Solicitation No.: SAQMMA09R0356 Requirement: Foreign Law Enforcement Training Program Office: Office of Antiterrorism Assistance (DS/T/ATA) Subject: Solicitation Questions for the Week Ending 03/12/2010
1) I would like to request a two week extension of the due date on this solicitation. Q&As are due March 26th and Proposal is due April 5th. This leaves very little time for the contracting office to answer the questions and the contractor to incorporate answers into their proposal.
It is the intent of the Government to extend the end date for proposals due to 1:00pm local time on April 12, 2010.
In addition, the due date falls the day after a major holiday.

2) I have a quick question regarding the stated anticipation of awarding the GATA contract to as many as two prime contractors:
Is there any possibility that may be extended beyond just two? The reason behind the inquiry is what State did with the CIVPOL program - starting out intending to only have one contractor, but extending it to three. It is the Governments intent to award two IDIQ contracts as stated in the solicitation.
3) One question we have pertaining to the Global Anti-Terrorism Assistance (GATA) RFP: On page 67 of the main document, toward the bottom of the page, Source 52.219-7, Title and Date “Notice of Partial Small Business Set-Aside (June 2003)”, was this inadvertently left in the document or is there a partial small business set aside for this effort? Please refer to sub paragraph b. near the top of page 61 within the solicitation. It delineates the small business goals for large businesses under this contract. There is no set aside for small businesses. Small businesses are permitted to submit responses to the solicitation. FAR clause 52.219-7 is required to be included in this solicitation per FAR 19.508 (d).
4) Throughout the RFP reference is made that this will be a multiple award contract. Section M, page 100, paragraph M.9 states “The Government anticipates award of two (2) Indefinite Delivery/Indefinite Quantity contracts to the two (2) responsible offerors who proposals represent the best value to the Government, cost or price and other factors considered.”
Please verify that it is the Government’s intent is to award two contracts as stated in M.9. It is the Governments intent to award two IDIQ contracts as stated in the solicitation.
5) I have reviewed the synopsis and see that the award date is on or before June 15, 2010.
My questions are:
- When would training by the awardees expect to start i.e.
fully in charge? The Government anticipates a three to six month transition between the incumbent contractors and their successors. After contract award to two successful vendors under this solicitation, the Government intends to compete approximately 62 separate training orders between the two successful offerors. After the completion of the training order competition, the Government will be able to more accurately predict the length of the transition period.
- How long would a transition period be? The Government anticipates a three to six month transition period. It is the Government’s intent to maximize performance of the two successful offerors as quickly as possible.
- What company has the contract now and are they amenable to a transition period? Under the current effort, courses are competed among a pool of BPA holders. The Government will continue this course of action until the new contracts are awarded.
After contract award, the Government will schedule meetings to establish a transition plan.
- At what locations would the awardee company be expected to begin training on or before June 15, 2010? The successful vendors will not be expected to conduct training on or before June 15 th , 2010.
I understand the clear need for training facilities etc...but am no clear after reviewing the amendments. The Government doesn’t understand your question.
6) When can we expect the PP questionnaire to be issued/released? The Past Performance questionnaire is provided via a separate attachment to the solicitation.
