Goddard Space Flight Center (GSFC) Range Operations Contract II (ROCII)
5 Business Administration – Level III
Scope: Responsible for the business management, contracts management and financial reporting and analysis and ensures compliance with the contract and all applicable U.S. laws and regulations.
Responsibilities: His/her duties may include: Assists in development and maintenance of operating plan, performs cost and schedule analysis including performance against operating plan, forecasting, budgeting and subcontractor performance Analysis and Trends; maintains overall system configuration control over business databases; Service Orders, and both and Government charge numbers, Operating Plan estimates, past and projected quarterly sales revenues, verifies timecard data integrity; analyzes budgeting data on a monthly basis; prepares financial analysis for reviews; works with corporate accounting and Subcontractor’s accounting staff to resolve and provide solutions for financial and accounting issues regarding the contractor’s accounting system, and Vendor Invoicing, and task to charge reconciliation. Initiates and manages Purchase Orders; develops cost estimates for complex elements of contracts and proposals; purchases a wide variety of supplies and services that are complex in nature;
creates special reports for Program Manager and Customer for management guidance as needed; manages export/import compliance; interacts with Government management personnel on a regular basis.
For contracts management, responsible for management and administration of company contracts including overseeing task order proposal preparation and contract negotiation. Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, company and customer objectives. Provides expertise in identifying potential contractual problems or conflicts and analyzing impact/ramifications. Prepares and disseminates information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination. Advises management of contractual rights and obligations and provides interpretation of terms and conditions.
Education and Experience: Bachelors of Arts or Bachelors of Science preferably with a major in finance, accounting, economics, business management, law or a related field and ten years of related experience, five of which is in a supervisory capacity is required (A Masters in finance, accounting, economics, business management or a related field may be substituted for thee years of experience).
6 Computer Systems Engineer
Scope: Plans and controls the sustainability of computing resources.
Responsibilities: His/her duties may include: Obsolescence analysis, trade studies, systems evaluation of special purpose computers and peripherals, work stations, and Local Area Networks, software operating systems, software development tools and packages; requirements development; coordination of maintenance and upgrades to the computer hardware and software systems.
Education and Experience: A Bachelor of Science degree in electrical engineering, software engineering, computer engineering, or computer science is required. Five years of computer systems experience in a complex hardware/software environment with multiple computer systems and operating systems, and must have knowledge of software engineering principles.
7 Configuration Management Specialist - Level I
Scope: Provides junior-level configuration management and data management support to IDIQ tasks.
Responsibilities: His/her duties may include: preparation of Configuration Change Requests (CCR), prepares CCR package, collects review comments, tracks CCR action items, coordinates CCB meetings;
identifies and collects data associated with the configuration management system and maintains the database; monitors the configuration management systems and perform audits to ensure contract compliance; coordinates, records and documents activities of the configuration Control Board (CCB); tracks CCRs; supports the administration of task requirements, configuration change control and configuration management as required. Perform routine configuration management tasks as required under minimal supervision Education and Experience: A Bachelor degree is required. In lieu of formal education, four years of configuration management experience is allowable (an Associates Degree may substitute for 2 years of experience).
8 Configuration Management Specialist - Level II
Scope: Provides intermediate-level configuration management and data management support to IDIQ tasks.
Responsibilities: His/her duties may include: preparation of Configuration Change Requests (CCR), prepares CCR package, collects review comments, tracks CCR action items, coordinates CCB meetings;
Identifies and collects data associated with the configuration management system and maintains the database; monitors the configuration management systems and perform audits to ensure contract compliance; coordinates, records and documents activities of the Configuration Control Board (CCB); tracks CCRs; supports the administration of task requirements, configuration change control and configuration management as required Education and Experience: A Bachelor degree and 3 years of configuration management experience is required.
9 Configuration Management Specialist - Level III
Scope: Provides senior-level configuration management and data management support to IDIQ tasks.
Responsibilities: His/her duties may include: Provides expert knowledge of required compliance documentation including AS9100 and CMMI level 2, or greater; reviews, evaluates, recommends and implements new technology/enhancements to the configuration management system; prepares Configuration Change Requests (CCR), prepares CCR package, collects review comments, tracks CCR action items, coordinates CCB meetings; identifies and collects data associated with the configuration management system and maintains the database; monitors contractor’s configuration management systems and perform audits to ensure contract compliance; coordinates, records and documents activities of the Configuration Control Board (CCB); tracks CCRs; supports the administration of task requirements, configuration change control and configuration management as required; ensures personnel have appropriate training; provides direction and discipline to employees and is responsible for the evaluation of personnel performance.
Education and Experience: A Bachelor degree and 5 years of configuration management experience, including experience in coordinating and directing the work of peers, is required.
10 Electrical Engineer - Level I
Scope: Performs analysis, design, development, test and integration of electrical systems for ground system applications.
Responsibilities: His/her duties may include: systems requirements development and allocation; performing or directing the analysis, design, fabrication, test and integration of electrical systems for ground system applications; interprets system level requirements as they apply to the development of electrical systems and components, identifies design alternatives and performs trade-off studies, link budget, sensitivity, reliability, failure mode and worst case analysis to determine the optimum approach for the design, and to predict performance of the system for the expected operational and environmental conditions; develops and executes test plans for electronics system verification and acceptance, and develops operations and maintenance documentation; designs or performs test sequences to measure and characterize the performance of electrical components and systems, and, subsequently, analyzes and interprets the test results and prepares summary reports.
Education and Experience: A Bachelor of Science degree in electrical engineering, physics or mathematics is required.
11 Electrical Engineer - Level II

