Additional WRC 80GSFC23R0009 DRFP Questions

Q219. Where is RMMO at now with RCM, CBM, Predictive testing and Integration?

Response: The RMMO will help create a roadmap for possibly these programs, and will not be in place prior to WRC award. The RMO is also working on roadmap for upgrading equipment.

Q220. Is Maximo used for inventory, spares and data analytics?

Response: Maximo is only used for inventory and tracking maintenance actions. The RMMO will be looking to maximizing Maximo.

Q223. RESERVED

Q224. Are there automatic data feeds in ROMS? Any sharing across systems?

Response: There are currently no automatic data feeds in the ROMS system. There are not any sharing of the ROMS information across systems. The ROMS database systems are all currently manually updated.

Q225. ROMS used/updated by WRC only or others?

Response: The ROMS system is to be used and maintained by the WRC Contractor. No other organizations or Contractor’s update information in the system.

Q226. RESERVED

Q227. Who are the small business partners out there?

Response: Offerors can contact the industry assistance office in GSFC Greenbelt, Jennifer Perez, or consult the interested vendors list at Sam.gov.

Q228. What is Engineering Development in SOW?

Response: This support may be tasked under IDIQ and is not part of the core portion of the contract. Sustaining Engineering, on the other hand, is in direct support of RMMO maintenance actions and is included in the CORE portion of the contract.

Q229. Why was Technology Development removed from SOW? Is there a special meaning that it is listed by not included?

Response: As stated in the SOW – “This contract scope of work does not perform independent engineering or technology development. However, as the operator and maintainer of such new systems, the Contractor has a role in the development of requirements and testing of new operational systems.” The Technology Development function is primarily a NASA Code 500 function.

Q230. Does historical data cover all work on core and IDIQ?

Response: Yes, the TOs in the library include the maintenance and sustainment TOs and examples of mission TOs.

Q231. The Government’s response to Q137 states: “The Non-Proposed cost is only for Core. We have corrected the task order number from 151 to 121.” Please clarify if the Standard Labor Categories and WYE provided in ROC_II_Contract_Historical_Data_-_1.pdf are also only for the WRC Core requirements. If not, please provide an Annual Work Plan or other workload indicators that non-incumbent Offerors can use to estimate the level of effort for the Core requirements.

Response: The ROC-II contract was an all IDIQ contract. The historical data is the workload for all the work completed by the prime contractor. Significant subcontractor and Non-significant subcontractor pricing is not included in the historical data.

Furthermore, the Final RFP will include the following definitions for Materials, Travel and ODC.s.

Materials – Materials include but not limited to: critical spare replenishment, materials for sustainment, condition monitoring, capability enhancements, state of health improvements, met tower upgrades, IT upgrades, operations consumables, preventative maintenance supplies, corrective maintenance supplies, safety materials, routine calibrations, misc office materials.

Travel – Travel to include but not limited to: Bermuda maintenance trips, Poker maintenance trips, Specialized training, trips to support Depot Level Maintenance (DLM) at remote sites.

ODC’s - ODC’s include but not limited to: IT subscriptions, IT renewals, IT maintenance agreements, Inspection services, agreements, trainings, dues, service plans, Bermuda data lines.

Q232. The SAM.gov announcement published on July 26, 2023, states: “The potential changes to the WRC SOW requirements that may be incorporated into the Final RFP are as follows:

• Ground Operations support - Potentially added to the CORE section of the contract to facilitate needed support to maintenance of WFF equipment.

• Ground Operations support - Potentially added to IDIQ section of the contract to facilitate support to launch operations.

• Chemical Laboratory support - Potentially added to the CORE and IDIQ sections of the contract to facilitate maintenance and launch support chemical testing.

• Project Pre-formulation support - Potentially added to the CORE section of the contract to facilitate support in requirements refinement with new customers.”

Please indicate if the potential additions to the CORE section of the contract are reflected in the Standard Labor Categories and WYE provided in ROC_II_Contract_Historical_Data_-_1.pdf (e.g., Ground Operations, Ground Systems Equipment Servicer).

Response: The Ground Operations support and project pre-formulation support are included in the historical data. The chemical laboratory support is not included as this was a civil servant role.

Q233. RESERVED

Response: We are constrained by the origin format of MS project for most of the files. We can convert RMMO SOH to Word.

Q234. Section IV of the Draft SOW (Page 22 of 53) states: “The following four categories of maintenance are defined:

• Minor Maintenance – Maintain equipment within the maintenance year (Priced in CORE)

• Sustaining Action – Maintain equipment for 1 – 3 years (Priced in CORE) o Minor Maintenance and Sustaining Actions are to be priced in the

CORE section of the contract, both Preventative and Corrective Maintenance items (PMs and CMs). To account for the unknown nature of CMs, an allocated amount for material purchases shall be included in the CORE section of the contract. If additional actions are required, additional work may be tasked and funded through and IDIQ task as directed by the RMMO SSR. The RMMO SSR will provide priority decisions for this funding if required.

