Construction Statement of Work for Construct Perimeter Fence
Project Number: 631-17-006

1 Overview
1.1 General Intent
The Contractor provide professional services to include all labor, transportation, materials, apparatus, tools, equipment and permits necessary to in accordance with this construction scope of work.
All work must meet VHA, OSHA, EPA, and Mass DEP standards
1.2 Project Specific Scope of Work - Construct Perimeter Fence
After award, but prior to the start of any field work, the contractor shall contact Contracting Officer’s Representative (COR) to review proposed methods and plans for completion of work and to review infection control procedures, interim life safety procedures, above ceiling and wall penetration permits and hot permits. Field work may not commence until these plans have been approved as detailed below.
The project includes constructing a fence per the contract documents that establishes a secure perimeter for the Edward P. Boland VAMC campus. The project includes vehicular and personnel gates, architectural fencing, brick fence pillars, fence foundations, tree and brush removal and camera and gate controls.
-The clearing limits noted in the contract documents have been extended. Clearing limits for fencing to be 20 feet on each side of the fence. Any variance from the clearing limits to be approved in writing by the COR.
-All gates, vehicular or pedestrian, shall include mortise locksets. Lockset to meet specifications.
-Provide Superintendent per attached supplemental specification SUP-01 requirements.
-Provide UTV per attached supplemental specification SUP-02 requirements.
1.2.1 Sole-Source Services/Contractors

1.3 General Scope Items
The following is a list of general scope considerations:
1. Meet with VA Facilities staff, review existing drawings and estimates, and perform field work necessary to determine required materials and equipment.

2. When conflict exist between documents the order of precedence shall be specifications then drawings. Any conflicts shall be identified to the COR and be resolved using the RFI process to allow for proper documentation and correction as necessary.
3. For programming of fire alarm systems, coordinate with Northeast Integrated Systems - Tel.781-321-7777 Fax.781 322-6299 located at 17 Lincoln Street, Malden, MA 02148.
4. Comply with CCURE 9000 for security devices/systems
5. Permitting (external to VA):
a. City of Northampton permits, and waivers are the responsibility of the contractor. The contractor must be prepared to attend City of Northampton committee meetings as required.
b. All Massachusetts Department of Environmental Protection permits, and waivers are the responsibility of the contractor. This includes, but not limited to all environmental and hazardous material permits.
c. Contractor is required to notify Dig Safe and to secure an excavating permit from Engineering, or other applicable agency as designated by the Contracting Officer before proceeding with any exterior on-site excavating or digging. The Engineer must have a minimum of 72 hours’ notice from the Contractor prior to permit being secured or as applicable by Government agencies.
6. All field work shall be scheduled at least 72 hours in advance with VA Facilities Management.
7. The site shall be left clean of all construction debris and hazardous materials. At the end of each workday, the contractor shall clean up the work and storage areas and stack all materials in a manner approved by the Contracting Officer or his/her designated representative.
8. Upon completion of a project, the contractor shall ensure that all dirt, trash, and debris resulting from the construction operations are removed from the work area. Unless directed otherwise in the contract or by the Contracting Officer, disposal of debris shall be made at the contractor’s expense and shall be delivered to a state approved disposal site located off the VA grounds. Debris shall not be left in such a manner that wind or other weather conditions can cause the debris to be scattered outside the work area or inside the facilities via local foot traffic. The hauling and disposal of excess fill material including rock, gravel, sod, broken concrete or asphalt, plaster, etc., shall be the responsibility of the contractor. Disposal shall be in accordance with applicable state and local regulations.
9. Coordinate with VA CWM HCS GEMS coordinator Rob Michalik at 413-584-4040 x 2330 for the signing of the waste manifests.
10. Design and installation to meet latest edition of the NEC, NFPA, and all applicable building codes.
11. Submit product data and shop drawings for all materials prior to installation. Submittals and shop drawings shall be approved by COR in accordance with the contract documents.
12. All work shall be performed in accordance with Massachusetts DLS regulations and OSHA codes.
13. Contractor shall submit for approval a submittal register within 30 calendar days of the NTP of the project.

