About this file
This is Amendment 1 to Request for Quotation (RFQ) 26006658 issued by the Rhode Island Army National Guard for HVAC installation services at the Bristol Armory. The amendment establishes a mandatory site visit scheduled for Tuesday, June 2, 2026, at 10:00 a.m. at the Bristol Armory located at 470 Metacom Avenue, Bristol, Rhode Island, specifically designated for subcontractor participation. The quotation deadline remains June 23, 2026, at 2:00 p.m. EDT. The project scope includes furnishing and installing a cooling-dominant HVAC system with inverter-driven, air-source heat pump equipment comprising seven outdoor condenser units ranging from 0.5 to 6 tons with matched indoor units, independent zone controls, and demand-controlled outdoor air systems integrated with existing gas-fired hydronic boiler and solar systems. Construction must commence within 30 calendar days of purchase order receipt, with substantial completion required within five months and final completion within 30 days thereafter.
The amendment deletes two unit costs previously identified in the original solicitation, removing pricing options for gypsum board patching and acoustical ceiling tile and grid work. Vendors must be registered with the Rhode Island Contractors' Registration Board and comply with prevailing wage requirements, with a minimum 15% minority business enterprise participation goal by dollar value. All equipment must achieve 65% domestic content under Build America, Buy America requirements. Bidders must submit a 5% bid surety bond or certified check and provide 100% payment and performance bonds prior to purchase order issuance. Insurance requirements include general liability coverage of $1,000,000 combined single limit and workers compensation of $100,000 each accident. A contract administrative fee of 0.33% of total contract value applies, and liquidated damages are assessed at $250 per day for delays beyond substantial completion.
