Key Personnel Position Descriptions & Qualifications

Program Manager – Key Personnel

Description of Duties and Responsibilities:

The contractor shall assign a Program Manager (PM) to provide oversight of the entire program encompassed by the contract and accountability for the management and execution of all tasks and subcontracts awarded under this contract. The PM shall integrate and manage the contractor work efforts, ensure deliverables are provided in an acceptable and timely manner, and provide a single point of contact for corporate commitments. The PM has overall responsibility for managing contractor performance and must possess levels of education and experience as follows:

Mandatory Qualifications:

Masters Degree or demonstrated expertise in management, international training, or civilian security training programs.

Demonstrated experience managing a large program with extensive geographic reach and international aspects of a nature and magnitude similar to this effort.

A minimum of ten years of experience managing major programs or projects, preferably involving training services of non-U.S. personnel and/or in non-U.S. environments.

A minimum of ten years supervisory experience responsible for achieving results from up to 100 subordinate staff and intermittent contractors.

Operations Manager – Key Personnel

The Operations Manager (OM) shall be responsible for day-to-day management and supervision of the performance and implementation of task orders and subsequent training requests. The OM leads actions performed by the contractor and coordinates directly with ATA on operational issues. The OM implements training orders as agreed and supervises all assigned contractor personnel.

The OM communicates regularly with ATA program representatives to meet training order requirements.

The OM shall be available during normal duty hours to meet with U.S. Government personnel to discuss problem areas. The OM shall manage staffing and equipment priorities in coordination with the TDO and/or designated personnel.

The OM has day-to-day responsibility for the contractor operations and must possess levels of education and experience as follows:

Bachelors Degree or substantial, demonstrated expertise in operational management, international training, or civilian security training programs.

A minimum of five years experience managing overseas programs or projects, preferably involving training services for foreign law enforcement or other non-U.S. personnel.

A minimum of five years supervisory experience responsible for operational management of up to 50 subordinate staff and intermittent contractors.

Facilitator Position Descriptions & Qualifications

Advanced Crisis Response Team (ACRT) – Lead

Responsible for conducting classroom instruction, presentations and exercises in accordance with the guidelines and directives set forth by the US Department of State, Bureau of Diplomatic Security, Office of

Antiterrorism Assistance (DS/T/ATA).

Responsible for ensuring only current DS/T/ATA approved training materials (lesson plans, participant handouts, videos, and case studies) are used in the delivery of DS/T/ATA courses.

Responsible for returning all DS/T/ATA training materials including course CDs and for ensuring that all

DS/T/ATA downloaded materials are deleted at the end of the course presentation by all facilitators involved in the delivery.

Establish effective communications for day-to-day implementation and liaise with Training Delivery

Officer on all aspects of training.

Coordinate classroom preparation including low light practical exercises on three evenings over the six-week program.

Compile End of Course Reports and draft After Action Report for submission utilizing DS/T/ATA approved reporting format.

Administer pre- and post- Knowledge Surveys utilizing DS/T/ATA approved format.

Administer Participant Skills Evaluations as required utilizing DS/T/ATA approved format.

Administer Participant Critiques utilizing DS/T/ATA approved format

Responsible for the day-to-day operational activities described in the Facilitator Guide.

Supervise and assign daily activities of staff facilitators.

Maintain high level of professionalism outside of normal training hours, and during interaction with

DS/T/ATA personnel, course participants, and Post and Partner Nation officials.

Bachelor’s degree or equivalent work experience. Three (3) years of professional work experience may be substituted for one (1) year of education. A maximum of two years of college may be substituted with work experience.

In situations where subject matter is considered cutting edge procedures or technologies, evaluations of candidate’s credentials will be considered on a case by case basis

Facilitator certification from a recognized local, state, or Federal law enforcement institution.

Familiar with curriculum design and development.

Demonstrated management and administrative experience in the delivery of training.

Graduate of any local, state, or Federal law enforcement academy.

Graduate of any local, state, or Federal special weapons and tactics basic training school (minimum of 40 hours).

Member of a special weapons and tactics unit that has hostage rescue as one of its principal missions, and at least ten (10) years of experience in a leadership position as a member of that team.

Experience managing a tactical situation where deployment of a tactical team during a high-risk event occurred.

Successfully delivered one or more iterations of this course for DS/T/ATA as a staff facilitator.

Willing and able to deliver training overseas in low stability and austere environments below Western standards.

Familiarity with Microsoft Office products: Word, PowerPoint and Excel.

Preferred Qualifications:

Certification from any local, state, or Federal law enforcement organization in advanced training course(s) related to the field of special weapons and tactics.

Proven abilities as a commander, supervisor, or team leader of a special weapons and tactics team with actual experience with handling a hostage/barricade incident(s).

Experience teaching basic and advanced-level skills in Law Enforcement special weapons and tactics to international students.

Experience developing course materials in the area of special weapons and tactics within the law enforcement arena preferred.

Graduate of any local, state, Federal special weapons and tactics basic training school (minimum of 40 hours) or military equivalent.