1.4 Site Access and Management Requirements
The contractor shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the project.
The contractor must have the following additional requirements before working on site:
1. Contractor badge must be obtained and visibly worn by contractor or representative at all times while on campus
2. Negative TB Test, within the past calendar year
3. Clear Face Shield or Safety Glasses in patient care areas
4. Annual influenza shot is required to perform work on campus.
5. Covid-19 Requirements (subject to frequent change):
a. Approved surgical or 2-layer cloth mask with no vent. Must be replaced when damaged or soiled
b. Pre and weekly negative COVID test while working in patient care areas (test available onsite free of charge to contractor)
c. Daily visit at check-in station for COVID and temperature screening
d. Staff experiencing any symptoms of illness will refrain from any on-site work until asymptomatic
e. Temperature checks are currently performed at Liberty Building 1. If at any time an employee of the A/E firm is found in deficiency of the listed a stop work order will be issued for safety of the campus.
These requirements are applicable to all contractor employees and subcontractors working in and around campus building unless stated otherwise by COR. The contractor is ultimately responsible for the behavior of employees and subcontractors.
Questions or concerns may be addressed by the COR.

2 Submittals
Submittals may be sent after the notice to proceed (NTP) is received by the contractor.
The contractor shall provide the following submittals as soon as they are available or by the required date(s) communicated by the COR:
• All submittal items listed in the contract documents.
• Certification from the Contractor/Installer that the system(s) specified meets all applicable codes as well as manufacturer, designer, and insurance requirements as required by the Government.
• Safety Data Sheets (SDS)
• Operation and Maintenance Manuals for new equipment
• As-built drawings
• Coordination Drawing Checklist
3 Proposed Schedule
All on-site work (including cleanup) shall take place during the following times, unless otherwise approved by the COR:
07:00-16:30h Monday through Friday
Off-hour work for activities impacting normal operations or scheduling conflicts are generally 17:00- 06:00 Monday- Friday and anytime Saturday and Sunday.
Holidays excepted unless other times are arranged in advance and approved in writing by the Project
COR.
The period of performance for this project is 315 calendar days; the first 45 calendar days shall be utilized for administrative time to complete preconstruction submissions and other preparation prior to the start of construction. The remaining work shall be completed with the remaining period of performance of 270 calendar days.
Project Coordination
The following tasks are anticipated to have significant campus impact or conflicts and may require special consideration and coordination to ensure satisfactory completion:
1. Construction of gate on main road into campus
2. Any utility outage or road closure
3. Significant material deliveries
4. Others as determined by COR and contractor

4 Warranties
See FAR clause 52.246-21.
5 Work Location and Restrictions
The work site location is at the Edward P. Boland Campus- VA Central Western Massachusetts Healthcare System. The contract work is intended to be limited to VAMC CWM, 421 North Main Street, Leeds, MA 01053-Perimeter of Campus.
When the contractor’s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the COR.
5.1 Project Safety
Contractor shall comply with the Contractor Safety Manual of the site and other applicable standards as noted in the sections 1 and Error! Reference source not found. and their subsections.
FAR Clause 52.236-13 subparagraph (f) is invoked:
5.2 Interim Life Safety Protection Measures
Contractor shall participate with the VA in the preparation of an interim life safety measures and fire protection Plan that will be implemented during construction of this project. At a minimum, contractor shall comply with the following requirements of an interim life safety measures and fire protection plan:
• Ensure exits provide free and unobstructed egress for all building occupants. If required by contractor’s operations, establish and mark alternate means of egress for all building occupants.
• Contractor shall maintain escape facilities from the work area for construction workers at all times. Means of egress in construction areas will be inspected daily.
• Ensure free and unobstructed access to all areas of the project site for emergency services and for emergency forces.

