Statement of Work

Chicago Jesse Brown VA Medical Center air handling unit, AH-2, services the sterile processing service (SPS) area. AH-2 is near its useful life and does not fulfill the dehumidification requirements in the SPS area because of the campus utility’s (chilled water, steam system) shortage, hence, VA prefers to replace the existing AH-2.

The primary role of the mechanical discipline for this project is to perform the design of the above tasks that meet the SPS HVAC requirements of applied codes and VA HVAC design manuals.

Design Conditions

1. Outside Air Temperatures:

a. The VA HVAC Design Guide lists temperatures for Chicago, Illinois. as follows:

i. Summer (0.4%): 91.4 Deg. F. DB; 74.3 Deg. F. WB.

ii. Winter (99.6%): -1.5 Deg. F.

Existing

The existing AH-2, which is in the mechanical room on the third floor, services the SPS and

SPD area. AH-2 is a 100% outside air unit with a VFD supply fan, a chilled-water cooling coil, a hot water heating coil, a steam humidifier, and a running glycol water heat recovery coil.

Design Concept

• Replace the existing AH-2 with a new unit to meet the SPS dehumidifying requirements.

The new air handling unit shall be 100% outside air, with a VFD supply fan, a chilled water cooling coil, a DX cooling coil, a heat pipe reheat coil, a hot water pre-heating coil, an electrical humidifier, a running glycol water heat recovery coil, the MERV 7 and 11 pre-filters and the MERV 14 final filters. The air-cooled condensing unit will be located outside of the mechanical room on the roof.

• the existing AH-2 shall remain in service during the installation of the new AHU.

Connection of the new AHU to the existing duct distribution system shall be made on weekends or at night.

• As required by the VA, terminal units of TU-2-1-3, TU-2-1-4, TU-2-1-5, TU-2-1-6, TU-2-

1-7, and TU-2-1-16 will be removed from the AHU-2 HVAC system and reconnected to the AHU-3 HVAC system.

• An instrument air compressor and its associated distribution piping system will be added to the VA-provided cabinets.

• A new PPE room is added to the SPS, the HVAC design of this PPE room will follow the requirements in the VA HVAC design manual-20240301, see below.

New work

1. Mechanical calculation.

2. Coordinate with the manufacturer for the customized new AHU.

3. Install the new AHU.

4. Connect the new AHU to the existing building HVAC duct distribution system and the existing building hot water system on weekends or at night.

5. Shift the 6 terminal units from the AHU-2 HVAC system to AHU-3 HVAC system.

Demolition work

1. Disconnect the existing AH-2 from the existing building HVAC duct distribution system and other utility systems.

2. Remove the existing AH-2.

3. Remove the existing ductwork servicing the new PPE room.

INTRODUCTION

Project Description

Chicago Jesse Brown VA Medical Center air handling unit, AH-2, services the sterile processing service (SPS) area. AH-2 is near its useful life and does not fulfill the dehumidification requirements in the SPS area because of the campus utility’s (chilled water, steam system) shortage, hence, VA prefers to replace the existing AH-2.

Basis of Estimate The estimate has been prepared using the following information:

ASSUMPTIONS / QUALIFICATIONS

Construction Schedule A construction duration of twelve (12) months has been used for the costs for General Conditions. All work is assumed to be during regular business hours.

Method of Procurement The estimate is based on traditional Design-Bid-Build procurement competitively bid with a minimum of three (3) qualified SDVOSB General Contractors and a minimum of three (3) qualified subcontractors for major trades required for the project.

Basis for Quantities Wherever possible, this estimate has been based upon the actual measurement of different work items. For the remaining items, parametric measurements were used in conjunction with references from similar projects.

Basis for Unit Costs Unit costs are based on current bid prices in the Chicago, IL area. All subcontractors' overhead and profit are included in each line-item unit cost. This overhead and profit cover each subcontractor’s cost for labor burden, materials and equipment sales taxes, field overhead, home office overhead, and profit. The general contractor’s overhead and profit is shown separately in the Summary.

Sources for Pricing This estimate was prepared by qualified cost estimators experienced in estimating construction costs at all design stages. Pricing data to reflect current conditions in the Chicago, IL area. Some quotes may have been solicited from outside sources to substantiate in-house pricing data.

Design Allowances An allowance for undeveloped design details has been included in the summary of this estimate.

Escalation Allowance All labor and material prices herein are reflective of current prices. According to the VA Manual for Cost Estimates, two separate escalations are included on the summary level to take through the mid-point of construction.

Escalation from the date of the estimate to Contract Award assuming the Contract Award is nine (9) months from the date of 100% Sealed Bid Documents using a rate of 8.00% per annum for an escalation of 6.00%.

Escalation from the date of Contract Award to the mid-point of construction is based upon one-half of the estimated construction duration using a rate of 8.00% per annum for an escalation of 4.00%.

Estimated Start date: March 16, 2025 Midpoint of Construction: November 11, 2025 Estimated Completion date: March 15, 2026

• Modifications or changes to the scope of work.

• Unforeseen concealed conditions.

• Any specified equipment, material, or product item that cannot be obtained from at least three different sources.

• Any other non-competitive bid situations.

• Bids delayed beyond the projected schedule.

Statement of Probable Cost This opinion of the probable construction cost is based on the experience, qualifications, and best judgment of an estimator familiar with the construction industry.

All indices the Confindex tracks rose between Q4 2023 and Q1 2024. The overall Confindex is up 13.5% this quarter to a 109 rating. The largest increase was in the “business conditions” index, which jumped 25.3% to a 109 rating. The “financial conditions” and “current conditions” indices saw more modest gains, up 5.8% to 109 and 7.3% to 103 respectively.

Confindex respondents report a surging short-term optimism. “The order of magnitude seems really significant,” says Neil Shah, CFMA CEO and president. The “year ahead outlook” index increased 20.8% to a 116 rating—its highest reading since Q4 2021. CICI survey respondents appear to be moving in the same positive direction. The number of respondents who see a declining market 3-6 months from now (19.5%) is nearly halved from the

Q4 2023 reading (38.9%). Nearly 40% of firms see an improving market 12-18 months from now, up from 28%.

The Midwest Region currently has a March 2024 AIA billing index of 45.2. A value above 50 indicates an increase in construction. With a value of 45.2, this shows an decrease of 5.6 from February 2024 which had a billing index of 50.8. Over the past year, institutional projects (49.9) have seen stronger billings than that of the commerial/industrial (42.9) and residential (44.2) sectors which is showing a incease/decrease in billings (from March 2023 to

March 2024).
