About this file
This is a facility map document supporting a formal Request for Proposal (RFP) issued by the State of Minnesota Office of State Procurement for snow removal and ice control services at two state facilities: the Bureau of Criminal Apprehensions (BCA) Mankato facility located at 2350 Basset Drive, Mankato, MN 56001, and the Minnesota State Emergency Operations Center (MSEOC) Blaine facility located at 3925 Pheasant Ridge Drive NE, Blaine, MN 55449. Services are to be provided on an as-needed basis in accordance with specifications outlined in Exhibit C. Proposals are due August 12, 2026, through the SWIFT Supplier Portal. A mandatory virtual pre-proposal meeting is scheduled for July 15, 2026, from 1:30–2:30 PM CST, with mandatory site visits required at the Blaine facility on July 22, 2026, at 8:30 AM CST and at the Mankato facility on July 28, 2026, at 9:00 AM CST. Advance registration is required for all meetings and site visits. The contract term runs from October 1, 2026, through September 30, 2028, with an option to extend for up to an additional 36 months in State-determined increments.
The estimated annual contract value is $100,000 to $125,000; however, the State clarifies that this figure represents neither a minimum nor maximum obligation, and all quantities are estimates only. Responders must submit all required documentation including Attachment A (Responder Declarations), Attachment B (Exceptions to State Terms and Conditions), Attachment D (Workforce and Equal Pay Declaration), Attachment E (Additional Information), Attachment F (Vendor Capabilities), and Exhibit D (Price Schedule), along with sample transaction documents. The RFP is open to small businesses and disadvantaged businesses under the State's Small Business Procurement Program. Questions must be submitted to Kara Ramm at kara.ramm@state.mn.us by 3:00 PM Central Time on August 1, 2026. All responses must be submitted electronically; fax and non-electronic submissions will not be accepted, and late responses will not be considered.
