About this file
This is a Letter of Agreement (LOA) document related to Prevailing Wage Agreements (PLA) for public construction projects administered by the City of Toledo, Ohio. The document establishes the framework and requirements for contractors bidding on public construction projects within the City's jurisdiction, including the Danny Thomas Park Ballfield Sink Hole Investigation and Turf Repair project. Bidders must submit bids through the City of Toledo's PlanetBids portal with prices formatted to two decimal places, with only one price accepted per line item. Bid submission is complete only upon receipt of email confirmation from PlanetBids. The bidding process requires contractors to have previously submitted specified paperwork packets to the City, including vendor registration, business tax registration, notarized child support affidavits, and certificates of insurance naming the City as an additional insured.
The bidding requirements establish a comprehensive compliance framework for contractors seeking to participate in City of Toledo construction projects. Contractors must submit annual paperwork including Equal Employment Opportunity Certification, Living Wage Affidavits (updated by February 1st), Debarment Certification, W-9 forms, current Certificates of Insurance, and Bureau of Worker's Compensation Certificates. For each individual project bid, contractors must additionally provide an Acknowledgement and Acceptance of Terms & Conditions, Living Wage Contract Addendum, Primary/Subcontractor Agreement Certificate, and Best Bid Criteria documentation if applicable. All bids must be accompanied by a Bid Guaranty in the form of a bid bond or certified check from a solvent bank. The project is subject to prevailing wage requirements under the PLA agreement, ensuring compliance with living wage standards for public construction work in Ohio.
