About this file
This is a Questions and Answers document for RFQ26006658 issued by the Rhode Island Army National Guard for HVAC system installation at the Bristol Armory. The project involves furnishing and installing a cooling-dominant HVAC system with inverter-driven, air-source heat pump equipment comprising 30 indoor mini-split units and 9 outdoor condenser units. The scope includes installation of new electrical infrastructure, thermostat upgrades to programmable digital models, condensate line installation or connection to existing disposal systems, and custom sheet metal curbing where required. Construction is scheduled to begin in August or September 2026 with completion targeted for December or January. A non-mandatory pre-bid conference was held on May 29, 2026, and questions were due June 10, 2026, with quotations due June 23, 2026, at 2:00 p.m. EDT.
The HVAC contractor bears responsibility for all electrical work, including installation of new 480/277 VAC, 3-phase, 4-wire main breaker panels with 65 kAIC rating and NEMA3R enclosure, new sub-panels as needed, transformers, breakers, wire, and conduit for HVAC loads. The existing building, constructed in 1957, has limited documentation regarding asbestos, PCB, and lead paint; the contractor is responsible for testing to determine presence of these hazardous materials. No painting is required in the base bid, and Saturday work is not permitted. The contractor must comply with OSHA regulations, NFPA 70E electrical safety standards, state and national building codes including the NEC, and coordinate final electrical inspections. A minimum 15% minority business enterprise participation goal applies, vendors must be registered with the Rhode Island Contractors' Registration Board, prevailing wage requirements apply, and all equipment must achieve minimum 65% domestic content under Build America, Buy America requirements.

| b. Will the new RTU be connected to the existing panel, or will a new disconnect be installed? | NO RTU's All Mini-Splits |
| c. What is the panel brand, series, and amperage rating? | MSB-1 Main switchboard 480/277 VAC, 400 Amp, 4 wire, 3 phase 65KAIC Eaton |
| d. Are there any sub-panels or feeder requirements for the RTU? | NO RTU's All Mini-Splits |
| 2. Circuit and Wiring Details | |
| a. What is the NEC article or code requirement for the RTU's power circuit? | NO RTU's All Mini-Splits |
| b. What is the wire gauge and breaker size for the RTU's main feed? | NO RTU's All Mini-Splits |
| c. Will low-voltage thermostat wiring be installed or verified? If so, what is the type (plenum-rated if required) and length? | Yes Plenum Rated |
| d. Are there any dedicated circuits for electric heat kits or gas packs? | No there are no existing dedicated electric heat kits or gas packs |
| 3. Safety and Compliance | |
| a. Will NFPA 70E lockout/tagout be performed on all high-voltage circuits before work begins? | Contractors must comply with OSHA, and all electrical installations must comply with NFPA 70E “standard for Electrical safety in the workplace”. Lock out tag out, LOTO procedures are required, there should be no reason to work on live circuits of any voltage. |
| b. Are there any grounding or bonding requirements for the RTU? | Contractor to follow all state and national building codes, (NEC) regarding Grounding and Bonding. No RTU's All Mini-Splits |
| 4. Equipment and Accessories | |
| a. What is the RTU model and specifications (down-flow or side discharge)? | NO RTU's All Mini-Splits |
| b. Will a hail guard be installed for coil protection? | NO RTU's All Mini-Splits |
| c. Will the thermostat be upgraded to a programmable/digital model? | new |
| 5. Installation and Integration | |
| a. Will custom sheet metal curbs be installed to fit the new unit? | Where existing penetrations are not available, contractor will be responsible for installing new curbing as needed. |
| b. Will existing electrical power wiring be connected and tested? | no |
| c. Will drain lines be installed or connected to existing condensate disposal? | Where available, existing drain lines will be utilized. Otherwise contractor will be responsible for installing new condesate lines. |
| 6. Testing and Start-Up | |
| a. Will the RTU be tested for proper operation before departure? | NO RTU's All Mini-Splits |
| b. Will final electrical inspection be coordinated? | Contractor to handle inspections |