12 Electrical Engineer- Level III

13 Electro-Optical Engineer
Scope: Provides system level design, development, calibration and evaluation of electro- optic systems.
Responsibilities: His/her duties may include: systems requirements development and allocation; performs design, development, calibration, and evaluation of electro-optic elements, subsystems, and systems for ground-based systems including lasers, detectors, and beam control assemblies; performs system end-to-end studies, digital communication signal to noise analyses, establishes error budgets, etc.
Education and Experience: A Bachelor of Science degree in electrical engineering, physics or mathematics is required. This position requires a minimum of 5 years of experience in the design, fabrication, and testing of lasers, detectors, and control assemblies. (A Masters degree in engineering, physics or mathematics may substitute for 3 years of experience).
14 Facilities Specialist
Scope: Coordinates facilities operations and maintenance, including buildings, grounds, antennas, HVAC, electrical power plant, vehicles, mechanical, plumbing, environmental, lighting and fire protection systems Responsibilities: His/her duties may include: systems requirements development and allocation; oversees, coordinates and conducts the planning, construction, maintenance, operation, repair, renovation, alteration, and demolition of buildings, structures, equipment, machinery, and other facilities; provide preventive and corrective maintenance, including on-site staffing with vendor trained personnel, appropriate on site spare parts, and securing vendor support contracts to ensure continuous operations; gathers, compiles, reviews, and analyzes data related to facilities; performs facility condition assessments; evaluates facility problems and anomalies; prepares studies and reports; coordinates with IDIQ task leads, engineers and architects performing facility work and advises and recommends on facility issue; evaluates project bids for cost, quality and schedule; monitors and inspects construction to ensure adherence to quality standards and project schedules; develops operation, maintenance, and certification procedures and manuals; plans, schedules, coordinates, and administers work performed under an overall work management system; leads operation, maintenance, repair, and construction work teams.
Education and Experience: A Bachelors degree in a related technical field is required. This position requires a minimum of five years of related experience, including experience in coordinating and directing the work of peers. In lieu of formal education, eight years of related experience is allowable (an Associates Degree may substitute for 2 years of experience).
15 Health, Safety and Environment Specialist
Scope:
Responsibilities: Implements a system safety approach in which development, testing, flight support, ground operations, and maintenance activities are assessed for hazards, and shall institutes management processes for assuring personnel and property will be protected from injury or harm as a result of exposure to these hazards; plans and implements an industrial safety and environmental program meeting contract requirements; develops and provides contract specific safety and environmental training and educational materials; evaluates work processes for hazardous situations, performs environmental and human engineering assessments, and implements remedial actions; prepares reports;
performs root cause analysis of accidents, mishaps and close calls.
Education and Experience: A Bachelor of Science degree in safety and environmental engineering, or related technical field, and three years of safety/environmental experience.
16 Information Technology Specialist – Level I
Scope:
Responsibilities: His/her duties may include: performs support activities associated with the design, development, implementation, and maintenance of IT systems; specializations may include networks and telecommunications, LAN/WAN administration, performs website development and maintenance, cybersecurity, intra-computer communications, network design and support, network and system management/administration; evaluates and designs systems to structure and access databases; cybersecurity programs across platforms; conducts routine cybersecurity activities; provides inventory and control for all media forms of data and ensures all requirements are satisfied for data storage, usage, and accountability; performs a variety of activities associated with the applications software, database management, system testing and development activities of an operational system; performs software installation at all promotion levels, system configuration management, database maintenance and control, assistance in the development phase of projects, troubleshooting problems and providing solutions, interacting with customers, procedures and standards development, formal documentation development and participation in system acceptance test activities; analyses of systems performance;
researches documents, tracks trends, and resolves issues requiring frequent interaction with outside vendors and contracts; test/evaluate system's performance against specifications.
Education and Experience: A Bachelors degree in computer science, information technology, mathematics or a related technical field is required. In lieu of formal education, eight years of related experience is allowable (an Associates Degree may substitute for 2 years of experience).
17 Information Technology Specialist - Level II
Scope:

