About this file

This is Addendum No. 2 to a Request for Proposal issued by the Minnesota Office of State Procurement for snow removal and ice control services at two state facilities: the Bureau of Criminal Apprehensions (BCA) Mankato facility and the Minnesota State Emergency Operations Center (MSEOC) Blaine facility. The addendum revises the proposal due date from August 12, 2026 at 3:00 PM CST to August 19, 2026 at 3:00 PM CST. Responders may submit proposals for either one or both locations and are strongly encouraged to provide pricing for all line items. A mandatory virtual pre-proposal meeting was held on July 15, 2026, with mandatory site visits scheduled for Blaine on July 22, 2026 at 8:30 AM CST and Mankato on July 28, 2026 at 9:00 AM CST, requiring advance registration. The contract term runs from October 1, 2026 through September 30, 2028, with an option to extend for up to an additional 36 months in State-determined increments. Services must begin upon 1 inch of snowfall accumulation and include sidewalk servicing followed by parking lot snow removal and deicing/salting operations unless directed otherwise in writing by the State.

The estimated annual contract value is $100,000 to $125,000, which the State clarifies represents neither a minimum nor maximum obligation, with all quantities serving as estimates only. Responders must submit Exhibit D: Price Schedule Version 2, using the snowfall accumulation trigger and pricing parameters outlined in the updated schedule. Snow removal services are billed as a single event and must be performed only once per 24-hour period unless the Agency Authorized Representative issues written authorization for additional services. Will Call services—including returning to site for additional snow removal, relocating snow, or hauling snow offsite—are priced separately on a per-occurrence basis. The State has indicated no historical service data is available for either location as both facilities are newly established. Responders may take exceptions to the State's proposed contract terms, though the State reserves the right to reject, negotiate, or accept such exceptions. The contract prohibits subcontracting in whole or in part, and responders are encouraged to apply under the State's Small Business Procurement Program with available preference points for targeted groups, economically disadvantaged businesses, and veteran-owned enterprises.

SCOPE OF ADDENDUM

This addendum containing the following revisions, additions, deletions, or clarifications is hereby made part of the Solicitation, including the Sample Contract and Exhibits if applicable.

The purpose of this addendum is to revise the due date and time of the Solicitation, clarify specifications and respond to questions received by the deadline stated in the Solicitation.

Responders acknowledge receipt of this addendum by responding to SWIFT Event No. 2000018317, Version 1 (or more recent version) by the solicitation due date and time.

Except as modified by this addendum, all the terms and conditions remain in full force and effect.

ADDENDUM

I. Below are the State’s responses to questions received by the deadline stated in the solicitation.

Q1. Can a Responder submit a response for only one location (Blaine or Mankato), or is pricing required for both locations?

A1. Yes, a Responder may submit for only (1) one location. As stated within Attachment C: Cost Detail, “Responders are strongly encouraged to provide a price for all line items”.

Q2. Please clarify the snowfall accumulation trigger. Exhibit C: Specifications, Duties, and Scope of Work within the Sample Contract and Exhibits references snow removal beginning at 1 inch, while the Exhibit D: Price Schedule appears to reference 2 inches for Tier 1 pricing. Which trigger should be used for pricing and service?

A2. See Exhibit D: Price Schedule Version 2 which was updated in Addendum No. 1. Responders must submit the Exhibit D: Price Schedule Version 2.

Q3. If snowfall accumulation is below the designated snow removal trigger, is the contractor expected to automatically perform deicing/salting services when conditions warrant?

A3. Yes. If the snow fall accumulation is under 1”, the trigger for deicing/salting services must be performed.

See Section 3.4 Ice Prevention/Management Process, Exhibit C: Specifications, Duties, and Scope of Work within the Sample Contract and Exhibits for additional details.

Q4. If snowfall accumulates to just under the designated trigger (for example, 1.75 inches), may the contractor perform snow removal to maintain safe conditions? Or, should the contractor only perform deicing/salting?

A4. No. See Answer to Question 3 herein.

