Information Technology (IT) Support Services Personnel
1. IRM Support Logistician & Diplomatic Unclassified Pouch Manager
Position Description:
• Have a working knowledge of the Integrated Logistics Maintenance System and Ariba procurement processes.
• Provide logistics and inventory recording of all accountable IRM equipment assets, in particular all ILMS and radio assets.
• Be familiar with Department of State FAM’s and FAH’s pertaining to UHF/VHF radio systems;
Brief incoming personnel on radio net procedures;
• Document processes and standard operating procedures appropriate for the management and upkeep of the mission-wide radio program and ILMS inventory.
• Provide on the job training, mentoring, documentation and support for locally employed staff members in all facets of the position – enabling them to increasingly assume full technical responsibility for all aspects of system administration and troubleshooting;
• Coordinate receiving and distribution of IRM equipment through Afghanistan while following Department of State policy of transporting unclassified equipment.
• Plans, implements, and manages the efficient movement of IRM personnel and equipment throughout Afghanistan; Coordinate movement of IRM IT cargo, and make necessary travel arrangements for all IRM personnel to expedite support while minimizing outage times.
• Oversee the procurement process for required IT equipment to support Kabul and the field, to include warehouse management.
• Maintain an inventory of IT equipment throughout Afghanistan
• Travel to field sites to assist in accounting for IT equipment as "real property"; Coordinates with
GSO, IRM and USAID management as necessary to ensure accountability and full inventory of Mission equipment deployed to and/or recaptured from field sites;
• The position supports the processing of incoming and outgoing Unclassified Diplomatic Pouch for the Embassy. Duties include preparing the outgoing diplomatic pouch, escorting the diplomatic pouch to and from the airport, processing and delivering incoming diplomatic pouch, and maintaining diplomatic pouch records for the Embassy. The position will be required to coordinate with IRM and other staff within the Embassy as well as with Diplomatic Courier personnel as needed. He/She will also be required to be in coordination with Airport and Military personnel at the Airport and at various military bases in support of unclassified pouch activities. He/she would assist in preparing diplomatic pouches for carriage, coordinate pouch movements and sign for incoming unclassified pouches and distribute these to the customers.
The position should be guided by DoS regulations on the proper handling of pouch and mail material in accordance with Diplomatic Pouch and Mail (DPM) guidelines as well as locally initiated procedures within Embassy Kabul.
Position Requirements/Knowledge Required:
• Clearance Level: Moderate Risk Public Trust (MRPT)
• Excellent oral and written communication skills, above average administrative skills;
• Expertise in using inventory/accounting systems; must be knowledgeable on Integrated Logistics
Maintenance System (ILMS) for inventory accountability and Ariba procurement processes;
• Expertise in using DoS web travel system, and the following procedures/systems, to move technicians and supplies throughout Afghanistan: DoS official travel routes throughout

Afghanistan, DoS Air Wing regulations, Diplomatic Security procedures and guidance on travel throughout Afghanistan, Military Air and Convoy movements (when required).
• Knowledge of HF/VHF/UHF systems, materials, tools, and methods common to the trade, applicable codes and safety regulations, DoS inventory and security requirements.
Assessment Standards:

• Analyze and evaluate data/trends and make recommendations to enhance operations and maintainability.