Responsibilities: His/her duties may include: systems requirements development and allocation; performing the analysis, design, fabrication, test and integration of mechanical systems for ground system applications; interprets system level requirements as they apply to the development of mechanical systems and components, identifies design alternatives and performs trade-off studies, link budget, sensitivity, reliability, failure mode and worst case analysis to determine the optimum approach for the design, and to predict performance of the system for the expected operational and environmental conditions; develops and executes test plans for mechanical system verification and acceptance, and develops operations and maintenance documentation; designs or performs test sequences to measure and characterize the performance of mechanical components and systems, and, subsequently, analyzes and interprets the test results and prepares summary reports. Responsibilities: His/her duties may include: planning and scheduling of a resource or resources for an element (e.g. mission, GN or SN Scheduling, project, site, element, network, system); receives requests for the element resources, schedules the requests using existing tools and methods, identifies conflicts, and performs conflict resolution and negotiation in a manner to optimize resource usage; notifies all requesters and entities (people or systems) which manage, support or utilize the resource(s) of the schedule for use; reacts to changes and modifies resource schedules accordingly; performs analysis of new requests or resources as well as new ways of using existing resources; supports planning and scheduling testing activities of the new resources; performs procedure development beginning with review for clarity and evolving to technical critique and writing; participates in metric gathering on the planning and scheduling processes beginning with recording data and evolving to defining and tracking metrics and determining long range planning and scheduling strategy.
Education and Experience: A Bachelor of Science Degree in related field. In lieu of formal education, eight years of directly related experience is allowable (an Associates Degree may substitute for 2 years of experience).

