About this file

This document is a Physical Plant Policy (S741) issued by the Massachusetts Sheriff's Department establishing standardized procedures for the control, use, and storage of tools and equipment within correctional facilities. The policy, effective January 2015, applies to all departmental tools and equipment across multiple operational divisions including barber services, health services, housekeeping, maintenance, engineering, industries, culinary operations, and print shop facilities. The document outlines comprehensive control mechanisms requiring all tools and equipment to be stored in secure locations, marked for identification, documented on sign-out sheets, and inventoried quarterly by division supervisors. Tools are classified by risk level, with particularly dangerous items such as hacksaws, welding equipment, Ramset guns, and K-12 saws required to be stored in the main armory. The policy establishes specific procedures for contractor and visitor tools, mandating pre-entry and exit inventories on Contractor/Visitor Tool Inventory forms, with escort officers responsible for accountability at all times.

The policy emphasizes accountability and security protocols applicable to all personnel and inmates, requiring immediate reporting of lost, missing, or damaged tools to the Assistant Superintendent of Operations and incident report completion within the shift. Staff are prohibited from removing tools or equipment from facilities for personal use, and inmates using potentially dangerous tools must be under constant supervision by officers. Medical tools and instruments are subject to additional restrictions with no inmate access permitted under any circumstances. Health Services tools are maintained separately under the Health Services Administrator's oversight, while culinary Class A tools such as knives must be cable-locked to work area fixtures during use. The document does not specify funding sources, contract awards, or renewal terms, as it functions as an internal operational policy rather than a procurement solicitation document.
