About this file

This document appears to be a set of questions and answers related to a federal contract opportunity for VA Whole Health Education Services, Solicitation No. 36C24524R0079.

The key details are:

  • The incumbent contractor is TechWerks.
  • The Performance Work Statement (PWS) requires the contractor to provide one subject matter expert (SME) clinician per clinical course delivery to complement the VHA faculty. The government and contractor will determine who provides the physician SME and who provides the other clinician SME.
  • The current courses vary in length from 25 hours over 5 days to single hours or 15-20 minutes, with consistent feedback that shorter is better. The contractor will not deliver courses less than 1 hour and will rarely offer courses less than 4 hours.
  • The contract opportunity is for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5.

Question
1
General
Is there an incumbent? If yes, what is the contractor’s name and what is the contract #?

TechWerks.

2
PWS, Pg. 23
The PWS states “Subject Matter Experts for Clinical Courses: The Contractor will be responsible to provide one of the following faculty clinicians to attend each clinical course to complement the role provided by the VHA faculty: one is an integrative medicine physician with expert clinical and teaching skills, and the second is a clinician with integrative health experience who is an expert facilitator and instructor.”

Questions: Can the Government clarify how many SMEs the Offeror is required to propose, one or two? Is the Government also providing VHA faculty?

The Offeror is required to provide one clinician per clinical course delivery. Every course is co-facilitated by the offeror and government. The government and offeror will determine who is able to provide a physician and who will provide the other clinician for each course.

3
PWS, Pg. 5-6
The PWS states “Develop innovative educational content that fills the gaps within and aligns with existing Whole Health programs and resources for VA Staff and Veterans, to include the creation of shorter courses, peer-to-peer learning/coaching post-courses,…..”

Questions: Can the Government share the duration current courses are and any feedback received on these durations?

Current course lengths vary, from 25 hours over 5 days to single hours or even 15-20 minutes. It should be noted that short courses are delivered by local faculty; the offeror will not deliver courses less than one hour and will rarely offer courses less than 4 hours. Consistent feedback from clinicians is “shorter is better,” so some multiple-day courses are being transitioned to single days over 2 separate courses (e.g., intermediate and advanced courses).