2. DPO, Mail Room & Unclassified Pouch Assistant
The position supports the embassy’s unclassified pouch, mail operation and switchboard operators.
Responsible for the loading, unloading, control and accounting of unclassified diplomatic pouches, maintaining pouch records and in preparing outgoing and processing incoming pouches. Will perform the following functions:
• Prograde Mail Delivery: meet the mail truck outside the screening room, supervise the unloading, K9 inspection, scanning/delivery of incoming mail. Update Received Mail spreadsheets, create Missing Mail Reports and send to DPO Headquarters.
• Prepare Retrograde mail shipments according to USPS regulations, complete paperwork including applying and tracking Selecttrak IMB labels to letters, updating spreadsheets, scanning, AMPS entry and DPO Manifest for outgoing mail.
• Manage and update the incoming Missing Mail and tracking reports using AMPS and SELECTTRAK systems, spreadsheets and formulas to track and match both Prograde and Retrograde mail; and communicate with Contractor Representatives and DPO Headquarters (DPM) to work out delivery issues, truck access, missing mail etc.
• Manage the DPO outgoing mail office which includes waiting on customers, responding to customers’ complaints, researching lost mail, training customers on how to use the USPS.com Click-N-Ship system (mandatory for packages, includes customs forms).
• Research the DPO and Unclassified Pouch FAM/FAH regulations, educating customers/managers and posting rules and regulations; advising customers on alternatives if they cannot ship their items through DPO
• Organize the office shelving/storage system in the DPOs and Screening Storage to accommodate more supplies while allowing for more space to store overnight mail awaiting pickup. Order supplies as needed and keep a running inventory record.
• Maintain Prohibited Items detailed spreadsheet, report repeat offenses, contact RSO if required to confiscate weapons or suspicious packages.
• Execute the established system for determining who has full DPO privileges which involves a series of spreadsheets and integration with HR database; produce and print DPO cards as staff arrive and depart.

• Ongoing training for EFM and LES in the above systems
• Manage contents and updates on our DPO SharePoint site
• Write and update SOPS for both the DPO and the Mailroom/Unclassified Pouch functions.
• Re-design and update as needed the DPO TRI-fold that has details of 09806 mailing. Provide information on procedural changes such as shipping furs, weapons, etc.
• Graphic design projects as requested

3. Telecommunications Engineer (Telephone & TV)
Designs, installs, administers, and maintains the non-CAA and residence telephone systems and supporting networks: The personnel manages and supports a complex voice network comprised of multiple telephone systems with over 4,000 lines. This modern voice network has multiple circuits tying systems together, including more than 16 E1s and T1s. The telephone systems run on Microsoft Windows, Red Hat Enterprise Linux, DHCP, TFTP, and VxWorks servers inter-networked together via layer 2 and layer 3 router switches. The equipment utilizes time division multiplexing for its circuit switched communications, and voice over IP (VoIP) for its packet switched communications. The personnel must maintain an expert level of competency on these technologies, to include using multiple operating systems on several maintenance PCs. Daily administrative responsibilities include reviewing system logs from the various servers, identifying anomalies, troubleshooting, and correcting problems before they become service affecting. The personnel configures router switches and provisioning files for VoIP deployments. The personnel administers the telecommunications management applications that run on Linux service to perform moves, adds, and changes to the customer databases. The personnel independently and as part of a team resolves issues affecting service by interacting with customers to identify problems and taking the appropriate action to resolve the problems.
Designs, Install, administer, maintain, and supports the Embassy’s cable television (CATV) network: The personnel administers and maintains the Embassy’s digital CATV network. The personnel must maintain competence in both PAL analog radio frequency distribution, and North American quadrature amplitude modulation digital distribution. The personnel is responsible for proper alignment of over 30 satellite dishes, proper modulator configuration, multiplexing signals through combiners, and distributing the signal via and extensive coaxial and fiber optic distribution network. The personnel must maintain competence using CATV signal test equipment, balancing signals through the use of amplifiers and attenuators, deploying, and configuring set top boxes at customer locations. This CATV network distributes over 50 analog channels and over 50 digital channels, more than 20 of which are in high definition. The personnel must interact with customers to fix the problems and install CATV equipment and infrastructure (cabling, etc) in residences and office spaces.
Procurement of all telecommunications hardware and contractor oversight: The personnel must maintain accountability of all in-service hardware and spares. When required the personnel must initiate the procurement process for goods and services, ensuring all expenditures are made in a logical manner that provides the best value to the USG, can be supported by his/her office, and are compatible with legacy systems. The personnel must independently plan installations, office moves, or renovations and ensure adequate material and labor is available when required. The personnel must supervise, or delegate supervisory authority to subordinates, the inspection of all work performed by local contractors.