• Ensure that means of egress and existing fire alarm, detection, and suppression systems are not impaired by contractor’s operations.
• Do not impair means of egress, automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections.
Provide fire watch in accordance with NFPA standards for impairments. Request approval of impairments from the COR in writing a minimum of 72 hours in advance.
• When required, a fire watch shall be by a qualified person provided by the contractor who shall maintain constant observation of the affected area and have no other duties. The person providing the fire watch shall be trained in fire prevention and in the use of fire extinguishers, occupant hose lines, occupant fire protection system, in sounding the building fire alarm and in notifying the local fire department, and in understanding the particular fire safety situation for the project.
• Provide written procedures and guidelines for construction personnel and post in the immediate areas of construction detailing what to do and who to call in the event of fire or emergency.
• Maintain the construction area to minimize the potential for fire or safety hazards resulting from storage of construction material, construction waste and debris during construction operations.
• All temporary construction shall be built of noncombustible/fire retardant materials and shall be smoke tight.
Contractor shall comply with the requirements and ensure efforts to prevent false fire alarms.
5.3 Parking
Parking is rigidly controlled throughout the Medical Center. Contractor parking is only allowed in designated areas (subject to change). Parking in designated patient parking areas is strictly prohibited.
Parking on grass is also prohibited. Parking for equipment necessary to perform the work will be authorized in advance of starting the project. Parking passes will be issued by the COR.
5.4 Storage of Equipment and Materials
Security of material storage areas on the job site shall be the responsibility of the contractor. The area shall be kept neat and orderly and free of debris.
The contractor shall arrange with the COR for allocation of required workspace and for the storage of equipment and material to be used for this project. Storage space is very limited. There are no exclusive areas within the campus that can be given to the contractor for their storage needs. The Contractor should schedule delivery of materials to limit the amount of storage space and time. The warehouse CANNOT accept or store deliveries.
5.5 Debris Removal
The site shall be left clean of all construction debris and hazardous materials. At the end of each workday, the contractor shall clean up the work and storage areas and stack all materials in a manner approved by the Contracting Officer or his/her designated representative.

5.6 Site Utilities
The Contractor/Installer should note this scope of work does not detail all existing structures, utilities, or components that may potentially interfere with the contract work required. The contractor shall note any obstruction, utility, or condition that may hinder or interfere with the execution of this contract and the contractor shall make provisions in their contract price to resolve such interferences and other conditions that may hinder the proper completion of the work. All proposed utility relocations, reallocations, and shutdowns shall be approved by the COR prior to commencing such work. The contractor shall verify all existing utility installations and take appropriate action prior to working around any potential utility installation.
In the event a shutdown, restriction, or interruption of any utility services is required, a written request must be submitted (at least 14 calendar days in advance) and approved by the VA COR. All utility shutdowns must be reviewed and approved by the VA.
6 Material and Workmanship Quality
All materials and workmanship shall comply with all codes, standards, and requirements of all Authorities Having Jurisdiction (AHJ). All work shall be done in accordance with contract terms and conditions and in a professional manner according to the best trade practices and to the satisfaction of the COR. This includes work performed by subcontractors.
7 Contractor Staff and Employees
Prior to commencing on-site construction, the contractor shall provide the Contracting Officer with a telephone number and FAX number at which the contractor or his/her representative may be contacted at any time during regular working hours and an emergency number at which the contractor may be contacted in situations requiring immediate attention.
8 Scheduling of Pre-Final and Final Inspections
Notification for Pre-final. The Contractor and the Government will jointly conduct a pre-final inspection prior to any final inspection. Request for the pre-final shall be made in writing to the COR at least 5 days prior to the desired date.

Pre-final Inspection. Discrepancies noted will be furnished by the Government inspector to the Contracting Officer. The COR is responsible for furnishing a complete punch list, in writing, to the Contractor. Items noted on the punch list will be completed prior to scheduling a final inspection. As-builts, real property data, warranties, manuals, etc., may be turned-in at time of final inspection.
Notification for Final Inspection. When the Contractor is ready for final inspection, he shall request so in writing to the Contracting Officer or his duly authorized representative at least 5 days prior to the desired date.
9 Keys The Contractor shall be responsible for any Government-owned keys that have been issued to him for access to facilities or areas pertinent to this contract.
Upon completion of the work in an area, or upon request of the Contracting Officer, the key or keys relevant to the area shall be returned immediately. Keys shall be returned prior to final task order payments.
Should the Contractor Lose a Key: The Contractor shall notify the Contracting Officer, immediately and in writing, but not later than one (1) working day after he is aware of the loss. Should the key not be found before final acceptance, the final contract payment shall be reduced by the replacement cost for each key not returned and, if required by the Contracting Officer, any re-keying costs and cost of any other damages suffered by the Government.
10 Progress Meetings A weekly meeting may be held between the Contractor, COR and Contracting Officer, if necessary, to discuss work progress, problems and potential change orders. Contractors shall attend these meetings at no additional cost to the Government and shall be responsible for publishing minutes for each meeting.
Prior to specific work elements of a project, the contractor shall confer with the COR and agree on a sequence of procedures and means of access to premise and buildings; space for storage of materials and equipment; delivery of materials and use of approaches, use of corridors, stairways and similar means of passage.
A three-week look ahead schedule shall be provided at a higher level of detail than the overall project schedule and reviewed in each progress meeting.
