About this file
This document is Schedule A: Key Personnel for Request for Proposal Number 5400030161, issued by the Coordinating Council for Workforce Development (CCWD) and the South Carolina Department of Employment and Workforce for the Find Your Future (FYF) Portal implementation project. The RFP solicits proposals for a comprehensive portal system requiring twelve key personnel roles to be identified and approved by CCWD prior to contract finalization. The key personnel roles include Program Lead/Executive, Project Manager, Enterprise Architect, Business Process Architect, Functional Leads for the FYF Portal, UX/Product Design Lead, Technical Development Lead, Testing and Release Management Lead, Organizational Change Management Lead, Training Lead, Reporting and Analytics Lead, and Master Data Management/Data Migration Lead. Each role carries specific minimum experience requirements, ranging from three to ten years, with emphasis on public-sector implementation experience. The document establishes that offerors may propose individuals to fulfill multiple roles subject to CCWD review and approval, and that CCWD reserves the right to interview all key personnel, request replacements, and demand changes at any time during evaluation or implementation if performance or value relative to cost is insufficient.
The document outlines comprehensive guidelines for key personnel management, requiring that all key personnel be physically located within the continental United States and that their day rates established at contract inception remain unchanged regardless of internal promotions or role adjustments. Key personnel are expected to maintain assignment throughout the program lifecycle in accordance with the agreed staffing plan. If replacement becomes necessary prior to the planned roll-off date due to contractor or personnel-driven circumstances, the contractor must provide thirty days' prior notice and submit three qualified replacement options with comparable experience; any replacement requires a minimum two-week knowledge transfer period. The RFP requires offerors to propose a key personnel retention approach with credits or remedies if attrition exceeds a mutually determined threshold, such as five percent. The detailed role descriptions emphasize expertise in public-sector workforce solutions, AI governance and transparency, youth protection and age-gating requirements, data security and FERPA compliance, and emerging technologies including AI-assisted form completion, automated moderation workflows, and mobile application integration.

CCWD Find Your Future (FYF) Portal South Carolina Department of Employment and Workforce
REQUEST FOR PROPOSAL

FYF PORTAL IMPLEMENTATION
Schedule A: Key Personnel
Key Personnel This section describes each Key Personnel role. Key Personnel are individuals that the Coordinating Council for Workforce Development (CCWD), the State of South Carolina, and the Offeror agree are key to the success of the engagement. The Offeror may propose that an individual fulfill multiple roles, subject to CCWD review and approval.
Prior to finalizing the contract between the parties, the Offeror shall identify named Key Personnel for the roles required in this Schedule A, and CCWD shall approve such Key Personnel in accordance with the RFP, resulting contract, and any executed Master Services Agreement, as applicable. This document identifies the Key Personnel required from the Offeror.
The State recognizes that the Offeror may have other dedicated or near-dedicated sub-team leads to fill roles requiring deep functional or technical expertise in focused areas of complexity and/or risk. For purposes of this RFP, those sub-team leads should be included in the Offeror’s staffing plan and pricing but will not be classified as Key Personnel unless expressly identified as such by CCWD.
The following guidelines shall apply to Key Personnel:
· It will be to the Offeror’s advantage to include Key Personnel as part of the oral presentation team.
· CCWD reserves the right to interview all Key Personnel and Executive Sponsors and request replacement prior to contract execution.
· CCWD reserves the right to interview and approve any replacement resource.
· CCWD reserves the right, at any time during the evaluation process or implementation activities, to request a change in Key Personnel if sufficient performance or value relative to cost is not achieved.
· Ideally, all Key Personnel shall be assigned to the CCWD implementation throughout the program lifecycle, in accordance with the agreed staffing plan.
· If a Key Personnel resource needs to be replaced before the planned roll-off date, and the circumstances are driven by the needs of the Contractor or the Key Personnel resource, the Contractor shall provide CCWD with at least 30 days’ prior notice.
· The Contractor shall provide three potential replacement options for CCWD consideration. Each potential replacement shall possess qualifications and experience comparable to the Key Personnel resource being replaced.
· Any replacement event shall require at least two weeks, or another mutually agreeable duration, of knowledge transfer from the departing resource to the replacement resource.
· All Key Personnel shall be physically located within the continental United States.
· The Contractor shall honor the day rate for individual personnel established at the beginning of the engagement, regardless of internal promotions. No change order will be granted on this basis..
Offeror Key Personnel Retention It is important to the success of the program to establish a capable, retained group of Key Personnel who are fully knowledgeable about public-sector work and working with State agencies’ culture, resources, processes, and technology. The Offeror should describe and commit to a Key Personnel retention approach that encourages maximum retention throughout the course of the project.
As part of the response, the Offeror shall propose credits or remedies if attrition of Key Personnel exceeds a determined level, such as 5% or another amount to be mutually determined.