Training and mentoring subordinates: The personnel works side-by-side with his subordinates providing training and mentoring on a daily basis. The personnel is responsible for ensuring each team member gets adequate exposure to all aspects of the job and is able to maintain competence. The personnel is responsible for identifying team members’ weak areas, and either providing specific training, or arranging specific training in coordination with his supervisor and the IMTS Telephone Manager. The training and mentoring objective is to ensure adequate skills and competency of the entire team to provide administrative and maintenance support if the two supervisors are absent from the workplace.
Support other posts within Afghanistan as required: The personnel must travel to any U.S. Mission within Afghanistan to provide support for all voice and CATV networks and to train LE staff.
Qualifications Required For Effective Performance:
Education: Must have a minimum of 2 years college studies in a discipline related to telephone system engineering, data communications, electronics engineering, or computer science.
Prior Work Experience: Must have a minimum of 7 years extensive previous experience in a wide variety of telecommunications systems. Must have a minimum of 5 years’ experience supervising, planning, and executing network designs for telephone, data, and cable TV systems. Prior work experience must show a history of progressively independent and complex projects.
Post Entry Training: Vendor-specific training on telephone systems used at Post if previous experience was on equipment from a different manufacturer. Continuing education in data networks, computer systems, telephony, and cable TV distribution is mandatory to maintain system integrity and professional proficiency. Personnel must have an aptitude for continued growth.
Language Proficiency: Level 4 Dari and Pashto, Level 3 English. Must demonstrate competence in spoken and written English using telecommunications terminology.
Job Knowledge: Avaya Communications Server 1000 telephone systems including Avaya Linux applications server (CPDC card based); Avaya data switching/routing equipment and networking -including DHCP and TFTP Servers; Avaya CallPilot voicemail servers; Avaya Opt. 11C and Opt. 61C telephone systems

4. DOS Non-CAA Systems Administrator and IT Support – OpenNet and Internet Support
Position Description:
NOTE: This description assumes a common skill set for supporting BOTH SBU OpenNet as well as unclassified MWR Internet and Dedicated Internet Network (DIN). The key ingredients are skills with Microsoft networks, networking, IT infrastructure and customer help desk skills.
• Test, install, configure, install, maintain, optimize, document, inventory and upgrade various aspects of an enterprise data and voice network including but not limited to hardware (servers, switches, routers, network devices), software (enterprise configuration, management, analysis, office automation, and network operating systems software), and services (circuits and extranets) to support wide area networks (WANs), metropolitan area network (MANs), and local area networks (LANs);

• Provide on the job training, mentoring, documentation and support for locally employed staff members in all facets of the position – enabling them to increasingly assume full technical responsibility for all aspects of system administration and troubleshooting;
• Analyze and define network requirements; Document and maintain network architecture, details, infrastructure and integration; Analyze network workload; monitor capacity and performance & Diagnose and resolve network problems;
• Implement, support and/or Develop network backup and recovery procedures as well as accurate documentation for all network operations;
• Apply and ensure rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services; Implements security procedures and tools;
• Document processes, operations and procedures necessary for maintaining systems and supporting customers;
• Maintain all servers and workstations assigned to their area of responsibility and provide Help Desk support to all assigned COM personnel for DoS networks used by COM personnel;
• Provide support as it applies to the VoIP routed telephones and or telephone systems and supported telephones depending on platform;
• Advise Kabul technicians of any issues outside their scope;
• Provide network cabling support to COM personnel’s office desktop and as appropriate to their residence locations, maintain cabling and network infrastructure to support networks used by COM personnel;
• Monitor systems and server rack and equipment for errors and notify technicians for any aspect outside of your technical skill and/or any communication/network issues or outage; responsible for liaising with the appropriate military section to ensure DoD network systems availability and connectivity as is appropriate.
• Work directly with management to schedule and execute daily activities;
• Supports system administration and help desk user support primarily for OpenNet and unclassified networks (MWR Internet and DIN); Provide basic support services, including training staff in the use and maintenance of equipment and other related responsibilities
• Manages accounts, network rights and access to systems;
• Manages systems resources including performance, capacity, availability, serviceability, and recoverability;
• Develop and documents standard operating procedures, network documentation, and key contacts lists for IT support staff as well as helpful how to guides for users;
• Resolves hardware/software interface and interoperability problems; Ensures systems functionality and integrity; Maintain systems configuration; Manages integration of systems fixes and updates; and applies information security /information services;
• Performs feasibility studies in order to develop or modify information systems to meet additional management, user network and/or telecommunication requirements.
• Maintain inventories in accordance with DoS regulations; Manages all accountable inventory associated with the networks and systems under management;
• Prepares equipment specification, layouts, cost estimates, user training and system documentation.
• Collects, evaluates and summarizes capacity, performance, problem, and resource and workload data to recommend configuration changes to maximize the effective and efficient use of installed technology.
• Improve customer service, perception, and satisfaction;

