GATA Solicitation Number: SAQMMA09R0356 Sample Training Requests – Questions Received & Answers
Question #1:
Cost proposals in response to the sample work order requests instruct participants to use labor rates indicated in response to solicitation SAQMMA09R0356. Is it allowable to use previously provided labor rates and offer an additional discount?
Answer #1:
No.
Question #2:
Will the US Government provide a specific equipment and/or expendables list for each individual ATA course?
Answer #2 Yes. We will not provide a listing for use in response to the sample Task Orders.
Question #3:
Since all vendors are to show development of Work Order costs using labor rates indicated in its price proposal submitted in response to solicitation SAQMMA09R0356, is the rate build-up (G&A, Overhead, etc.) to be included for documentation purposes?

No. Offerors are to use labor rates indicated in its original price proposal submitted in response to solicitation SAQMMA09R0356.

Sample Work Order Tbilisi – VIP Protection: Per RFP #SAQMMA09R0356, Attachment 2 – Course Information states that training days are usually 8-10 hours. Historical evidence shows that 10 hour instructional days are the norm. Should Offeror bid Sample Work Order Tbilisi as 10 hour instructional days?
Answer #4 Offerors are to bid sample work order Tbilisi as 10 hour instructional days.
Question #5 How many cars are needed and length of time for VIP Tbilisi?
Answer #5 Use 3 cars for 15 days.
Question #6 Sample Work Order Mombasa – Identification & Seizure of Digital Evidence (ISDE): Per RFP #SAQMMA09R0356, Attachment 2 – Course Information states that training days are usually 10-12 hours. Historical evidence shows that 12 hour days are the norm. Should Offeror bid Sample Work Order Mombasa as 12, 10 or 8 hour instructional days?
Answer #6 Offerors are to bid sample work order Mombasa as 10 hour instructional days.
Question #7:
What are the size, weight and quantity of cases comprising the ISDE Mobile lab?
Answer #7 For proposal response purposes, use the following information:
Dimensions of Identification & Seizure of Digital Evidence (ISDE) mobile lab: 4 ft x 8 ft x 6 ft Weight: 600 pounds Quantity: 1 *There is no hazardous material in this kit/shipment

Should offeror prepare and submit a response to the three sample Work Order Requests 8000, 8001, and 8002 that were posted at this same time.
Answer #8 Offeror should prepare a response to each of the three sample Work Order Requests.
Question #9 The Request for Final Proposal Revisions did not reference the solicitation amendments, nor did it provide the necessary information to provide a fully complete proposal covering details such as anticipated contract type, a description of the work to be accomplished; the applicable task areas; and a listing of the deliverables required (as anticipated by the Task Order Process outlined in the solicitation under Paragraph G.4.3a).

Confirm that the instructions provided for submission of proposals on the FBO.gov website are complete; and if there is a deadline for any related questions.
Answer #10:
Offeror is to respond by providing prices to each of the three sample work orders. The Government will entertain questions until 5 PM EST on Tuesday January 4, 2011. The Government will extend the deadline for responses to the sample work orders to 5:00 PM on Friday January 7, 2011.
Responses are due to William Schaeffer via email (schaefferwt@state.gov) no later than 5:00 p.m. on January 07, 2011.
