About this file
This is an administrative personnel policy document issued by a Massachusetts Sheriff's Department establishing guidelines for sexual harassment prevention and complaint procedures. The policy applies to all employees, inmates, volunteers, vendors, contractors, interns, and visitors across the Department's facilities, including the House of Correction and Jail. The policy establishes a zero-tolerance standard for sexual harassment and sexual abuse, defines prohibited behaviors including unwanted sexual advances, offensive contact, sexually degrading language, and inappropriate gestures, and mandates immediate reporting of incidents to designated supervisory personnel before the end of the reporting employee's shift. Complaints should be submitted in writing to one of six identified department administrators at their respective extensions, preferably within three days of the incident, though delays do not prevent investigation.
The policy requires all complaints to be reviewed immediately, investigated thoroughly, and handled with confidentiality to prevent retaliation against complainants. Violations result in disciplinary action ranging from written warnings to termination, with sexual abuse of inmates constituting an automatic termination offense. All supervisory and management personnel are responsible for promoting a harassment-free workplace and must personally file written reports of any complaints received. The policy references compliance with Massachusetts General Law Chapter 151B and federal regulations under 28 CFR 115, and provides contact information for external complaint filing with the Massachusetts Commission Against Discrimination and the Equal Employment Opportunity Commission. No contract terms, pricing, funding sources, or award dates are applicable to this policy document.

IV. Interpretation A. Any questions of interpretation shall be liberally construed to meet the overall intent and objective of this policy.
B. The General Counsel shall be consulted if questions of legal procedure arise.