• Responsible for entering time and resolution actions in service ticketing system as they occur, work through a daily schedule that has been established through the dispatch troubleshooting process.
• To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
• Firm understanding of Microsoft based networks (Ethernet LAN) and Microsoft operating systems as well as VMWare systems and software.

MCITP, MCSE, Citrix CCEA or CCIA, Cisco CCNA, VMware VCP, CCNP (routing switching/security);

5. Project Management / Office Management Support
Position Description:

• Tracks and monitors procurements in ILMS (Ariba) and works with GSO procurement to address and update status of assets received.
Position Requirements/Knowledge Required:
• Excellent oral and written communication skills. Above average administrative skills.
• Expertise in project management combined with experience in using DoS systems and applications.
• Significant competence in office automation software;
• Procedures/systems governing DoS official travel routes throughout Afghanistan. Experience serving as a Special Assistant or Staff Aide is a plus.

6. UHF/VHF/HF Radio Communications Systems Support
Position Description:
• Design, implement and maintain UHF/VHF/HF radio communications systems
• Install and maintain base stations, repeaters, duplexers and antennas;
• Perform ad-hoc and/or scheduled operational testing of individual components to ensure full network operation;
• Troubleshoot, to the least replaceable unit, loss of communication with a particular device or area of service faulty systems and perform field level maintenance to sustain mission-critical tactical communications;
• Provide on the job training, mentoring, documentation and support for locally employed staff members in all facets of the position – enabling them to increasingly assume full technical responsibility for all aspects of system administration and troubleshooting;
• Refresh encryption key on individual units with a minimum of user inconvenience In accordance with published security standards.
Extensive knowledge of HF/VHF/UHF systems, materials, tools, and methods common to the trade, applicable codes and safety regulations, DoS inventory and security requirements. Must be radio tower climbing certified and have a minimum of five years of experience working on mobile radio systems.

7. Web Design, SharePoint Site Engineer
Position Description:
• Technically responsible for all aspects of the OpenNet SharePoint Farm and as needed a backup for the SharePoint administrator position. This includes request for modifications and maintenance of the SharePoint farm for high availability.
• Provide on the job training, mentoring, documentation, and support for locally employed staff members in all facets of the position – particularly SharePoint web modifications, work flows, maintenance and troubleshooting.
• Consults closely with Embassy stakeholders under the guidance of the Information Management Office to determine requirements, needs, strategies, and goals for web pages and related SharePoint applications.
• Responsible for the design, creation, maintenance, updates, and troubleshooting Kabul OpenNet websites, web applications, and SharePoint sites. Design and maintain support systems including access methods, device allocations, organization, security, documentation, guidelines and standards; Monitor, review, recommend, and implement the modification of SharePoint sites.
• Under general supervision from IRM, develop web pages and SharePoint sites, converts requirements into functional web applications and interacts daily with customer and data users and responsible for designing web pages including graphics, animation, and functionality and develop web page infrastructure and applications related to pages with more advanced graphics and features;
• Develop, assesses and communicates web site usage and security policies and standards;
Consult with users and Information Managers to determine requirements, needs strategies, and goals for web pages and related applications;
• Work towards the goal of local staff assuming increasing responsibility for all functions pertaining to SharePoint support.
Must have a Bachelor’s Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work experience and have comprehensive knowledge of Department of State SharePoint development standards and methodologies. Personnel must also have at least two years of experience designing, creating, maintaining, updating, and troubleshooting customer websites, web applications, and SharePoint sites. Five years is preferred.
Personnel must have at least two years of experience developing web pages and SharePoint sites, converting requirements into functional web applications and successfully interacting with customers.
Must have some experience with graphics, animation, and web page infrastructure/applications related to pages with more advanced graphics and features. Must have experience with web page security, documentation, guidelines and standards.

