to do business” unless there is a local or state requirement for such a license.
If permitted, when is the proof of licensed to do business required post submission?
Proof of licensure is not a requirement of the BOP. While I’ve never seen a licensure requirement from a local or state ordinance, if one existed, documentation of appropriate licensure should be submitted with zoning documentation to ensure the appropriateness of the site.
Lastly, could you kindly point us to the specific section within the solicitation that outlines this requirement, if there is one?
I am not aware of a section of the solicitation which requires licensure.
We do require documentation showing the site has proper zoning/right to operate an RRC, but not necessarily licensure.
Is it permissible to submit two different proposals from two different entities using different site locations?
In the past, we have accepted two different proposals from two different entities, including GEO submitting proposals from themselves and CEC, their subsidiary. I am not aware of any reason we wouldn’t accept proposals from separate entities.
