Phoenix Indian Medical Center (PIMC) Multifunctional Devices/Copy Centers Questions RFQ-25-PHX-008
Question 1:
Document = SIW_PIMC_MFP_Infrastructure_Refresh.PDF Section 3. Scope of Work
5) Scan document directly into SharePoint library and enter associated SharePoint indexing values and set SharePoint document permissions at the time of scan.
We are evaluating the bid for the capability to scan documents directly to a SharePoint library from the MFD while keeping all scan network traffic within the PIMC LAN. While this feature is available, it significantly increases the overall cost of the solution.
Given that MFDs can natively scan to email and network drives at no additional cost, and considering our experience with other Federal medical center customers where direct scanning to SharePoint is not always utilized even after procurement, we would like to inquire if this requirement can be reconsidered.
Could the scanning needs of PIMC be adequately met with the industry-standard options of scanning to email and network drives?
RESPONSE: No, the SharePoint requirement will not be reconsidered.

4) Device 4 – Quantity 50 and Device 5 – Quantity 6 – Must be FADGI capable using minimum upgrade path Will the government remove the FADGI requirement for Devices 4 and 5 due to the complexities involved with FADGI compliance? FADGI-compliant scanners require on-site installation, training, and Golden Thread software to certify compliance. This process requires the scanner to be shipped already FADGI-ready and then completed on-site, which will not be considered a minimum upgrade. The FADGI certification must be maintained through a regularly scheduled calibration process. Also, a FADGI scanner is not available with a 5-year Advance Exchange Warranty unless it is manufactured specifically, which would not be open to competition. The service and support are provided on-site, not through an exchange.
RESPONSE: NO, the FADGI requirement will not be removed.

0. Question: Please confirm that PIMC will supply the required virtual server(s) with either MS Windows 2019 or MS Windows 2022 OS for the Digital Fax Server solution.
RESPONSE: Yes, PIMC will provide Virtual Servers on the Virtual Platform of our choice.

1. Question: Please confirm that PIMC will supply the required digital telco connection and DID numbers for the Digital Fax Server solution and whether that connection will be T1/PRI or T.38/SIP.
RESPONSE: SIP.

2. Question: Please confirm that PIMC requires the Digital Fax Server solution to have seamless, native, control-panel integration with the proposed Multi-Function Devices with no additional software or licensing required.
RESPONSE: Confirmed.

3. Question: Please confirm that PIMC requires the Digital Fax Server solution to include native Secure File Transfer Server Software to support secure, authenticated scanning and file transfer from multi-function devices and user workstations to the Digital Fax Server solution with all of the following:
0. Complete audit trails to meet security requirements to protect information both “at rest and in transit”.
0. Support for large file transfer of 500MB and greater, with the ability to view audit logs to analyze secure file transfers on the PIMC network.
0. Provide multi-protocol support including HTTPS, SFTP, AS2, etc. with FIPS 140-2 compliance.
0. Provide automatic re-start and logging of all file transfers with the ability to utilize AES, RC4, or SHA-256 for encryption.
RESPONSE: Confirmed.
1. Digital Fax Solution – Item 6 States “Requirement is for a total of 16 channels/ports with HA.”
4. Question: Please clarify if PIMC would prefer an Active/Passive HA configuration with a 16 channel production server along with a 16 channel disaster recovery backup server to support a total of up to 16 simultaneous calls, OR, would PIMC prefer an Active/Active HA configuration with two 8 channel servers in production to support a total of up to 16 simultaneous calls for the Digital Fax Server solution.
RESPONSE: PIMC requires support for both HA configurations.
1. Digital Fax Solution – Item 5 States “Must be a proven solution deployed at other federal healthcare locations.”
5. Question: Does PIMC require the Digital Fax Server solution to have BOTH an Authority to Operate (ATO) for DoD/DHA facilities obtained thru the RMF process as well as full TRM approval for the US Dept. of Veterans Affairs?
RESPONSE: Yes.