Position Description:
• Perform diagnostics tests; clean, repair or replace parts and components;
• Determine causes of printer/copier equipment failure by operating equipment, observing functioning, conduct diagnostic test using meters and researching engineering and service manuals.
• Clean, lubricate, and adjust parts, assembles and components; and, document service action by completing forms, reports, logs and records.
• Provide documentation and guidance when destroying copier equipment.
• Provide documentation, standard operating procedures, training and mentoring to local staff regarding copier support.
Position Requirements/Knowledge Required:
Self-starter with above-average mechanical skills, must possess expert knowledge of copier and printer operations and repair, functional and technical skills, materials, tools, and methods common to the trade, applicable codes and safety regulations, DoS inventory and security requirements; at least two years of copier/printer maintenance experience required and five years preferred.

The Contraction Engineer shall provide construction management and engineering support services to the regional facility manager. Services include electrical, mechanical, architectural, and civil/structural engineering for the direction and control of the planning, design, construction, cost estimation and inspection for facilities in the US mission to U.S. Embassy Afghanistan as well as regional support to Embassy Platforms.
Qualifications:
Education: Graduate engineer with B.S degree in civil, mechanical, electrical, or related engineering field.
Prior Work Experience: Five years prior work experience in an engineering firm performing design and construction services.
Post Entry Training: General orientation by facility management personnel.
Language Proficiency: Level IV (Fluent) in English.
Job Knowledge: Professional knowledge of electrical, mechanical, architectural, or civil engineering concepts, principles, and practices applicable to a full range of duties concerned with the design, layout, and construction of facilities.
Skills and Abilities: Must be able to operate a personal computer. Expert level in Microsoft Office and project management software and conversant in AutoCad. Ability to read and understand engineering and architectural plans and building schematics. Ability to handle multi-tasking and complicated projects.
2. Planner- Estimator – Cost Analyst
This individual shall provide planning/estimating and/or cost estimating support services to the regional facility manager in support of construction projects and ongoing maintenance for facilities in the US mission to U.S. Embassy Afghanistan as well as regional support to Embassy Platforms.
Qualifications:
Education: B.S degree in cost accounting or engineering
Prior Work Experience: Five years prior work experience in estimating and/cost accounting in the construction or facilities management sector.

1.1 Emergency Medicine Specialist
Emergency Medicine Specialist (defined by current board certification) with a broad interest and experience in providing primary care across the range of office-based specialties including, but not limited to, GYN, dermatology, ENT, pulmonary, cardiovascular, ophthalmology, orthopedics, psychology and gastroenterology.
Qualifications: Current ATLS and ACLS are required; recent completion of Tactical Combat Casualty Care or comparable advanced trauma course or exceptional simulation training is desirable.
1.2 Family Medicine Specialist
Family Medicine Specialist (defined by current board certified or equivalent board certification) with interests as defined above and with an interest, additional training and practice experience to include the broad range of gynecologic, medical, surgical, orthopedic, psychiatric and trauma emergencies.
Qualifications: Current ATLS and ACLS are required; recent completion of Tactical Combat Casualty Care or comparable advanced trauma course or exceptional simulation training is desirable.
1.3 Internal Medicine Specialist
Internal Medicine Specialist (defined by current board certified or equivalent board certification) with interests as defined above and with an interest, additional training and practice experience to include the broad range of gynecologic, medical, surgical, orthopedic, psychiatric and trauma emergencies.
Qualifications: Current ATLS and ACLS are required; recent completion of Tactical Combat Casualty Care or comparable advanced trauma course or exceptional simulation training is desirable.
2. General Surgical Officer
U.S. or Canadian board certified or board eligible General Surgeon with interest, training and experience managing the full range of emergency surgical cases including vascular, neurologic, orthopedic and soft-tissue, as well as the full-range of general surgical cases including abdominal, urologic, vascular and soft-tissue.
Qualifications: Current ATLS is required; recent completion of Tactical Combat Casualty Care or comparable advanced trauma course or exceptional simulation training is desirable. Completion of a trauma fellowship will merit particular consideration.
3. Physician Assistants, Adult or Family Nurse Practitioners (Primary Care Providers)
Qualifications: Nurse Practitioners will hold current national certification by the AANP or ANCC and hold and maintain a current unrestricted licensure from any state during the period of employment.
Physician Assistants will hold national certification by the NCCPA and hold and maintain a current unrestricted license from any state during the period of employment.