• Depot Level Maintenance (DLM) – Maintain equipment for 3 – 5 years

(IDIQ)

• Major Overhaul/New System Replacement – Maintain equipment for 5 – 10+ years (IDIQ)”

The Government specifies minor maintenance and sustainment as part of CORE and qualifies Corrective Maintenance by providing an allocated amount for material purchases, as well as indicating the potential for IDIQ funding for additional actions.

Please provide workload indicators for minor maintenance and sustainment to be considered in CORE so all Offerors can provide an accurate estimate within their CORE pricing. In addition, please provide the distinction between minor maintenance and non-minor maintenance, and provide a more definitive indicator when Corrective Maintenance is no longer considered CORE and would be addressed with an IDIQ task order.

Response: Minor Maintenance and Sustainment action workloads are defined by the MAXIMO Maintenance FY22 file and the Maintenance Schedule. It is up to the offeror to develop an efficient and effective maintenance / sustainment approach to that meet contract requirements.

Q235. Section IV.C of the Draft SOW (Page 30 of 53) states: ““The Contractor shall also provide engineering and system sustainment services for all NASA owned launch pads, launchers, blockhouses, vehicle processing equipment, and associated Ground Support Equipment (GSE).” Please indicate if this requirement is considered part of CORE for pricing purposes or is it addressed as an IDIQ task order. If CORE, please provide current condition data and planned engineering and system sustainment services required so non-incumbent Offerors can prepare an accurate estimate.

Response: Section IV C of the SOW is part of the CORE activities under WRC.

Q236. Exhibit A - Cost Plus FF Hybrid Core Exhibits 13A, 13B These exhibits require calculations using IDIQ Max by base period and all option periods. IDIQ Max value is only provided for the overall contract period (DRFP B-7). Will the government remove Exhibits 13A and 13B which require IDIQ Max by base and option periods?

Alternatively, please provide IDIQ Max Value for the base period and each option period so these exhibits may be completed.

Response: The Exhibits 13A and 13B requires the offeror to utilize its propose CORE values plus the IDIQ maximum. The IDIQ Max was revised from $229M to $253.78M based on now the approved SOW requirements.

Q237. Exhibit A - Cost Plus FF Hybrid Core Exhibits 13C Instructions on Exhibit 13C require adding Core Proposed Value plus IDIQ Max to calculate contract goals. Does the government intend that the core proposed value plus IDIQ Max ($229M per DRFP B-7) exceed the GSFC 52.216-90 maximum value of $229M reflected on DRFP B-5? If not, please adjust the calculation instructions on Exhibit 13C.

Response: See response to Q236

Q238. Enterprise Asset Management System (EAMS). Is this an actual system?

Response: No, it is a concept, not a system.

Q239. ETD Role, SME is this a duplication? With project needing and offeror needing to propose?

Response: ETD is Code 500 NASA Engineering who provides SME engineering support to projects. Specific system SMEs are also needed within the WRC contract to answer grass roots level technical concerns. The mission or project specific requirements for these services will be tasked via IDIQ task orders. The sustaining engineering portion is tasked under the core portion of the contract.

Q240.RESERVED

Q241. Regarding Planning/scheduling can we see the schedule of stakeholders, .i.e. NSROC, to enable a more integrated schedule>

Response: Code 810 schedule is available online on the 810 website.

Q242. Will data collected on condition-based maintenance (CBM) be available at phase-in?

Response: Yes.

Q243. RESERVED

Q244. How will CORE work be directed, by issuing work packages?

Response: No additional task orders or work packages will be issued for the CORE Portion of the contract.

Q245. In Section L, A.3 Task Order Management technical approach should that address core or just task orders.

Response: That should just address mission task orders.

Q246. RRS-Are we still using?

Response: Yes, the Range currently uses RRS.

Q247. RESERVED

Q248. Draft RFP page L-35 states: “BOEs shall be submitted by both the Prime Offeror, JV Entity, JV partners and all Significant Subcontractors and shall comply with the BOE page limitations set forth in the “Proposal Preparation—General Instructions” provision of this RFP.”

Please confirm that Offerors proposing to perform as an integrated team can submit a single consolidated BOE for the Core requirements (consistent with precedents established on other GSFC and WFF procurements).

Response: The final RFP is being revised to indicated that it is a combined BOE (prime + sub) and submitted within the page limitation. The following note was added to the final

RFP -> *Prime Offeror and all Significant Subcontractors (page limitation is for the total component (Prime and Significant Subcontractors)).

Q249. RESERVED

Q250. For the Chemical Laboratory Support-Will this support be shared across contracts?

Response: No, it is envisioned that this will be a ground operations support person that can fill in for chemical laboratory support as needed.
