About this file

This document is a set of questions and answers related to Solicitation No. 36C24524R0079 for VA Whole Health Education Services. The key details are:

The solicitation has a 10-page limit for the Technical Capability volume, which the offeror believes may be too restrictive given the amount of information required, such as a CPMP, demonstrating expertise in 11 areas, and a plan for an internal QCP. The government has clarified that the page count limit does not apply to materials such as key personnel CVs.

Regarding past performance, the solicitation requires 3-5 CPARS/past performance citations, as well as 3 individual past performance questionnaires, which do not count against the 5-page limit for the past performance volume.

The solicitation is being issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 5.

We have the following questions with respect to the above referenced solicitation.

1. Re: E.3 SUPPLEMENTAL INSTRUCTIONS TO OFFERORS (d) Technical Capability page 64 of 85, “(Volume must not exceed 10 pages, 12 font)”

Question:

The Technical Approach & Understanding requires a CPMP with the technical approach; demonstrating expertise/sound education principles and tools at least 11 areas; and a plan/approach to establish an internal QCP taking into account the criteria in the provided 8 page QASP. For Key Personnel, we need to provide experience and credentials along with documentation to demonstrate meeting key personnel requirements.

Yes, the Government is seeking key personnel documentation of experience and credentials to be included for verification. Note that some information—such as experience and credentials of key personnel—can be included in Curriculum Vitae’s (CV’Ss) that are not part of the page count.

It appears that an earlier solicitation for this work had a page count limitation of 75 pages.

Given the amount of information asked for, limiting the Technical Capability volume to 10 pages seems to make it very challenging for the government to make an informed evaluation.

We understand that reading and evaluating a stack of proposals is likely not the most fun of your work, but would it be inappropriate to significantly increase the page count?

1. PAST PERFORMANCE (e). 2. Past performance questionnaires page 65 of 85

Question 1:

Can we assume that the three, 4-page, individual past performance questionnaires submitted to previous assessors for past performance evaluations and ratings do not count towards the page count of this volume.

Correct, they are not included in the page count.

Question 2:

Are the three 3 individual past performance questionnaires submitted to previous assessors for past performance evaluations and ratings to be submitted with the response?

Past performance questionnaires should be submitted to Robert O’Keefe.

Question 3:

Please clarify, are you looking for 3 to 5 CPARS/Past Performance citations per number 1 in addition to the 3 individual past performance questionnaires within the 5-page limitation?

No, The past performance ratings do not count against the 5 page limit.
