About this file
This is a Statement of Work (SOW) for the United States Transportation Command (USTRANSCOM) to upgrade electrical and communications/LAN infrastructure at Scott Air Force Base, Illinois, specifically in Building 1900 East, Room 268, to support new furniture installation.
The contractor must complete electrical work including disconnecting 13 existing modular furniture power connections, installing 7 systems furniture whips (each providing 2 circuits for 8 workstations), 2 recessed duplex receptacles for 5 non-systems workstations, and 2 duplex receptacles for printers connected to a UPS-fed panel. All electrical circuits must be tested for +/- 10% voltage at 120 volts and load analysis to ensure compliance with 80% OCPD sizing limits, with results reported in accordance with quality assurance protocols. Additionally, the contractor must rewire existing power lines to the facility UPS as requested. For communications/LAN, the contractor shall provide and install approximately 28 communication locations including: shielded CAT6A cables with proper terminations, labeling, and testing per TIA/EIA standards; OM4 fiber optic cables routed under raised access floors with J-Hooks; patch panels in Communications Room 267; and dual RJ45 and fiber recessed wall faceplates at six customer-identified locations. All copper testing must include Wire Map/Length, Insertion Loss, NEXT, PSNEXT, ELFEXT, PSELFEXT, Return Loss/Propagation Delay, and Delay Skew. Fiber testing requires Length, dB loss, and dB Overhead measurements. Work shall occur during normal business hours (0730-1630 Monday-Friday), with a kick-off meeting within one week of Notice to Proceed and bi-weekly progress meetings thereafter. All work must comply with Scott AFB General Requirements, International Building Code, and NFPA standards. Security requirements include contractor background checks via LEADS, identification badges, escort requirements in Building 1900, Level I AT Awareness Training within 30 days, and compliance with FPCONs and access procedures established by 375th Security Forces Squadron.
