About this file

This document is a Clarification Questions and Answers file for federal contract opportunity FA440726Q0008 issued by U.S. Transportation Command (USTRANSCOM) for Building 1900 at Scott Air Force Base.

The project involves communications and fiber infrastructure installation in Room 268. Key technical requirements include: installation of 2 CAT6A shielded cables to each of 32 locations (64 total cables) with RJ45 jacks on two patch panels; installation of 2 OM4 Duplex fiber cables to each of 32 locations with LC/UPC connectors; fiber trunk connections using LC cassettes/OM4 to serve Room 268; all workstation and wall fiber cables terminating in an under-raised-floor zone box; and fiber testing in compliance with TIA 568.3-D/E for multimode fiber. The electrical scope includes integration of seven systems-furniture power whips (estimated less than 30 feet each), with the furniture contractor providing the whips and the electrical contractor integrating with building power; each whip receives one UPS circuit and one normal circuit. Approximately eight circuits are to migrate to the UPS panel (located roughly 30 feet from Room 268) for system furniture, wall workstations, and printers, with outages coordinated during duty day hours and minimized where possible. Fiber will be landed into an existing rack in Communications Room 267. Permitting requirements for state-level IEPA storm/water/air permitting or federal wetland/NEPA reviews will be determined by the 375th Civil Engineer Squadron.

Electrical CLARIFICATION QUESTIONS - FA440726Q0008 - USTRANSCOM Building 1900

Communications and Fiber Scope 1.

Shielded CAT6A quantity: Please confirm whether the requirement is for 52 total shielded CAT6A cable drops, or 52 workstation drops plus 12 additional cables serving the six dual-RJ45 wall locations, for 64 total shielded CAT6A cables?

The requirement is to install two CAT6A cables to 32 locations.

2.

OM4 fiber quantity: Please confirm whether the 52 OM4 workstation cables are in addition to 12 fiber connections serving the six dual-OM4 wall locations and the two OM4 trunk cables from the under-floor zone box to Communications Room 267?

The requirement is to install two OM4 Duplex cables to 32 locations.

3.

Workstation and wall fiber configuration: For each workstation and wall connection, please identify the required fiber strand count, simplex or duplex configuration, connector type, and connector polish?

2 CAT6A, 2 OM4 Duplex LC/UPC.

4.

Fiber trunk configuration: Please identify the required strand count and connector configuration for each of the two OM4 trunk cables. Please also confirm whether the trunks serve separate networks, provide redundancy, or perform another designated function?

The fiber trunk will be LC cassettes/OM4.

5.

Fiber distribution architecture: Please confirm that all workstation and wall fiber cables terminate in the under-raised-floor zone box and that only the two trunk cables extend from the zone box to the fiber patch panel in Communications Room 267. Please also confirm whether preterminated fiber assemblies are acceptable?

The fiber trunk will service Rm 268 & the 32 locations will connect to under RAF ZB.

6.

Fiber testing: Please confirm the required test wavelengths and whether Tier 1 optical-loss testing is sufficient. If OTDR and/or bidirectional testing is required, please identify the applicable testing standard and reporting requirements?

Testing will be in compliance with TIA 568.3-D/E f/MM FOCA.

7. Patch-panel capacity and configuration: Please identify the required port capacity for each of the two shielded CAT6A patch panels and the required capacity, adapter type, and cassette or enclosure configuration for the fiber patch panel and under-floor zone box?

The requirement is for 2 CAT6A lines per each 32 locations, RJ45 Jacks.

The requirement is for 2 OM4 lines per each 32 locations, LC connectors across all.

Electrical Scope

8. Systems-furniture power whips: Please confirm whether the seven systems-furniture power whips are to be furnished new, or whether some or all of the existing whips disconnected and stored below the raised access floor are intended to be reused. Please identify the required whip connector type and approximate lengths, if known?

Furniture contractor will provide system furniture power whip. Electrical contractor will be required to integrate with building power. Furniture connector side will be connected by furniture contractor. Each whip gets 1 UPS circuit and 1 normal circuit. Estimated 7 whips less than 30’. Also see attached document “Rm268Power.”

9. UPS-fed electrical work: Section 4.1.5 requires installation or rewiring of existing power lines to the facility UPS as requested by the customer. Please clarify the anticipated quantity and extent of this work, including circuit count, panel location, approximate routing distances, spare breaker capacity, and whether outages or after-hours work are anticipated?

Estimated 8 circuits migrating to UPS panel for the system furniture, wall workstations, and printers. UPS is roughly 30’ away from room 268. UPS power panel does support required breaker capacity needed. Outages to accomplish will be coordinated for action during the duty day. Requesting to minimize number of outages as much as possible.

Also see attached document “Rm268Power.”

10. Drop count discrepancy: Section 4.2 references "approximately 28 communication locations," while the workstation-level detail (26 workstations × 2 CAT6A + 2 OM4 fiber drops each) totals 52 of each. Can you confirm the correct total quantity of CAT6A and fiber drops required?

32 locations with 2 CAT6A and OM4 lines each.

11. Fiber configuration: Section 4.2.3.3 specifies "2 OM4 fiber optic cables" per workstation.

Please confirm whether this means two single-strand fiber cables per workstation, or two duplex fiber pairs per workstation.

The requirement is for 2 OM4 duplex lines at each location.

12. Patch panel rack: The RFQ lists no Government Furnished Equipment. Is an existing rack already in place in Comm Room 267 to house the new patch panels, or will the contractor need to supply one? If supplied, what size/style is required?

Fiber will be landed into an existing rack.

13. Permitting: Given the work is performed entirely on Scott AFB, can you confirm whether any Illinois state or local permitting applies, or whether this falls solely under base civil engineering requirements?

The 375CES will determine if the work requires state-level IEPA storm/waterair permitting or federal wetland/NEPA reviews.
