1. Are bid bonds required?
Yes, per the instructions in Section L of the Invitation for Bids (IFB) and per FAR 52.228-1 Bid Guarantee in the IFB.
2. Is a technical section required or is price the only bid factor?
This is a sealed bid, price is the only bid factor.
3. There is a site symbol on several drawings that is a hatched area and it runs along the fence line. The symbol is defined as, “ CLEAR ZONE (AREA SHALL BE CLEAR OF ANY MATERIALS).” Does this mean we will need to remove any / all trees, shrubs and plantings from this area? There are several large trees in this zone. Please advise if our price is to include removal of all of them.
The CLEAR ZONE shall be clear of all trees, shrubs, and tall grass unless otherwise directed by the VA in writing. Utilities, structures, and equipment within the clear zone shall remain.
4. The statement of bid items provided in the specifications shows a base bid (phase 1) and one alternate (phase 2) each with a duration of 90 days. This conflicts with information given in the solicitation. Please clarify.
Disregard Section 01 00 00 Paragraph 1.3. This phasing is not required.
5. On drawing sheet CS106 Existing Features and Demolition Plan E, there is a note stating "pipe exposed with no cover (to be replaced)". Is that note part of this contract? If so, how much of the pipe needs to be replaced?
Assuming that these are the notes referenced on CS106, the storm sewer pipe downslope of the parking lot behind Building 12 is outside of the limit of work for this Perimeter Fence project and is not a part of this project.
6. On drawing sheet CS102, a note says “remove fence (approx. 16 LF) not part of this contract”. Other drawing sheets say to remove approximately 110 LF and 2816 LF of existing fence. Please confirm quantity of existing fence to be removed.
The VA will not confirm the quantity of fence to removed. Bidders are advised to carefully review the contract documents and bid accordingly. The design intent is to remove existing fence where the new fence will replace it. The 16 LF of fence on CS102 is outside the limits of work for this Perimeter Fence project and is not a part of this project. On CS104, there is approximately 26 LF of fence to be removed near station 29+00. On CS107, there is approximately 110 LF of fence to be removed near station 41+50. There is approximately 2,816 LF of fence to be removed between approximate station 40+00 and approximate station 66+16.
7. Will mow strips be required underneath the new security fence?
Mow Strips are not included in the contract
8. What are the requirements for silt fencing?
The Contractor shall implement the appropriate sedimentation control measures in accordance with Specifications Section 01 57 19. Erosion and Sedimentation Plans are provided in the bid documents. Additional controls may be required based on site conditions during construction. Sediment shall not be allowed to escape the work areas.
Controls will have to be maintained until stabilization is established.
9. Could you please confirm that we are to present our pricing as a single lump sum in block 17 of the SF1442, and that there is no bid form for us to fill out?
Present pricing in a single lump sum in Block 17 of the SF1442.
10. The Tymetal Gate specified on CS141-3 has a rating of M50P1.(stops a 1500LB vehicle @ 50MPH) However, spec 34 75 13.13-4 on page 4 indicates they want a barrier gate To (stop a 4000lb vehicle @ 30MPH).
Due to the distance from Main Street to the proposed location of the anti-ram gate, the higher rating gate was chosen. The correct gate is shown on CS141 (TCG-12). The gate shall meet ASTM F2656 M50 rating with P1 penetration.
11. Any info on the Type of Brick? MFG, Color, Style, Etc. Are we to match the existing buildings?
Brick shall generally match that of the existing buildings. Samples shall be submitted and approved prior to ordering material
12. Please provide a detail on the through Wall Flashing for the brick pillar.
A revised sheet CS141 has been included with a revised brick pillar detail.
13. Please confirm if taxes should be carried in proposals?
Taxes should not be carried in bids. A tax-exempt form will be issued upon award.
14. Please confirm if any state, local, and/or Federal permits will be required on this project?
The VA has applied for the Mass. DEP stormwater permit. All other permits required are the responsibility of the contractor.
15. Please confirm if there are any known hazardous materials?
The work area has not been tested for Hazardous Materials. Should Hazardous materials be discovered the VA shall be notified immediately, then a course of action will be determined.
16. Suppliers are stating that they cannot forecast 120 days out from submission for pricing on materials. Please confirm how to proceed with pricing?
The pricing shall be held for 120 calendar days. Per Block 13d. of the SF1442 “Offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.
17. Drawing CS115 shows a double swing gate and to be installed per detail 8/CS142. Detail 8/CS142 is for a cantilever gate. Please confirm which type of gate is to be installed at this location?
All vehicular gates shall be cantilever gates due to the mortis lock requirement. Refer to Details 8 and 9 on Sheet CS142
18. Drawing CS141/Detail 2 shows one side of the column to be 16" wide finish to finish.
Please confirm the other face of the column will be 24" finish to finish?
Masonry columns shall be 16” x 16” (16” square pillar).
19. Drawing CS143/Ductbank Detail shows 3" of concrete cover. Please confirm contractors are to install 3" of concrete at the bottom of the trenches for security & Electrical conduits?
Per Specification Section 26 05 41.3.3.8, spacers shall be installed to maintain the duct assembly a minimum of 3 inches above the bottom of the trench during the concrete pour.
20. Can the government provide a detail for the light/camera pole bases?
A pole foundation detail has been included with the response.
21. Will any grounding of the new fence be required? If so, please provide details and or specifications?
There is no requirement for grounding the fence unless otherwise specified per Division 26, NEC, and/or manufacturer recommendations (for example around the gate and gate controller).
22. Can the Superintendent be the SSHO & QC or do contractors need to carry another person to be the QC/SSHO?
Sections 01 45 00 Quality Control and SUP-001 has been added for clarification. The Superintendent may perform the roles of Superintendent, QC manager, and SSHO provided that the Superintendent meets the requirements for all three roles and performs all three roles effectively.
23. I do not see a pricing sheet in the RFP documents, although the instruction on page 71 says: “The Bidder shall complete the pricing schedule located on page 5 of the solicitation.” Another instruction about pricing says: “The Bidder shall submit separate prices for all items (if Applicable) indicated in Block 17.” Will you be issuing a separate pricing sheet?
A separate pricing sheet will not be issued. Present pricing in a single lump sum in Block 17 of the SF1442.
