About this file
This is an institutional services policy document issued by a state correctional facility under the authority of the Sheriff's office, effective January 2015, establishing waste disposal procedures in accordance with 103 CMR 974.07 standards. The policy governs the collection, storage, and disposal of solid waste, liquid waste, medical waste, hazardous waste, and grease/fat accumulated through facility operations. Solid waste is collected three times daily from inmate living areas using supervised inmate labor, consolidated into movable bins, and loaded into contracted receptacles that are emptied on a predetermined schedule or as needed. Liquid waste from meals is returned to the kitchen via meal carts and disposed of through garbage disposal systems, with administrative waste handled similarly by Building and Grounds staff. Medical waste is stored in approved locked containers and removed by a contracted medical waste disposal company on a regular schedule with documented manifests. Hazardous waste and grease/fat are managed through separate private vendor contracts according to established terms and conditions.
The policy does not specify pricing terms, contract award dates, contract duration, or renewal options. No bidding information, set-asides, incumbent contractor details, funding sources, or budget amounts are included in this policy document. The procedures outlined emphasize disease prevention, nuisance mitigation, and pest control in accordance with state and federal environmental standards, with all waste management activities coordinated through either supervised inmate labor or contracted private vendors depending on waste classification.

A. Solid Waste
1. Solid waste is removed from inmate living areas three (3) times a day (usually after meals) by schedule. This is accomplished with supervised inmate labor.
2. Waste is brought to the bottom floor of each building, transferred to movable bins, and brought to a trash compactor area where supervised inmate labor loads it into the receptacle.

B. Liquid Waste
1. Liquid waste, primarily residue from meals, is sent back to the kitchen inside meal carts and disposed of by a garbage disposal as soon as possible.
2. The kitchen area, including dining rooms, handles liquid and solid waste in the same manner.
3. Administrative area waste is disposed of in the same manner but it is handled by the
Building and Grounds staff.