24 Program Manager
Key Elements: Oversees and approves task planning on several large projects or product lines; approves resource requirements and effort estimates; establishes direction for functional team and direct reports across a suite of projects to balance product line priorities; is responsible for project data integration and tracking of financials, quality levels, and implementation of corrective actions based on variance and critical path analysis for the entire product line; balances customer expectations with internal business goals; participates in business planning efforts and approves results.
Key Skills and Abilities: BS/BA in Engineering, Sciences or other related field and a minimum of 5 years of related experience. Advanced knowledge and use of business concepts and accounting principles associated with the project cost and budgetary planning/control occur on a regular basis. Understanding of all aspects of business operations and associated cost are required.
25 Project Manager
Scope: Manages and directs engineering/operations on a major IDIQ task project, or manages multiple IDIQ tasks, providing necessary project management and leadership to assure technical, cost, and schedule deliverables.
Responsibilities: His/her duties may include: support of complex and/or technologically challenging tasks including the leadership in generating the Task Plan and Cost Proposal, providing guidance during the task implementation, conducting technology assessments and making recommendations for technology insertions, making trade study assessments, and recommendations, supporting Preliminary Design Review (PDR), Critical Design Review (CDR), Operations Readiness Review (ORR), and reviewing deliverables, ensuring operational support to customers, providing technical consultation advice to Task Leads regarding design issues, development and test approaches, and test result assessments, leading teams established by the Program Manager to conduct investigations of programmatic or task-level problems and to make recommendations for recovery plans; and providing recommendations regarding operations considerations. Develops, maintains, and reports technical performance metrics which effectively measure the level of performance in execution of the SOW and IDIQ Task Orders. Provides direction and discipline to employees and is responsible for the evaluation of personnel performance.
Education and Experience: A Bachelor of Science degree in engineering, physics, computer science, or mathematics is required. This position requires a minimum of 12 years of related experience, including 6 years of program/project management experience with supervisory/management responsibilities (a Masters degree in a technical or business field may substitute for 3 years of experience).
26 Project Scheduler - Level I
Scope: Create, maintain, and control project schedules Responsibilities: His/her duties may include: creation, maintenance, and control of project and task schedules; documentation of changes and revisions to task/project schedules; Identification of milestones and activities necessary to achieve task/project objectives;
developments project logic networks and estimates, validates and analyses of project activity sequencing, duration and resource requirements; prepares and maintain a schedule management plan which defines the requirements for schedule planning and control; coordination with the task lead to correlation of project schedules task requirements; conducts analyses of project schedules, coordinates and evaluate project risks; perform schedule analysis to determine overall project performance, variances and risk areas Education and Experience: A Bachelors degree is required. 27 Project Scheduler - Level II

28 Quality Analyst
Scope: Provides technical training support services and analyses.
Responsibilities: His/her duties may include: developing, maintaining, and implementing quality standards and protocols; devises and implements methods and procedures for inspecting, testing, and evaluating the precision and accuracy of products; designs or specifies inspection and testing mechanisms and equipment; conducts quality assurance tests; performs statistical analyses; perform Failure Mode Effect Analyses and Fault Tree Analyses; conducts internal audits and performs necessary corrective/preventive actions; supports Root Cause and Corrective Action and process improvement initiatives, supports the risk management processes and risk boards.
Education and Experience: A Bachelors degree plus specialized training in AS/ISO quality standards, professional certification is desirable. Five years of directly related experience, with 2 or more years experience in AS9100/ISO 9000:2000 certified, or CMMI Level 2+ Quality Management Systems is required.
29 Software Engineer - Level I Scope: Develops software in accordance with applicable requirements documentation. Responsibilities: His/her duties may include: develops code in accordance with applicable requirements documentation;
develops and executes test plans for software system verification and acceptance, and develops required documentation.
Education and Experience: A Bachelors degree in computer science, information technology, mathematics or a related technical field is required.

30 Software Engineer - Level II
Scope: Develops software in accordance with applicable requirements documentation. Responsibilities: His/her duties may include: develops code in accordance with applicable requirements documentation;
develops and executes test plans for software system verification and acceptance, and develops required documentation; systems requirements development and allocation; manages software specifications, analyses software systems, codes of software modules, supports the integration of hardware and software systems, and generation of related documentation.
Education and Experience: A Bachelors degree in computer science, information technology, mathematics or a related technical field is required. This position requires a minimum of 5 years of experience in the analysis, design and development of software systems including hands-on work in the test and integration of Ground Data Systems. (A Masters degree in engineering, physics, computer science, information technology, mathematics or a related technical field may substitute for 3 years of experience).
31 Software Engineer - Level III
Scope: Provides software project development support.

Responsibilities: His/her duties may include: supports multiple functional areas with expertise relating to areas such as engineering, architecture analysis and modeling, etc.; participates in special studies with highly specific scope; participates as a creator or reviewer for trade and concept analyses, provides for the implementation, integration, test, and transfer into operations of hardware and software systems for network services, missions and projects; consults with senior level management and customers on complex technical issues; applies sound analysis and scientific/engineering consulting expertise and practices to solve a wide variety of complex customer problems; applies expert knowledge and expertise to develop and recommend creative and innovative solutions.

Responsibilities: Manages small development or portions of larger projects. Typically no direct reports. Relentlessly delivers on all commitments to Integrated Program Team, suppliers, and customers. If commitment cannot be achieved per the schedule, identifies root cause corrective action and clearly communicates to the team. Pulls together data and information and makes recommendations to the team and leaders to improve project performance.