4. General Anesthesiologist
U.S. or Canadian board certified or board eligible General Anesthesiologist (defined by current board certification). Experience managing critical patients (medical and surgical) in a medically austere environment is expected, including – but not limited to – ventilator and respiratory care, pain management, general and regional anesthesia and sedation, consultative services for CRNAs and other services within the scope of practice as requested by the General Surgical Officer, General Medical Officer, Nurse Practitioner and Physician Assistant.
5. Medical Technologist
Qualifications: The Medical Technologist will be credentialed as an MLS(ASCP cm) or MLS(ASCP) cm eligible or certified by the Canadian Society for Medical Laboratory Science (CSMLS).
6. Medical Laboratory Technician
The Laboratory Technician will hold certification as a medical laboratory technician through the American Society for Clinical Pathology (ASCP), the American Medical Technologists (AMT), the National Credentialing Agency for Laboratory Personnel (NCALP) or the Board of Registry of the American Association of Bioanalysts (AAB). Laboratory technicians certified by non-US entities and/or non- Canadian entities will be reviewed and approved on a case by case basis.
7. General Radiologist
(Defined by current board certification) The radiologist will assist with all procedures within his or her scope of practice including, but not limited to, contrast injections, sonography, and abscess drainage. In addition, the radiologist will serve as a consultant for all other locations in Afghanistan.
8. EMT-P (AKA Paramedics), Registered Nurses (RNs)
The Contractor shall utilize additional care providers in all medical facilities to assist with patient administration; vital signs; post-operative, intravenous, and intramuscular medications;
cardiopulmonary resuscitation and resuscitative trauma care; along with other duties as determined by the primary medical providers (physicians, nurse practitioners and Physician Assistants) that do not exceed the scope of practice. Recent experience in an ER and/or ICU/CCU environments is required.
• All EMT-Ps shall be listed in the National Registry or hold a current unrestricted license in the US or Canada.
• RNs shall hold current and unrestricted licenses, in good standing, in any U.S. State or Canada and without restrictions.
• All EMT-Ps and RNs must hold current BLS and ACLS certification; recent completion of Tactical Combat Casualty Care or comparable advanced trauma course or exceptional simulation training is desirable.
9. Specialty Nursing / Technical Staff

The Contractor shall use specialty service providers where required, including Operating Room RNs (with or without operating room certification) and Certified Surgical Technologists. For nursing staff, recent experience in ER and ICU/CCU environments is required. All specialty and technical staff shall hold current and unrestricted licenses, in good standing, and, where required, current certification(s).
Qualifications: Anesthetists must hold current certification as a CRNA and maintain an unrestricted license in good standing from any state. Radiology Technician should be competent with general radiology, ultrasound and CT.
10. Biomedical Equipment Technician
The Contractor shall provide biomedical equipment technicians (BMET) that will provide maintenance and services to include calibration of all medical equipment including CT scanners (both government furnished equipment and Contractor medical equipment).
Qualifications: The Contractor proposed BMET qualifications shall include a high school degree, associate’s degree (preferred), and a trade school program (i.e. military training, technical school, etc.)
with 5–7 years experience.
11. Medical administrator/assistant
Responsibilities may vary from location to location. Includes, but is not limited to: managing the day-to-day operations of a clinic/medical facility; updating and organizing medical records; scheduling and coordinating appointments; verifying patient insurance/access to care; completing and submitting insurance claims; preparing correspondence between medical providers and their patients; providing quality customer service to patients; working in a professional environment.
12. Pharmacy Specialist
Works under the direction of a pharmacist. Primarily responsible for, but not limited to: Preparing, controlling and issuing pharmaceutical products; Checks for completeness and correctness and for common interactions, incompatibilities and availability. Refers questionable orders or questions on basic formulation to Pharmacist for clarification. Reduces or enlarges formulas, as required. Calculates and annotates proper dosage; Evaluate orders to verify dosage, dosage regimen and quantity to be dispensed; Provide instructions to patients regarding medication consumption and side effects; Issues medications to patients, wards, clinics and other using agencies; Perform quality control checks on medications; Perform required pharmacy supply, administration and maintenance functions.
13. Social Worker
Qualifications: The Contractor shall provide a licensed clinical social worker that is a graduate of an accredited university with a Masters in Social Work and has completed their supervised experience (minimum of 3000 hours) with an additional 5-7 years experience focused on providing counselling services.
14. Dentist

