FOR BLISS SERVICES IN IRAQ

SECTION J- EXHIBIT A.1

ATTACHMENT 11

STATEMENT OF OBJECTIVES

REQUEST FOR PROPOSALS

Request for Proposal BLiSS

STATEMENT OF OBJECTIVES (SOO) - TASK ORDER REQUEST FOR

PROGRAM MANAGEMENT OFFICE

I. General

This SOO is for the establishment of a Program Management Office (PMO) to perform functions and effectively manage the overall contract life support operations at the IDIQ level country-wide in Iraq as specified in Section C Statement of Work.

The Offeror shall propose a PMO organization structure and approach to manage the contract that assures acceptable quality, schedule and cost controls, in meeting performance requirements and the Government’s program desired outcomes.

Offerors should propose a system that effectively manages program costs, schedules, performance, quality, risk, warranties, overall contract performance, subcontracts and data, to ensure the delivery of effective and affordable life support services.

II. Facilities Clearance

The contract will require a Secret Facility Clearance, and personnel with Secret and Moderate

Risk Public Trust (MRPT) investigations as shown elsewhere in this RFP. A Secret Facility

Clearance is required prior to submission of proposal. All personnel must possess the proper clearances prior to assuming their duties.

III. Objectives and Scope of Effort

DoS is seeking offerors to establish a PMO organization and structure that achieves overall IDIQ desired outcomes in the following areas:

III.A BLiSS Country-Wide Resource Planning

The DOS desired outcome is to achieve maximum productivity with good quality based upon an enterprise approach that minimizes costs and resources. An Offeror’s proposal should include:

a. Defined PMO structure, personnel and their roles and responsibilities

b. Staff Management – Country-wide strategy to recruit, hire, manage, train and retain personnel (including key personnel and local nationals). The strategy should achieve a staffing level country-wide that ensures all services will be met with an efficient and quality approach.

c. Master Scheduling – A master schedule that provides an integrated approach to assure no lapses in life support services;

d. Housing outside DOS facilities- Assessment of housing need for applicable American and TCN staffs for effective and cost efficient solutions country-wide. Approach to

Request for Proposal BLiSS managing housing, providing for personnel support (e.g. transportation, security, meals, medical, other).

e. Local National (LN) labor force – As discussed in other sections, DOS sees the recruiting, hiring, training and retention of LNs as a cost benefit to the government, while establishing and improving good relations within the community and with the

Government of Iraq. A country-wide strategy and approach to maximize use of local labor force without degradation of services is required in the proposal, and should tie to other segments, e.g. staffing plan. In addition to providing the approach, Offeror’s shall provide a commitment to a percentage of LNs that will be part of the overall workforce by site per year, and tasks that will be delegated to local Iraqi-owned subcontractors.

Commitment for the base year shall be at least 50% LN workforce for IZ and Basrah, task order proposals, consistent with Section C.1.C Statement of Work. With this commitment, Offerors will also identify potential risks and propose mitigating strategies.

III.B BLiSS Country Wide Fuel Supply Chain Management

The DoS desired outcome is to achieve quality goods and services in a timely manner based on an approach that minimizes cost. A country wide supply chain strategy for fuel procurement and support should include but is not limited to the following considerations:

a. Master Suppliers List- Primary and back up suppliers

b. Demand analysis –(See Fuel SOO)

c. Purchasing- Consolidating site requirement and maximizing bulk purchases

d. Logistics Management- may include consideration of the following

Distribution Network Configuration: number, location and network missions of suppliers, production facilities, distribution centers, warehouses, cross-docks and customers.

Distribution Strategy: consideration includes to centralize, decentralize or share distribution delivery scheme, e.g., direct shipment, pool-point shipping, cross docking, direct store delivery (DSD); mode of transportation, e.g., motor carrier, including truckload, Less than truckload (LTL), parcel; railroad; intermodal transport, including trailer on flatcar (TOFC) and container on flatcar (COFC);

ocean freight; airfreight; replenishment strategy (e.g., pull, push or hybrid); and transportation control (e.g., owner-operated, private carrier, common carrier, contract carrier, or third-party logistics (3PL)).

Trade-Offs in Logistical Activities: The above activities must be well coordinated in order to achieve the lowest total logistics cost. Trade-offs may increase the total cost if only one of the activities is optimized. For example, full truckload (FTL) rates are more economical on a cost per pallet basis than LTL shipments. If, however, a full truckload of a product is ordered to reduce transportation costs, there will be an increase in inventory holding costs which may increase total logistics costs. It is therefore imperative to take a systems approach when planning logistical activities. These trade-offs are key to developing the most efficient and effective Logistics and SCM strategy.

Request for Proposal BLiSS

Information reporting and logistics planning: Integration of processes through the supply chain to share valuable information, including demand signals, forecasts, inventory, transportation, potential collaboration, etc.

Cash-Flow: Arranging the payment terms and methodologies for exchanging funds across entities within the supply chain. (See Section J Exhibit A.1

Attachment 12)

III.C BLiSS Country-Wide Data Management

The DOS desired outcome is to allow DOS access to timely and accurate data information on key elements for effective performance assessment. Data information should include metrics, data analyses on performance, risks, quality, safety, and cost information. The proposed approach should provide continuous improvement on performance, safety, security, quality of services and cost controls.

III.D BLiSS Country-Wide Property Management

The DOS desired outcome is to ensure compliance and accountability for all BLiSS government properties in accordance with FAR 45. The DOS desires the contractor to have a property management system that includes voluntary consensus standard or industry leading practices and standards to be used in the management of Government property; and allow DOS access to timely and accurate data information on key elements for effective performance assessment.

III.E BLiSS Country-Wide Food Management and Oversight

The DOS desired outcome is to ensure overall successful food operations that include high customer satisfaction and effective cost controls. Although DOS contemplates issuance of a food operations task order for the food ordering, reporting and execution of food services, the

DoS desires the contractor to manage, coordinate, oversee and be accountable for overall logistics and supply chain responsibilities at the PMO level to assure DOS’s desired outcome are met. (See Section J Exhibit A.1 Attachment 1)

IV. Schedule

The anticipated period of performance is May 1, 2013 through April 30, 2014 for Base Year, to include transition. Offeror’s shall propose a PMO Transition Schedule that details the key elements and milestones to setting up and establishing the PMO. This period may be adjusted based on solicitation delays or reasons outside the control of the DOS. The DOS intends to include option periods to extend the period of performance by up to four (4) one-year periods.

The Transition Plan is expected to be submitted 10 days after Contract Award for approval.
