SCOPE AND SPECIFICATIONS

SYNTHETIC TURF ATHLETIC FIELD SINKHOLE INVESTIGATION,

FORENSIC SUBSURFACE EVALUATION, REPAIR, RESTORATION AND

TESTING

CITY OF TOLEDO, OHIO

1. PROJECT INTENT

The City of Toledo is soliciting bids from highly qualified contractors experienced in synthetic turf athletic field construction, subsurface drainage systems, excavation, underground utility investigation, synthetic turf repair, and athletic field safety testing to investigate and address an active or developing sinkhole/subsurface failure located within an existing synthetic turf athletic field.

The intent of this project is to safely and systematically expose the affected area, determine the actual cause and extent of the subsurface failure, inspect associated underground drainage and piping systems, document all conditions encountered, make authorized repairs, properly reconstruct all disturbed subsurface materials, and return the synthetic turf system to a safe, stable, uniform, and playable condition.

This project shall be treated as a forensic investigation of a subsurface athletic field failure and not simply as removal and replacement of visibly settled materials.

Because the precise cause, depth, extent, and nature of the subsurface failure cannot be conclusively determined prior to excavation, the Base Bid shall include all investigation, access, excavation, field protection, CCTV pipe inspection, testing, documentation, standard backfill, compaction, synthetic turf restoration, infill restoration, final testing, and other work specifically identified herein.

Major corrective repairs to previously unidentified underground failures that cannot reasonably be quantified before excavation shall be treated as unforeseen additional work and shall not proceed without prior written authorization from the City.

The Contractor shall furnish all labor, supervision, equipment, materials, transportation, mobilization, temporary protection, safety measures, testing, documentation, cleanup, and incidentals necessary to perform the Work in complete accordance with these specifications.

2. MANDATORY CONTRACTOR QUALIFICATIONS

Due to the specialized nature of this project and the significant potential for improperly performed excavation, drainage work, backfill, compaction, or synthetic turf restoration to create additional field failure, all bidders shall demonstrate substantial experience specifically with synthetic turf athletic fields.
