About this file
This document is a Request for Qualifications (RFQ) #25-30 issued by the City of Oviedo, Florida, seeking professional architectural and engineering services for the Public Safety Annex Building project. The RFQ aims to engage a qualified firm to provide comprehensive design services for a new 10,000 square foot annex building and site improvements adjacent to the existing Police Department facility. The project requires schematic design through construction administration services, with compliance mandated for Florida Building Code, NFPA, NEC, and other applicable standards. A non-mandatory pre-proposal meeting is scheduled for May 15, 2025, at 10:30 AM, followed by a site visit, with proposals due by 2:00 p.m. on May 29, 2025. The initial contract term is three years, with potential automatic renewals for two additional one-year terms, not to exceed a total of five years.
The consultant will work closely with a Construction Manager at Risk (CMAR) to develop feasibility and cost scenarios, with the new facility requiring specialized spaces including evidence rooms, offices, reception areas, break rooms, locker rooms, and meeting rooms. The project involves renovating an existing 19,363 square foot facility while maintaining operational continuity of public safety services. The procurement process will evaluate respondents based on technical qualifications, past project performance, and capacity to meet public safety facility design requirements. While specific budget details are not provided, the complexity suggests a significant investment in architectural and engineering services. The RFQ does not mention specific set-aside designations or disadvantaged enterprise provisions, and the evaluation will focus on the firm's ability to design a secure, functional public safety facility that meets the city's operational needs.