Qualifications: The Contractor shall provide a dentist that is a graduate of an accredited dental school in the United States or Canada, holds a current and unrestricted dental license from any of the States, and has at least three years of experience after licensure as a general dentist.
15. Dental Technician
Qualifications: The Contractor shall provide a dental technician that is a graduate of an accredited dental technician program in the United States or Canada and has at least 3-5 years experience after graduation as a dental technician. Those candidates that have achieved and maintain current certification by the National Board for Certification in Dental Laboratory Technology or its equivalent will merit particular consideration.
16. EMT
EMT-P will be NREMT-P qualified or hold any state EMT-P qualification that is current throughout the period of the contract. All subordinate qualifications including ACLS, ATLS or PHTLS, and BLS must be current or renewed within a 90 day window during the period of this contract.
EMT at any other level must be NREMT qualified or hold any state qualification appropriate to the level.
All subordinate qualifications including CLS or civilian equivalent and BLS must be current or renewed within a 90 day window during the period of this contract.
Driver’s license from any state is acceptable and must be current; driver must be in compliance with license restrictions (e.g. eyeglasses)
Quality Assurance and Protocol Development will be done at no lower a level of qualification that the highest qualified individual (e.g. EMT-Basic will not review EMT-P performance unless there are other more valid qualifications.
17. Food, Water and Facility Inspections/Assessments, Investigations and Training Personnel
The contractor shall hire and ensure adequately trained personnel interact with government representatives, contractors and diners. Food and facility inspectors shall be trained using current US standards and requirements, with additional oversight and reviews performed by a qualified senior public health officer.
Standards: Personnel shall be U.S. citizens or possess a valid U.S. Immigration T-151 or I-94 Alien Registration Card. Personnel shall read, write, speak and understand English.
Qualifications: The contractor shall provide countrywide program oversight and review of inspections.
Program director shall have advanced degrees in public health food programs and have extensive experience in this field. Food inspectors shall be trained in food facility inspection, public facility sanitation requirements, outbreak investigation and receipt inspections.
17.1 Public Health Officer/Program Director

Personnel shall be U.S. citizens or possess a valid U.S. Immigration T-151 or I-94 Alien Registration Card.
Personnel shall read, write, speak and understand English. The Public Health Officer shall have advanced degrees in public health food programs and have extensive experience in this field.

Regional Security Office (RSO) Support Services Personnel
1. Security Equipment Technician
Under direction of the ARSO, Physical Security Division Chief (PSDC) or Deputy RSO, personnel will complete projects that have a direct impact on the security of mission personnel. Examples – Assist with removal of Hesco barriers, reinforced cement work, drainage, electrical, road, T-wall placement.
Personnel will assist with maintenance and refurbishment of guard booths, drop arm barriers, Dyna- Towers, , X-ray systems including walk thru metal detectors, zero backscatter vans and associated equipment, bollards, Jersey Barriers, gate motors, delta barriers and other security related products and materials as directed and the implementation of other physical security features and supporting infrastructure. Personnel will perform tasks on all properties under Chief of Mission authority and at other USG properties such as directed.
Personnel can be directed to serve as team leader for local day contractors for the maintenance and construction of physical security related projects – to include repositioning of T-walls, conduit work, electrical and wiring, fencing and anti-personnel barriers, residential security, conduct security surveys and other security countermeasures. Personnel may supervise local national contractor(s) on maintenance and physical security construction projects. Personnel will provide direction to labourers and ensure that physical security projects are built under the guidance of the American Supervisor.
Duties and responsibilities include but are not limited to: (a) inspect, install, maintain and make recommendations for revision/improvement of the security equipment and devices at the U.S. Embassy, Consulates, residential properties and other USG facilities in the region.