Q5. For a standard snow event, should the contractor plow first and then perform a separate salt application when conditions warrant? If so, how should these services be billed under the Price Schedule?

A5. Yes. The Contractor must service the sidewalks first, followed by snow removal of parking lots, and the deicing/salting of parking lots unless otherwise stated by the state in writing. These services must be billed as one snow removal event and one deicing/salting event. Safe Salt certification provides parameters for salt application that must be adhered to.

Q6. Is deicing/salting at the contractor's discretion, based on site conditions and weather, to maintain safe surfaces, or does each application require authorization from the State?

Q7. Triggers are noted under Exhibit C: Specifications, Duties, and Scope of Work, Section 3.4. Ice Prevention/Management Process. Safe Salt certification provides parameters for salt application that must be adhered to.

Q8. Are more detailed site drawings or electronic (CAD/PDF) plans available for the facilities, particularly the Mankato location?

A6. Yes. Refer to the map for the Mankato location, Mankato Map Version 2 which is incorporated as part of Exhibit E: Facility Maps within the Sample Contract and Exhibits.

Q9. Can the State provide approximate square footage for the parking lots and drive lanes to be maintained at each location?

A7. Yes, square footage is included in Blaine Map Version 2 and Mankato Map Version 2 as part of Exhibit E:

Facility Maps.

Q10. Can the State provide approximate square footage for the sidewalks and pedestrian areas to be maintained at each location?

A8. Refer to question and answer number (8) eight.

Q11. Section 5 of the RFP references Preference Points (if applicable). Will any preference points be applied to this solicitation? If so, what preferences are available and how are they awarded?

A9. Section 6. Unenforceable Terms and Solicitation Terms within the RFP document provides a detailed explanation as clause 11. Targeted Group, Economically Disadvantaged, Veteran-Owned and Individual Preference.

Q12. In Exhibit D: Pricing, what services are intended to be priced under the Will Call – Per Occurrence – On Demand line items? Could the State provide examples of when these line items would be used instead of the standard accumulation-based services?

A10. The following are examples of Will Call services; these are illustrative only, and additional services may be requested as needed.

a. Returning to site for additional snow removal.

b. Relocating snow from one area of the property to another.

c. Removing snow from the property and hauling it off site.

Q13. Section 6. Unenforceable Terms and Solicitation Terms of the RFP document states that joint ventures among groups of responders are permitted, while the Sample Contract states that the Contract may not be subcontracted in whole or in part. Please clarify whether multiple firms may jointly perform the work as a joint venture or other teaming arrangement, and whether the awarded contractor may utilize affiliated companies, owner-operators, or subcontractors to perform services under the Contract.

A11. Although Section 6. Unenforceable Terms and Solicitation Terms of the RFP references joint ventures in responding to the RFP, this language may not apply to the resulting Contract. As stated within Section

11. Subcontracting within Exhibit A: Contract Terms of the Sample Contract and Exhibits, “This Contract may not be subcontracted in whole or in part.” Responders may take an exception to the State’s proposed terms and conditions on the Attachment B: Exceptions to the State’s Terms and Conditions within the RFP Attachments document. As stated in Attachment B, “the State reserves the right to reject, negotiate, or accept any exception listed to the State’s terms and conditions.”

Q14. Can the State provide historical service information for each location, including the approximate number of plowing events, salting events, snow hauling events, and annual expenditures for the past three to five winter seasons?

A12. No. Both locations are newly established; therefore, the State does not have historical service data available for plowing events, salting events, snow hauling events, or annual snow maintenance expenditures.

Q15. The Sample Contract states that snow removal shall occur only once per 24-hour period unless otherwise authorized. If snowfall continues after the initial service or exceeds the accumulation threshold again within the same 24-hour period, should the contractor continue providing snow removal as needed to maintain safe conditions, or wait for authorization from the State?

A13. If additional snow removal is required withing the same 24-hour period, the Agency Authorized Representative will issue a request for additional services in writing. Contractors must wait for authorization before performing any additional snow removal beyond the initial service.
