Question
1
PWS for Deliverable 5.2, 5.3, 5.4
For updating courses, is there a level of effort estimate for each course? We imagine some courses have been recently updated, whereas others may not have been updated in some time.
All courses have been updated twice a year including an update at the close of FY24. Most courses will require minimal updating but need to ensure research is current, data is current, and address any new VA priorities.
2
PWS for Deliverable 5.2, 5.3, 5.4
Can we expect VA faculty support on ALL courses? If not all, are there courses the client has specifically designated to include VA faculty support?
All courses have VA faculty support.
3
PWS for Deliverable 5.3.2
The Whole Health Coaching Certification Course is listed as up to 24 hours total. Our understanding is that to be eligible for NBC-HWC certification, the course content must be 75 hours (including self-study). Can you align these differences in number of hours?
The Whole Health Coaching Certification course is 24 hours per week for three weeks.
4
PWS for Deliverable 5.5.1
Is the Advanced Course for Mentors not included in this solicitation? Or is the intent to envelop it in one of the Advanced WH inter-professional programs?
The Advanced Course for Mentors is included under 5.5.1. It is an Advanced Whole Health interprofessional program.
5
PWS for Deliverable 5.3.4
Should management of the Taking Charge of My Life and Health course not be included in the proposal? Not the Facilitator course or Facilitator Train the Trainer course, but the core course?
Taking Charge of My Life and Health does not require updates or delivery by contractors.
6
General Requirements, p. 22
RFP “For every task, the contractor shall identify in writing all necessary subtasks (if any) and associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed work plan.” Can the Government confirm that this statement applies to orders issued against the issued requirements contract?
7
C.3 (Ordering), p. 32
Can the Government confirm if orders are intended to be FFP, T&M, or hybrid of both. Specifically, deliverables 5.9.1, 5.9.2, 5.9.3.
Fixed-price task order.
C.3 (Ordering), p. 32
Does the Government intend to request any orders at the time the requirements contract is awarded? For example, 5.1.1.2 kick off meeting.
Yes, Task order will immediately follow contract award.
8
General
Transition plan: Should bidders assume any transition from the incumbent contractor? E.g. Should bidders be prepared to deliver all training courses on day 1 after award?
The incumbent contractor is developing a transition plan. With VA faculty support, bidders will be expected to deliver 7 courses in Q1 of FY25. Only two courses—Orienting the Newly Hired Health and Wellness Coach and Taking Charge of My Life and Health facilitator training—require contractor faculty. It is strongly preferred for Orienting class to have certified coaches as faculty.
9
C.3 (Ordering), p. 32
Separate deliverables are listed for developing/updating training and for delivering training. This potentially places the contractor in a situation where they must deliver training that has not been updated and is not ready for delivery. Can the Government indicate if orders will be issued for training delivery without also issuing an order for the update of the same training? For example, is it possible that we would be asked to deliver Whole Health in Your Practice Primer (5.2.1.2) without first updating the same course (5.2.1.3)?
All courses have been updated and are ready for delivery. Bidders should be prepared to deliver courses they have not updated.
