About this file
This document is Addendum No. 1 to RFQ 26-06, issued by the City of Oviedo, Florida on November 18, 2025, clarifying requirements for the Prequalified Pool of Contractors for Small Projects. The original RFQ, dated November 9, 2025, solicits contractor qualifications for minor construction, repair, renovation, rehabilitation, alteration, upgrade, maintenance services, sitework, and new construction for buildings, roadways, sidewalks, trails, and site improvements throughout Oviedo with minimal design requirements and values not exceeding $50,000. A non-mandatory pre-proposal conference was held at 10:00 AM on Wednesday, November 12, 2025, at City Hall Annex Building, 320 Alexandria Boulevard, Oviedo, Florida 32765.
The addendum addresses two key questions from prospective proposers regarding contractor participation and obligations. Prequalified contractors are permitted to bid on other City projects advertised publicly through VendorLink, including projects exceeding $50,000, without restriction. Additionally, prequalified contractors are not required to submit bids on every project advertised under this contract; however, City officials may contact vendors to confirm a no-bid decision. Proposers must acknowledge receipt of this addendum on page 35 of the original RFQ packet, with failure to do so resulting in disqualification.

RFQ 26-06: Prequal Pool of Contractors for Small Projects
Addendum No. 1
November 18, 2025
To Prospective Proposers and Others Concerned:
This Addendum is in response to questions from interested proposers and forms a part of the RFQ documents dated November 9, 2025, for the above referenced RFQ. Please note, questions are recorded as they are received, including grammar and spelling errors.
Receipt of this addendum must be acknowledged on page 35 of the original RFQ packet. Failure to do so will subject the Proposer to disqualification.
QUESTIONS AND ANSWERS:
1. Question: Once a contractor is prequalified under this contract, can that firm also be considered for larger projects above $50,000?
Response: Vendors are welcome to bid on other projects outside of this agreement, when publicly advertised through VendorLink.
2. Question: Once a contractor is prequalified under this contract, must all firms within the pool hard bid the projects advertised under the contract?
Response: Vendors do not need to bid on every project; City officials may reach out to confirm a no bid if vendor elects not to bid.
All other areas of RFQ 26-06 remain unchanged.
