About this file

This document is a sole source justification for a construction project at the Tomah VA Medical Center. The project aims to mitigate Legionella in the water system by installing a SANIWARE SMS+ water monitoring panel from SANIPUR to monitor water quality parameters such as conductivity, pH, chlorine levels, temperature and pressure. This will interface with the facility's existing building automation system to ensure compliance with VHA Directive 1061 for water hygiene. Only the SANIWARE SMS+ panel will meet requirements since it has proven effective at the facility for monitoring the full range of necessary inputs, and uses the same system as already installed in other buildings for ease of maintenance and operations. The contracting office is the VA Medical Center in Tomah, Wisconsin, and the solicitation number for the related construction project is 36C25224B0004 to fix Legionella deficiencies.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The SaniWare Water Hygiene Monitor is a multi-parametric panel and Data Log for VHA 1061 Water Hygiene Compliance and integrates advanced sensing, instrumentation, fluid handling, and data communications technologies to bring you the most sophisticated water hygiene monitoring in the marketplace.

The SaniWare can monitor the complete range of direct sensor inputs: conductivity, pH, oxidant level (ORP, Free or Total chlorine), temperature and pressure. The panel provides VHA Directive 1061 compliance for water quality monitoring and will interface with any BAS.

The system will use a SANIWARE SMS + by SANIPUR water panel that will monitor and communicate to the EXZISTING building automation system.

The Tomah VA has the SMS + by SANIPUR water panel in multiple buildings and has proven the system works.

Using the same system will reduce maintanining multiple parts for maintenance.

Eliminate the need for multiple programming to the building automation system.

Shops personnel are familiar with the use and maintenance of these devices.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

Ballpark costs of others. A market research document was therifor not provided. Devices and the standardization of equimpment also reduces our overhead stock cost.