Possess experience as a member of a special weapons and tactics unit that has hostage rescue as one of its principal missions with a minimum of eight (8) years of experience as a member of that team.

Proven abilities to operate in a tactical situation which involved the actual deployment of a tactical team during a high-risk event.

Willing and able to deliver training overseas in low stability and austere environments below Western

Certification from any local, state, Federal law enforcement organization or military in advanced training course(s) related to the field of special weapons and tactics.

Proven abilities in the field of tactical training either in the civilian law enforcement or military arenas.

Ideally, someone who has demonstrated abilities in specific areas of tactical training such as firearms, sharpshooter/observer, explosive breaching, defensive tactics, or any other field of tactical training specific to a special weapons and tactics unit.

Experience with teaching foreign national students in the field of advanced special weapons and tactics.

Advanced Digital Forensics Consultation (ADFC) – Lead guidelines and directives set forth by the Department of State Diplomatic Security Antiterrorism Assistance

Program (ATA).

Responsible for ensuring only current DS/T/ATA approved training materials (lesson plans, participant

Note: In situations where there is a combination of formal education and experience, qualifications will be evaluated by ATA on a case by case basis. Also, in situations where the subject matter is considered cutting edge procedures or technologies, evaluations of candidate’s credentials will be considered on a case by case basis.

Specialized training shall include facilitator certification from a recognized law enforcement local, state, Federal or military institution.

Possess understanding and ability to communicate highly technical computer and networking concepts.

Possess understanding and ability to communicate how computer operating systems function and how users navigate within them.

Experience with computer crime scene processing and investigations.

Understand Computer Incident Response Procedures and how to create an Incident Response Team.

Understand the process of protecting, preserving and documenting computer crime scenes.

Understand network security devices, such as, routers, firewalls, intrusion detection systems and how these devices are relevant to investigating a computer crime scene.

Understand fundamentals including, network topologies, network ports and daemons, OSI and TCP/IP models, network protocols, network devices (routers, sniffers, intrusion detection systems, etc.), and network analysis software.

Understand in-depth analysis of computer evidence (internal/external logs, hard drive image, and system files).

Possess understanding and ability to conduct computer forensic examinations in accordance with current industry standards.

Possess understanding and ability to communicate how various operating systems, to include Linux and

Windows NT/2000/XP, integrate into the network environment.

Possess understanding and ability to communicate computer networking, specifically network topologies, the OSI model, TCP/IP, and associated networking hardware/software.

Experience in forensic examinations, imaging, copying, image restoration, evidence chain-of-custody and archiving of forensic evidence.

Experience in Criminal Investigations.

Experience in Case Preparation and Court Testimony.

Ability to perform classroom/lab instruction/assistance while standing for extended periods of time.

Ability to lift/move objects weighing up to 40lbs., above waist level.

Experience with investigating crimes stemming from the use of computers or computer abuse and misuse.

Experience in training other law enforcement officers to utilize the Internet to enhance their investigative capabilities, to initiate a computer investigation, and to seize/secure computers, computer related media, and other electronic devices.

Willing and able to deliver training overseas in low stability and austere environments below Western

Certification from any local, state, Federal, or international organization in advanced training course(s) related to the field of civil aviation security, counter terrorism, and crisis management.

Instruction experience delivering aviation security courses on TSA, ICAO, or other recognized aviation topics.

Ten or more years experience in civil aviation security assessments, inspections, or ICAO program implementation

Experience developing course materials in the area of law enforcement and/or aviation security, crisis management, quality assurance, or instructor development.

Antiterrorism Executive Forum (ATEX) – Lead Facilitator

Using an adaptable framework provided by DS/T/ATA, develop and deliver a customized ATEX forum aligned with ATA’s general and specific objectives.

Identify and engage relevant distinguished speakers, current and former policymakers, and other facilitators with recent executive level experience managing law enforcement, civilian security, and antiterrorism issues.

Develop program materials, schedule, logistics and opportunities for cultural and professional exchange.

Program materials will be reviewed by ATA, revised by the contractor as requested and delivered in camera ready final form to ATA no later than 30 days prior to the start of the forum.

Responsible for composing an After Action Report within five (5) business days of each delivery.

Command-level experience in dealing with antiterrorism issues. Proven capabilities as a senior manager or leader in a government agency, non-profit, or private enterprise where top-level decisions were made, various local, states, Federal, or military agencies were deployed, and resources activated, to coordinate policies or responses to the threat of terrorism.

Extensive knowledge of command and control as it applies to the Incident Command System or the Unified

Command System.

Experience with international student training with an audience of executive-level personnel, which deals with all aspects of crisis management or critical incidents.

Border Control Management (BCM) – Lead guidelines and directives set forth by the US Department of State, Bureau of Diplomatic Security, Office of

Instructor certification from a recognized local, state, or Federal law enforcement (or military) institution or a Council for Higher Education Accreditation (CHEA) recognized organization.

Willing and able to deliver training overseas in low stability and austere environments below Western
