About this file
This is an Institutional Services Policy document issued by a state sheriff's department establishing waste disposal procedures for a correctional facility. The policy, effective January 2015, outlines the collection, storage, and disposal protocols for solid waste, liquid waste, medical waste, hazardous waste, and grease and fat. Solid waste is removed from inmate living areas three times daily using supervised inmate labor, transferred to movable bins, and compacted into contracted receptacles that are emptied on a predetermined schedule or as needed. Liquid waste from meals is returned to the kitchen and disposed of via garbage disposal, with the same procedures applied to administrative area waste by Building and Grounds staff. The facility contracts with private vendors for specialized waste streams including medical waste disposal, hazardous waste removal, and grease and fat collection, with medical waste requiring storage in locked, approved containers and inventory documentation via signed manifests from the disposal company.
The policy establishes waste management practices designed to prevent disease transmission, nuisance creation, and pest breeding in compliance with state and federal standards as referenced in 103 CMR 974.07. Medical waste disposal, hazardous waste removal, and grease collection services are provided through contracted private vendors operating under specific contract terms and conditions. The facility utilizes supervised inmate labor for routine solid waste collection and compaction, reducing operational costs while maintaining sanitation standards. No specific pricing, bid dates, or contract award information is contained in this policy document, which serves as the operational framework governing waste management procedures rather than as a procurement solicitation.

I. Storage and disposal of all liquid and solid wastes are to be performed in a manner designed to prevent transmission of disease, creation of nuisance and the breeding of insects and rodents.
Procedures
I. Collection, Storage and Disposal
A. Solid Waste
1. Solid waste is removed from inmate living areas three (3) times a day (usually after meals) by schedule. This is accomplished with supervised inmate labor.
2. Waste is brought to the bottom floor of each building, transferred to movable bins, and brought to a trash compactor area where supervised inmate labor loads it into the receptacle.
3. The receptacle is contracted from a private vendor and is emptied on a predetermined schedule or as needed.
B. Liquid Waste
1. Liquid waste, primarily residue from meals, is sent back to the kitchen inside meal carts and disposed of by a garbage disposal as soon as possible.
2. The kitchen area, including dining rooms, handles liquid and solid waste in the same manner.
3. Administrative area waste is disposed of in the same manner but it is handled by the
Building and Grounds staff.
C. Medical Waste
1. Medical waste is disposed of in the following manner:
a) Medical waste is stored in an approved container in a locked storage room used for that purpose only.
b) A medical waste disposal company contracted by the Department removes the waste on a regular schedule. The company removing the waste must inventory material and leave one copy of a signed and dated manifest.
D. Hazardous Waste Hazardous waste is disposed of as needed by a private vendor under the terms and conditions of the contract.
E. Grease, Fat Grease and fat accumulated through kitchen use is stored in containers provided by the vendor of record and removed in accordance with the contract agreement.
