Solicitation No.: SAQMMA09R0356 Requirement: Foreign Law Enforcement Training Program Office: Office of Antiterrorism Assistance (DS/T/ATA) Subject: Solicitation Questions Ending 03/26/2010 – Additional Responses
Reference: Section C.13, page 37; Attachment 8, Pricing Templates The last sentence of section C.13 states “The contractor shall include program development and facilitation, speakers, and domestic facilities and services in the course prices in CLINs X001 and X002.” CLINs X001 and X002 are not listed in Attachment 8, Pricing Templates. Additional information is needed to adequately prepare pricing for the mentioned items (e.g. number of students and course curriculum).
157. Question: Please provide specific details regarding the courses identified in section C.13, and clarify under which CLINs the contractor should provide pricing for these courses.
Response:
1. The Government will amend the solicitation to remove the wording “The contractor shall include program development and facilitation, speakers, and domestic facilities and services in the course prices in CLINs X001 and X002”.
1. Section C.13.1.9 provides details for course pricing
1. The Offeror CAN propose additional CLINs for these courses using the CLIN structure discussed in the solicitation.
Reference: Section C.1.3, page 8 and G.4, page 48 Section C.1.3 states that “It is anticipated that task orders will be competed on a country by country basis with approximately 62 country specific tasks orders being issued during the contract period.”
158. Question: Please clarify if the Government intends to compete and award all task order(s) for each particular country to one contractor, inclusive of all training courses that will be completed in that country.
Response:
1. Task orders will be competed on a country by country basis with approximately 62 country specific task orders being issued. The competition will be for blocks of training courses loosely organized as hard skills or soft skills.
Reference: Section C.9, page 26 Section C.9 states “If the contractor utilizes the training site(s) for other clients, the contractor shall prioritize DS/T/ATA training and practical exercises so that all course requirements are accomplished without diminution, delay, or change in scheduled dates.” A DPAS rating will greatly assist the contractor’s ability to ensure that DS/T/ATA courses are given priority.
159. Question: Please specify if the Government is going to issue a DPAS rating for this contract?
Response:
1. No, the Government will not be issuing a DPAS rating for this contract.
Reference: Section F.1.1, page 43 and FAR 52.211-11 FAR 52.211-11 is incorporated by reference.
160. Question: Is it the Government’s intent to specify the amount of liquidated damages per calendar day of delay under each Task Order?
Response:
1. No.
1. Should a situation occur where the contractor is unable to perform or meeting the training schedule requirements, the Government will look at all options available, not solely liquidated damages.
