GENERAL GUIDANCE SECTION

A suggested format for an energy efficient building operating plan is included. Select from the items those procedural statements fit as appropriate to assemble the plan. Add to, or modify the phrases as necessary.

The attached list of procedures may be used when applicable to provide the necessary information and direction on what is expected or required. These statements are used to establish the framework and requirements to operate in an energy efficient manner.

The system operations section is primarily composed of statements about the standard levels of lighting, temperatures, and ventilation services as promulgated in the Federal Property Management Regulations concerning energy. Also in this section are specific performance procedures which contain more detailed guidance which effect individual building systems and equipment. It is recognized that there is a wide variety of building designs and operating procedures. Only the more common procedures have been included.

The miscellaneous section contains procedural guidance for items such as recurring overtime, and exceptions to the standard level of services.

Most procedures have multiple response choices as well as a ______________________. Either insert the appropriate response for a particular item in a given building or use one of the suggested responses. As experience is gained, adjust these values as necessary.

Where large lists of an item are necessary or when one-line diagrams are appropriate, equipment schedules and blueprints or an inventory list used for maintenance purposes could be referenced in order to reduce the length of the plan.

Also, included for your use is a format used by the National Capital Region for listing start up and shut down times of the heating and cooling equipment.

GENERAL NOTES

To the maximum extent practical, all systems and equipment shall be placed in the automatic mode of operation.

The building systems and equipment shall be started and shutdown in an orderly manner.

Limited use spaces such as auditoriums, conference rooms, heating rooms, and courtrooms shall only be provided services when scheduled for use.

The equipment shall not be cycled at a frequency which would cause premature failure.

Where duplicate equipment exists, equipment shall be rotated (-------------) (weekly) (monthly) to equalize usage.

Meters for purchased utilities shall be read when practical during the same data as the utility meter reader and not less than monthly.

Fuel oil inventory records shall be maintained for all fuels received, stored, used, and transferred on a daily basis or monthly during nonuse periods.

Fuel oil shall be used on a first-in first-out basis. Fuel tank usage shall be rotated among all storage and service tanks.

When the capability to burn multiple fuels exists, the most economical fuel on an overall system basis shall be used first.

SYSTEM OPERATIONS

TEMPERATURES

Thermostats shall be set to maintain 70 degrees Fahrenheit during the heating season and 75 degrees Fahrenheit during the cooling season.

HEATING

Startup time during the heating season for average conditions between (----- to -----) (32 to 55) degrees Fahrenheit is (------) (two hours) before occupancy.

Startup time during the heating season for higher than average conditions between (------ to -----) (50 or more) degrees Fahrenheit is (-----) (one hour) before occupancy.

Startup time during the heating season for lower than average conditions between (----- to -----) (10-32) degrees Fahrenheit is (------) (four hours) before occupancy.

The shutdown schedule during the heating season for average conditions is (-------) (one hour) before the end of the business day.

The shutdown schedule during the heating season for higher than average conditions is (-----) (30 minutes) before the end of the business day.

The location to measure heating temperatures shall be (at ----- for zone -----. (an average of each wall temperature) (in the center of the room) for (---------).

The reset ratio for (steam) (hot water) heating with respect to changes in outside temperature shall be ------- for the (building) (zone ------

The offset for the reset ratio shall be a (plus ---) (minus ---).

The normal temperature level shall be a temperature range during the occupied hours of ----- to ----- degrees Fahrenheit. The controls for the normal temperature shall be set to begin at ----- hours before occupation.

The setback heat level shall be ------ degrees Fahrenheit during nights, weekends, and holidays. The setback will be programmed to operate ----- hours before the end of the working day.

The circulating (hot water) (radiation) pumps shall be set to operate when outside temperature reaches (------) degrees Fahrenheit.

Loading dock heaters using (electricity) (natural gas) (infrared) energy sources are to be operated only during loading/unloading operations. Loading dock heaters shall be set to maintain a temperature no higher than (-----) (50) (55) degrees Fahrenheit.

The shutdown schedule during the heating season for higher than average conditions is (-----) (30 minutes) before the end of the business day.

The location to measure heating temperatures shall be (at ----- for zone -----). (an average of each wall temperature) (in the center of the room) for (---------).

Cooling

Startup time during the cooling season for average conditions between (--- to ---) (75 to 80) degrees Fahrenheit and (--- to ---) (50 to 60) percent relative humidity is (---) (two hours) before occupancy.

Startup time during the cooling season for lower than average conditions between (------ to ------) (80 and above) degrees Fahrenheit and (--- to ---) (60 or higher) percent relative humidity is (------) (four hours) before occupancy.

The shutdown schedule during the heating season for higher than average conditions is (-----) (30 minutes) before the end of the business day.

The location to measure cooling temperatures and humidity shall be (at --- for zone ---). (an average of each wall temperature and humidity) (in the center of the room) for

All off line chillers shall be secured from the common header.

The normal chilled water temperature level shall be ----- during the occupied hours.

VENTILATION

Operable windows with key locking devices shall be closed and locked during the heating or cooling seasons of the year except for periods of windows cleaning or maintenance.

Where a removable double-glazed window system exists, this double-glazed window system shall remain installed except for periods of window cleaning or maintenance.

Dampers

Between --- to --- degrees Fahrenheit outside air temperature modulate the dampers to maintain a supply air temperature of ( ----) (50) (55) degrees Fahrenheit or return air temperature of --- or (80) degrees Fahrenheit.

Above (---) (78) degrees Fahrenheit outside air temperature, close the maximum outside and exhaust air dampers, and open the return and minimum outside air damper.

From (------) (58-78) degrees Fahrenheit outside air temperature, provide 100 percent outside air to the supply fan. Secure return air fans and minimum outside air damper.
